The Project Field Coordinator position consists in ensuring the implementation of two projects, as outlined below:
1. PROJECTS DESCRIPTION
1.1. Strengthening flood early warning systems in Jordan, Palestine and Israel (75% of time)
The project will support Jordan, Palestine and Israel with the production and sharing of real-time and reliable data to help them in developing high-quality flood forecasts, to enhance capacity to provide effective disaster response. It will equip Jordan and Palestine with rain and water-level monitoring materials and enable data transmission both at national and regional levels, also setting-up collaborations with ongoing regional platforms.
Under this data interoperability system, the project will provide as well capacity-building to national hydro-meteorological stakeholders on flood forecasting, information sharing and early warning.
1.2. Strenghtening civil protection capacities in Jordan (25% of time)
The overall objective of the project is to contribute to build the risk prevention and preparation capacities (flash floods, heatwaves, etc.) at the institutional level and improve the quality of the services delivered at local level and align the operational capacities with the risks in Mafraq Governorate.
In particular, the project will strengthen institutional capacity for disaster risk management through work on risks assessment and the development of response mechanisms/contingency plans. The project will also provide operational support (provision of equipment, etc.) to the institutions in charge of disaster response.
2. JOB DESCRIPTION
2.1. Responsibilities:
Under the authority of the Project Manager, the Project Field Coordinator is responsible for ensuring the daily implementation of the two projects and the achievement of the objectives defined by Expertise France according to the criteria of quality, duration and costs set between the donor(s) and the agency.
The field coordinator is responsible for planning, steering, monitoring projects’ activities and measuring results from appropriate indicators.
He / she monitors compliance with the administrative and financial management procedures, procurement and logistics processing of projects’ activities, and advises and guides the technical teams in charge, as needed.
He / she ensures the smooth coordination, exchange and sharing of information with all stakeholders: donor(s), national partners, technical and financial partners.
He / she ensures good communication and visibility of the projects.
He / she coordinates the on-site teams (international and local experts) and ensures compliance with the security measures defined in connection with the Safety Manager of Expertise France.
2.2. Tasks:

Facilitate day-to-day management of the 2 projects (75% for the first project and 25% for the second project);

Responsible for timely implementation of the projects’ activities;
-
Liaise with Jordan, Palestine and Israeli authorities and projects’ counterparts to ensure overall direction and integrity of the projects;
-
Participate to Disaster Risk Reduction and resilience projects coordination fora or information sharing mechanism;
-
Monitor implementation of projects’ activities;
-
Ensure project staff and facilities safety and security;
-
Manage project financial resources to achieve the projects’ results in line with the outputs and activities outlined in the projects proposals;
-
Manage the project human resources and oversee international/local experts;
-
Control compliance with administrative and financial management procedures, procurement and logistical processing of activities;
-
Assist in facilitating stakeholders' working sessions;
-
Prepare progress and financial reports;
-
Keep the Project Manager (head office in Paris) informed of projects progress and difficulties encountered;
-
Identify the risks and impacts associated with the implementation of the activities; propose to the Project Manager the corrective measures and implement the adaptation plans if necessary, according to the arbitrations rendered.
3. REQUESTED COMPETENCIES
- Excellent command of strategic planning methods and of the project cycle;
- Excellent command of project management (technical, administrative and financial monitoring);
- Ability to supervise projects’ implementation and ensure monitoring and evaluation in close connection with the national counterparts, the donors and the headquarters of the agency;
- Familiar with European grant procedures and international donors;
- Demonstrated ability to coordinate and manage teams;
- Ability to build trusting relationships with national partners and external actors and continually demonstrate openness;
- Demonstrated know-how in multi-stakeholder dialogue and institutional dialogue;
- Proven ability in conflict resolution
- Very good written and oral communication skills, in English and Arab, including ability to prepare quality reports, formulate positions on sensitive issues and defend them before the authorities;
- Constructive, energetic and positive attitude in the work;
- Knowledge of the issues related to Disaster Risk reduction (DRR)/Early Warning Systems/disaster response in contexts of vulnerability would be an advantage;
- Knowledge of policies and intervention strategies in the area of DRR/disaster response would be an advantage;
- Ability to work under pressure in a difficult environment;
- Ability to identify security issues, enforce security rules and be a force of proposal for the Project Manager.
4. DIPLOMAS AND EXPERIENCES

Master's degree or equivalent in political or social science, law or equivalent experience, DRR knowledge would be an advantage;

At least 7 years of professional experience in a coordination or team leader position;

At least 3 years of professional experience abroad, particularly in contexts of fragility and preferably in the Jordan/Palestine/Israel region.

