1- Community Based Protection Manager

CARE International in Jordan has a vacancy for the post of Community Based Protection ManagerScope of Work:
The Community Based Protection Manager (CBP) is responsible for managing, leading and directing project teams, she or he is also reponsible for planning, impementation and reporting on all the program components.  The CBP Manager liaises directly with key partners including implementing partners (e.g. CBOs), contractors, experts to implement the program components.  She or he also liaises with other interested parties like UN agencies, INGOs or governmental agencies and community organisations to ensure coordination of activities, promote CARE’s work and create synergies.
The CBP manager is responsible for ensuring the staffs under his or her management conduct their work according to CARE standards and in line with key guidelines like the IASC guidelines on mental health and psychosocial support in emergency settings. 
Responsibilities and Tasks
Staff Management: 
·         Manages and supervises her or his team including setting work schedules and organizing staff deployments, leave and so on.
·         Ensures that work procedures and if relevant standard operating procedures (SOPs) are in place, understood and being carried out.
·         Monitors the work on the team through regular reporting ensures the team produce reports, key program documentation (reports, meeting notes, project visit reports, activities report, photos and so on).
·         Supports her or his team members in their everyday work working though problems, advising, coaching.  Supports team members resolve problems and advises on achieving effective program results.
·         Ensures that the team receive the required technical and logistics support as required;
  • Ensures team performs according to CARE standard practices and relevant codes of conduct like the IASC guidelines on mental health and psychosocial support in emergency settings.
·         Assesses (with the Deputy Team Leader) skills gaps, information and training needs.
·         Conducts annual performance appraisal as per the organizations policies and procedure
·         Provide training, guidance, and support to the staff members to effectively perform their duties and promote a strong team spirit.
·         Plans and conducts weekly project review meeting with program coordinators, staff and volunteers to assess progress, adjust plans, and draw/disseminate lessons learned;
·         Writes monthly and as requested by the donor comprehensive and high quality project progress reports.
·         Supervises, leads, guides, orients, trains, coaches and supports project staff.
·         Provide team leadership and motivational support to the Project Team through daily supervision, regular team meetings, and learning and reflection events
·         Leads hiring and orientation of new project staff in coordination with HR, including finalizing JDs, recruiting, participating in interviews, reference checks.
·         Recommends or initiates personnel actions such as merit increases and other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
·         Ensure that all project staff have appropriate individual operational plans linked to project priorities;
·         Completes all performance management activities including: talent management, performance planning, monitoring, ongoing feedback and annual performance appraisals;
·         Identify and pursue opportunities for the human resource development of project staff and promote cross visits to improve familiarization with new technical strategies and attendance at management-related training workshops.
·         Builds the technical and managerial capacity of the field staff in planning and implementing projects effectively and efficiently.
Program Implantation:

  • Ensures that the program components for which he or she is responsible are implemented as outlined in the project agreement and in accordance with CARE principles;
  • Provides regular reports in line with the project agreement and work plan to the Team Leader.
·         If necessary and based on achievements, adjusts project targets, strategies, resources and delegation of responsibilities to ensure appropriate progress toward project objectives.
·         Shares draft plans with program management team, staff and partners involved in the implementation and incorporate their input into the plan.
·         Submits plans as per established schedules to all project stakeholders.
·         Organizes the implementation process of all set activities/targets planned with respective managers, experts and other concerned staff.
·         Continuously assesses project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed.
·         Ensures that project under his/her supervision include an appropriate log-frame and baseline design.
 Financial, Logistics/Procurement & Administrative Management: 
·         Ensures compliance with UNHCR and other donors rules & regulations, including familiarizing all relevant project staff to these;
·         Coordinates contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc.
·         Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.
·         Coordinates any sub-grant activities and agreements and ensures compliance with applicable policies and procedures.
·         Manages budgets including reviews of expense reports, and budget holding.
·         Prepares procurement plans and monitors procurement processes, ensuring all necessary purchases are done at the onset of the project.
·         Ensures security and appropriate use of project and CARE assets.
·         Ensures staff know, understand and apply security procedures established in the camp and CARE’s own security procedures; identifies and monitors potential risks linked to activity implementation and to relationship with refugees; ensures regular communication and coordination with relevant security stakeholders in the camp, reporting of incidents when they happen and ensuring appropriate action is taken;
·         If relevant/applicable, implement audit recommendations applicable to the project.
 Liaison & Coordination: 
·         Maintains contact with project implementation partners (referral partners; CBOs implementing parts of the project; sub grantees; contractors, experts, etc.) to ensure effective performance of project partners in project implementation; Monitors implementation of any contracts or agreements with these parties;
·         Liaises with other interested parties and partners (UN agencies, government, other INGOs and agencies) to ensure coordination, promote CARE’s work and ensure coherence of the project with other similar activities; Helps facilitate and participate in project visits e.g. by donors;
·         Ensures communication and joint working with other CARE projects and teams (e.g. to refer beneficiaries or to ensure other colleagues are informed about project progress);
·         Contributes to needs assessment and monitoring of the beneficiary groups and of partners.  Analyzes and evaluates beneficiaries’ social, economic and psychological situation and approve recommendations on services to be provided by the program.
·         Establish positive working relationships with refugee communities/ committees/ representatives, governmental, NGO, local and international organizations with activities relevant to the project to identify areas of potential collaboration.
·         Engage actively in Camp Coordination bodies and meetings, as well as Clusters and working groups relevant to the program.
·         Ensure communication of key milestones and progress updates to necessary stakeholders within the community.
·         Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.
·         Engage in communication with other CARE project coordinators to ensure consistent information sharing and collaboration across CARE projects.
Qualifications and Requirements:
·         Bachelor’s degree in Community Development, Social Sciences, Business Administration or combination of relevant Education and Experience. “Preferable Master’s degree in relevant fields”.
·         At least five years of experience in humanitarian and/or development organizations, with significant experience in camp management and/or delivering emergency programs in camp settings.
·         A proven record of effective project management in emergencies, including project planning and managing a budget.
·         Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, ICRC Code of Conduct, Good Enough Guide, IASC Gender Guidelines, the People in Aid Code, HAP etc.
·         Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies networks, national/local NGOs and community groups.
·         Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
·         Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
·         Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
·         Ability to work in a difficult and stressful environment, and to manage/deal with rapid changes to the operating environment;
·         Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
·         Strong English (written and oral)

