1- Gynecologist

Background/IRC Summary:

Since 2007, IRC has worked with refugees and other vulnerable populations in Jordan.  IRC’s programs in Jordan focuses on urban interventions in the north that address gender-based violence specifically violence against women and girls for Syrian refugees and host community members as well as reproductive health care to Syrian refugees through two clinics based in Ramtha and Mafraq and a primary health care facility in Zaatari refugee camp.  Since January 2013, IRC also carries out Child Protection programs in Syrian refugee camps, providing specialized services for the identification, support and protection of unaccompanied children (UAC) and other children at risk.
Job Overview/Summary:  The Gynecologist will be based in the three IRC reproductive health facilities on rotational basis. The position will be mainly responsible for providing quality clinical care to the patients suffering from obstetric and gynecological problems and referral of patients to the hospital in the camp when needed.   
Major Responsibilities: The Gynecologist will be specifically responsible for performing the following duties:
  • Taking detailed obstetric and gynecological history from the patients accessing the IRC reproductive health clinics for receiving services
  • Conduct detailed gynecological and obstetric examination of patients according to the nature of the presenting complaints     
  •  Provide clinical care for and treat women during prenatal, natal, and postnatal periods referred by the midwives and as per the services available at the IRC reproductive health clinics 
  • Prescribe or administer therapy, medication, and other specialized medical care to treat or prevent illness, disease, or injury related to gynecological and obstetric issues
  • Further screen the high risk obstetric and gynecological cases referred by midwives, confirm the diagnosis and refer the cases to the available hospital in the camp for receiving the required treatment
  • Provide detailed history, details of examination conducted on the patients and findings while referring the patients to the camp hospital
  • Refer the gynecological and obstetric cases to the general physicians in the health facility if the cases suffer from medical problems
  • Supervise the midwives deployed at the IRC reproductive health clinics in performing Intra Uterine Contraceptive Devices and Implanon insertion and removal
  • Provide technical guidance to the midwives deployed at the IRC reproductive health clinics in order to ensure good quality of reproductive health services  provided to the beneficiaries

Job Requirements:

Working Environment:  
The IRC is providing Primary health Care services to the Syrian Refugees and vulnerable Jordanian communities in Mafraq and Ramtha through fixed clinics and a Primary Health Care facility in Zaatrai refugee camp. The IRC has recently started Reproductive Health care service delivery at Azraq refugee camp. This position will be based in the IRC health facility in Azraq refugee camp. The security situation in the IRC intervention areas is generally calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.

2- Senior Child Protection Program Manager

BACKGROUND:  
Founded in 1933, the International Rescue Committee is one of the most prominent international organizations working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.  Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees is IRC Jordan includes an urban based refugee assistance in East Amman. The Child Protection portfolio is mainly focused on providing preventive and responsive services in East Amman with a potential in expanding in other urban locations including:
  • Provision of comprehensive case management services to street and working children with main focus on to newly unaccompanied and separated children (UASC) residing in urban communities, aiming at preventing family separation. In June 2018, the program will expand its case management activities in East Amman. Outreach component is planned as a core function to undertake regular visit areas where children are concentrated on the streets. Technical assistance will be extended to relevant government authorities on case management and outreach as part of this component.
  • Implementing Early Childhood Development and Parenting Program to ensure that young children affected by war and displacement in East Amman attain the cognitive and social-emotional skills necessary for future academic success and wellbeing. The program aims to (1) adapt and integrate parenting support into existing child protection programs due to the strong evidence on improved cognitive, economic, and behavior outcomes for children; and 3) generate evidence to support continued investment in parenting programs in the Syria response.
SCOPE OF WORK
The Child Protection (CP) Senior Program Manager will provide managerial supervision to CP program. With direct management and technical support from the Senior Integrated Protection Coordinator, the CP Program Senior Manager will ensure that the goals and objectives of the projects are met in a timely and effective manner.  The Senior Program Manager will directly supervise three staff, but not limited to: (1) Senior CP officer, (2) CP Officer and a Capacity Building Officer

SPECIFIC DUTIES AND RESPONSIBILITIES
Team management and capacity building:
  • Supervise and provide technical support to CP Management Team to ensure efficient team management and quality program implementation to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff;
  • Support Senior Capacity Building Officer to create capacity development plans for their teams based on assessed capacity gap.
  • Assist the Snr Integrated Protection Coordinator in the program development and design process through assessments, proposal writing and budget development.
  • Develop and facilitate trainings on CP technical topics for staff and other service providers;