Project description
The General Directorate for Civil Defense (GDCD), established in 1959, lies under the jurisdiction of Jordan Ministry of Interior. With 26 960 officials, GDCD operates at the operational level and is in charge of providing assistance in terms of civil protection and emergencies.
Following the 2018 tragic Dead Sea flash floods, the Jordanian authorities underlined the necessity to reinforce the GDCD, in relation with other stakeholders (NCSCM, etc.) in the following areas:

Disaster management,

Command and control in case of crises,
-
Adaptation to climate change (e.g. flash floods),
-
Sharing of experience from European and neighboring countries in terms of risk reduction (risk assessment etc.).
The proposed project falls within the Sawa Initiative launched by Agence Française de Développement in 2016 (under the Peace and Resilience Fund allocated among Lebanon, Turkey, Iraq and Jordan), which aims at facing the challenges created by the Syrian and Iraqi crises. The project’s general objective is to reinforce the GDCD’s capacities in terms of disaster management. It is therefore structured along 2 axes : (i) institutional capacity building for risk management through work on risk assessment, especially climate risks (flash floods etc.), the contingency plans in response to these risks and the training capacities of GDCD under the coordination of Expertise France, and (ii) the reinforcement of operational capacities through the purchase of equipment and vehicles (component of the project implemented directly by the GDCD).
Mafraq is one of the governorates, with Irbid and Amman, which has welcomed the most Syrian refugees, in and outside the refugee camp of Zaatari. Because of its vulnerability, its growing population (local and refugee) and, as a result, of the growing demand for GDCD interventions, Mafraq Governorate has been chosen as a pilot zone for this project.
The project will begin with a diagnostic phase based on the review and analysis of the existing operational arrangements and strategic documents developed by the GDCD and other disaster risk management (DRM) stakeholders in order to acknowledge the existing means in terms of risk evaluation, prevention, preparation, and response to disasters.
The project’s contribution to capacity-building will be divided into three components:

Supporting the establishment of mechanisms for risk assessment and mapping,
-
Supporting the design and the implementation of a methodology for contingency plans (from local level to community level),
-
Facilitate high-level training sessions for instructors, on a) risk assessment, b) contingency planning, and c) operational training for GDCD instructors.
Job description
A. General objective
The Medium-term expert “Contingency planning”, under the direct supervision of the Project Technical Advisor, will be in charge of providing technical support for disaster response & emergency planning to the Jordan Civil Defense and other relevant stakeholder. The expert will leverage on the work performed by the Disaster Preparedness Expert’s work on risk assessment and mapping.
B. Description of the tasks to be assigned
-
Identify capacities and needs in emergency planning and disaster response based on an assessment of the current tools and methodology;
-
Develop capacity-building activities in contingency planning and support disaster response operational capacities;
-
Supporting the recipient institutions with the development and implementation of tailored local-to national flood (risks contingency and subsequent disaster response mechanisms, based on identified capacities & needs and the local context;
-
Facilitate and act as a focal point between the Civil Protection entities and the project management team;
-
Ensure regular high quality reporting on the assigned tasks (to be validated by GDCD and the Technical Advisor);
-
Support, under the supervision of the Technical Advisor and in collaboration with other experts, the drafting of mission reports, the annual progress report and the final report;
-
Any other tasks requested for the project.
C. Deliverables
-
Based on the preliminary diagnosis/analyses that were / to be conducted at the beginning of the project, identify institutional capacities and needs in the area of response mechanisms and contingency planning;

Definition of training needs in the fields of disaster response/contingency planning and elaboration of training curricula for recipient institutions;
-
Design, organization and implementation of tailored capacity-building actions
-
Develop a (replicable) methodology for contingency planning, and other disaster response mechanisms and assist the recipient institutions with the development of contingency plans (at least one from local to national level);
-
With the assistance of the Technical Advisor, support the development and implementation of a simulation exercise (content’s development, logistical support, etc.) to test contingency plans;
-
Development of agenda / program / evaluation of each activity implemented and mission reports;
-
Define work plan / road map for the assigned tasks (including operational planning / needs identification & expertise needs), in coordination with the core project team ;
-
Participate in the writing of the inception report / progress / final report in close collaboration with the project team;
-
Any other deliverables requested by Expertise France in the framework of the project.
D. Qualifications and skills
- University degree (BA or MA or equivalent) in a topic relevant to the project
- Knowledge of the disaster management cycle, especially the response part
- Strong experience in training activities & pedagogical skills (training curricula, evaluation post training and support materials) linked with emergency planning/disaster response
- Knowledge and understanding of the UN Sendai Framework for disaster risk reduction
- Advanced communication and interpersonal skills to interact with various stakeholders during crisis.
- Ability to use and deploy academic knowledge, data processing, technical and educational tools.
- Knowledge of the risks in the area and disaster response mechanisms/tools in place
- Knowledge of / experience in the Middle East region
- Excellent reporting skills (English)
- Fluent in spoken and written English; fluency in French and Arabic would be an asset.
Professional experience
- 3-5 years’ experience in civil protection, crisis or disaster management.
- Proven experience in developing response mechanisms and contingency plans
- Proven experience in the implementation of international or institutional cooperation project
- 2 years of experience in designing and organizing trainings and other capacity-building activities (working groups, etc.) will be an asset.
- Mastering of operational and organisational civil protection stakes.
- Proven adaptation to multicultural working environment.
- Proven skills in planning and supervision of activities.