2-  Administration Officer

Responsibilities and Tasks
Cash disbursement and cash receipt:

  • Check invoices by verifying mathematical accuracy and ensuring that appropriate procurement authorization and supporting documentation are attached.
  • Consult with Administration and Procurement staff at all times on completeness of supporting documentation for all payment requests, and take necessary action to expedite settlement of all outstanding invoices or utility bills.
  • Check all payment requests for travel related expenses and advances to staff ensuring that payments are supported by the relevant documentation i.e. TER,
  • Review and ensure all salary and benefits payments for contract staff and consultants are valid and supported by current contracts.
  • Review and adjust outstanding advances, pre-paid, accruals, for house rentals, office building rental etc.
  • Prepare General Receipt Notes manually and on the system.

Human Resources Management:

  • Provide camp staff with the basic CARE International Orientation when needed.
  • Maintain record of the insured staff and communicate any requirements and question s to the focal point at 6th circle main office in addition to that maintain the medical forms for the existed staff.
  • Prepare and maintain record of annual leave and daily attendance.
  • Assist Finance department in deferent HR maters such as assisting in signing and receive the salaries in monthly basis.
  • Maintain confidential records and files and make sure to notify the HR department.
  • Provide and help the HR department with all documentation, signatures, approvals.... etc.

Manage CARE properties including offices, residences and the equipment therein:

  • Ensure all CARE equipment (air conditioners, copiers, fire extinguishers, generators, electric appliances, etc.) are safeguarded and maintained appropriately through regular service contracts, as appropriate.
  • Negotiate, prepare and monitor the equipment maintenance contracts as well as the contracts with all service providers.
  • Ensure that all lease contracts’ terms are respected,
  • Advice Finance on terms and conditions of contracts relating to lease and maintenance of equipment to ensure that payments are made as agreed.
  • Assist the expatriate staff in finding of adequate housing according to CARE policy and assist in installations,
  • Participate in the negotiation of house contracts.
  • Fulfill formalities to receive or send personal effects of expatriate staff,
Manage assets and inventory: 

  • Supervise the maintenance of an up to date inventory (electronic inventory register) for all office assets including vehicles, office and project equipment, following established procedures,
  • Ensure regular and at least one physical count annually and produce the report,
  • Advise management on disposal of inventory items,
  • Consolidate quarterly the Country Office inventory of assets, office and project equipment, and any other asset,
  • Prepare the necessary updates to the inventory for the annual insurance of CARE properties through CARE Headquarters for main office
  • Approve movement of inventory items within offices.
 Qualifications and Requirements:
  • Bachelor’s degree in Business Studies or related field.
  • Minimum 3 years’ procurement related experience preferably from UN/INGOs sector Experience of leading communication activities (including information management) in a challenging environment.
  • Excellent & efficient in the use of word and excel programs.
  • Able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
  • Requires extensive written and verbal communication skills needed to motivate, convince, and/or change behavior or attitude of contacts.