Program Implementation and M&E:
  • Promote harmonization of program approaches across the implementation sites by monitoring use of common tools, creating opportunities for experience sharing and learning;
  • Provide managerial support and quality oversight during implementation of key components of the program;
  • Compile reporting to donors in collaboration with field teams and the Senior Monitor Officer before submission to SIPC;
  • Provide support to the team in the development and use of M&E tools to monitor program implementation and quality, as well as to collect feedback from beneficiaries;
  • Provide trend analysis on areas where CP is implementing in order to improve services and advocacy for children and with particular focus on Street and Working Children;

Budget and Administrative duties
  • Support CP manager in monitoring and managing the project budgets and review monthly spending updates in order to maintain program expenditure within the budget;
  • Review monthly BvAs and submit monthly BvAs corrections when needed; 
  • Work closely with field teams to maintain and update project planning and reporting documents;
  • Support SIPC and field teams in liaising with Supply Chain, Finance and HR departments to ensure timely delivery of program resources and adherence to IRC policies and procedures;
  • Oversee administrative aspects of the program including, writing job descriptions, developing staff performance objectives and conducting timely performance appraisals.

Program development & Coordination:
  • Provide input into program development and strategic planning for the CP program in Jordan
  • Representing IRC to Child Protection local coordination mechanisms and ensure that information from coordination meetings is shared, as appropriate;
  • Represent CP during donors’ monitoring visits in the field as requested;
  • Support IRC Jordan Program as requested;

JOB REQUIREMENTS
  •  Bachelor Degree in a child or youth related field, (eg. education, social work, community work) Master degree will be prefered.
  • Excellent professional track record with at least five years of international management level experience within NGO leadership working in child protection and/or education in emergency / humanitarian program implementation in conflict or immediate post conflict environments.
  • Demonstrated experience in capacity building, project design and budget management.
  • Good knowledge and understanding of international child protection, youth and education policy and practice issues.
  • Strong proficiency in budget management, grants management and reporting.
  • Strong coordination and project management skills.
  • Proven experience supervising and providing case management services and support.
  • Strong writing and analytical skills, including ability to communicate technical matters to a range of audiences.
  • Interpersonal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Planning, monitoring and evaluation skills.
  • At least 2-3 years of staff management experience, including staff capacity development and team building experience. 
  • Good coping strategies in stressful and emergency situation

3-  ECD Human Centred Designer –Ahlan Simsim

IRC reaches over a million children annually with education and child protection programs in 25 countries around the world.

Years of war in Syria have pushed millions from their homes and into poverty, and millions more have become refugees in Lebanon, Jordan, Turkey, Iraq and further afield. Equally complex is the emergency in Iraq, where waves of fighting and displacement have overwhelmed infrastructure and services and pushed communities to the brink. The economic, social, and health effects of these dual crises have changed the entire region. In the Middle East (Syria, Lebanon, Jordan and Iraq) IRC responds to displaced people’s acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives.

As a global humanitarian organization, the IRC has unique capabilities – and is particularly known for rigorous research and evidence-based programs. A key initiative that supports this strategy is the IRC Research & Innovation (R&I) lab, aimed at investing in the design, development, and scaling of new humanitarian interventions and delivery models. The lab seeks to apply best practices from human-centered design, rapid iteration, multi-disciplinary problem-solving, and an innovation portfolio management function in the humanitarian context.
In 2017, Sesame Workshop and IRC won the inaugural MacArthur Foundation 100&Change competition, a $100 million grant to make measurable progress toward solving a significant problem. In 2018 the LEGO Foundation made an additional investment to Early Childhood Development Programming in the Middle East and Bangladesh, further contributing to this effort. The Ahlan Simsim program is five-year intervention to bring vital early learning and nurturing care to more than nine million children and families affected by the ongoing civil war in Syria. Among other activities, the program will create multimedia programming for children affected by the conflict. Together with the Sesame Workshop, we will develop a pliant platform to reach young children and their caregivers wherever they are and measure how we impact their lives. The IRC is currently looking for a Human Centered Designer to sit between the Research and Innovation team and the Ahlan Simsim team. The position will be responsible for designing and prototyping scalable solutions to critical challenges faced in ECD programming in Iraq, Jordan, and Lebanon. In addition, the position will lead workshops and technical trainings with colleagues and government counterparts to ensure that all solutions are co-created and inclusive of key stakeholders.

The ECD Human Centered Designer is responsible for the following key deliverables: 

Deliver 3-4 scalable and cost efficient solutions to key ECD challenges 
  • In collaboration with regional and country office colleagues, define core challenge areas and metrics of success
  • Conduct design research in all challenge areas
  • Develop and prototype solutions
  • Work with research colleagues to support pilots and impact evaluations on promising solutions
  • Design service blueprints to support teams charged with scaling evidence-based solutions to delivery solutions in the most effective way

Deliver series of co-creation workshops with Iraq, Lebanon and Jordan governments based on scaling plan goals 
  • Working with government counterparts in Iraq, Lebanon and Jordan, ensure alignment on goals of ECD programming
  • Support government partners in testing and getting feedback on ECD curricula
  • Support government partners in iteratively redesigning content based on feedback

Provide technical support to country offices to help them prototype solutions, incorporate real time feedback and engage in iterative program development
  • Working with Ahlan Simsim teams in Jordan, Iraq, and Lebanon, align on key priority areas
  • Support country teams in developing and implementing prototyping plans for new solutions
  • Support country teams in synthesizing data and redesigning solutions
  • Ensure the regional and country teams are engaged and plugged into innovation fora and that relevant opportunities are flagged and discussed regularly

Requirements:
  • 4-6 years of professional experience in service design or program design in a consultancy or equivalent position (e.g. in house in a non-profit or education organization).
  • Fluency in the human-centered design process from qualitative research and synthesis to ideation and prototyping.
  • Experience in education, and in particular early childhood development required.
  • Experience leading workshops with practitioners, guiding them through a design process
  • Experience working on sensitive issues with vulnerable populations and knowledge of relevant ethical guidelines and procedures.
  • Ability to work in a very self-directed way, and to collaborate with others at key moments of the design process. Ability to receive input and to take critique positively to improve program design.

4- Research Assistant

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 people are internally displaced and 12.2 million are in need of humanitarian assistance. There are more than 4 million Syrian refugees living in neighboring countries. This is no short- term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. The IRC is offering a robust humanitarian response to the Syria crisis. The Jordan country program, with a current budget of almost $27 million, operates in Jordan. This position will be dedicated to Jordan health program. 

Job Overview/Summary: IRC Jordan is undertaking a study to investigate and improve the community health volunteer model for the identification and management of non-communicable disease (NCD) care for Syrian refugees in Irbid/ Ramtha and Mafraq, in northern Jordan. This study will involve a cross-sectional survey, cohort study, and qualitative research.
The Research assistant role will be to support the daily operations of the study activities including assisting in the training of the data collectors and community health volunteers, support data collection, and supervising the quality of data collection in the field, assist in logistical support and coordination.

Major Responsibilities: 
  1. Implementation of the research field activities:
  • Support in selection, recruitment, training of CHVs and data collectors for the research project.
  • Attend and support the delivering of any training necessary for the data collectors, community health volunteers.
  • Facilitate the data collection and supervising process, tracking daily visits of the volunteers and data collectors, and manage the correct referral pathways for cases.
  • Attend all workshops and meetings as requested by the research manager.
  • Assist  in providing the  logistic support as required in preparation for and running of regular project activities, including the organization and monitoring of regular research project meetings, workshops and other similar events.
  • Assist and Support in translation of any material related to the research projects documents. Volunteer training materials and documents.
  • Aids in the smooth and efficient day-to-day operation of research and data collection activities in compliance with research ethics and SOPs
  • Follows day-to-day activities in the carrying out of research protocol, as appropriate to the position; may perform aspects of research protocol, as required, in accordance with specified project objectives.
  
  1. Supervision & Monitoring of data collectors and CHVs:

  • Conducting field visits for monitoring and supervision of data collection  to ensure accurate data collection and tracking visits and progress regularly
  • Assist in in providing regular feedback meeting and training  for the  community health volunteers and data collectors
  • Maintain the time sheet accuracy and conformity with both CHVs and HR Department
  • Evaluate of individual and overall CHVs and CHVs supervisors’ performance through against the research protocols and SOPS.
  • Ensure that all data collected accurately and maintaining confidentiality principle and information sharing procedure
  • Develop effective reporting mechanisms with the data collectors and community health volunteers.

  1. Reporting  of research field implementation :
  • Maintains records of research activities, and prepares periodic and hoc reports about the activities done, as required by research manager and research investigators.
  • Tracking and reporting data collection progress with research manager and principle investigators.
  • Keep flow up and tracking of the correct referral pathway of cases between data collectors and CHVs and the fixed clinics and other health partners. 
  • Tracking reports on (CHVs, CHVs’ supervisors and data collectors) performance and effectiveness and work on improvement of the scope of work.
Job Requirements:
  1. Bachelor degree in Health, research, or a related discipline.  
  2. 1 - 3year of relevant experience in a health care, research, community health preferable NGO experience.
  3. Capable of completing very detail-oriented tasks. This could include demonstrated experience in facilitating logistics, partnerships, training, and/or field-work for research.
  4. Excellent organizational, communication, and interpersonal skills. Experience with Microsoft Office.
  5. Ability to collaborate effectively with others, prioritize work, operate under tight deadlines, and meet deadlines.
