Human Resources Officer - Recruitment

CONTEXTUAL BACKGROUND 
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 1,250 staff in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary:
Reporting to the Senior HR Officer - Recruitment, the Recruitment Officer will be responsible for filling positions that vary from short-term, emergency response, and full-time to meet demands of donors and programs in the main office, and field locations both in Jordan and inside Syria. This individual will be responsible for pro-active sourcing, advertising, screening, interviewing, reference checking and final negotiations for open positions. S/he will also initiate and implement recruitment strategies to increase the IRC’s talent pool and pipelines, and will provide input to ensure the IRC has diverse global talent that performs at a high level responding to the changing needs of the organization. S/he will implement industry “best practices” that ensure the timely selection of top talent, and will recruit for talent that will support IRC’s organizational culture, while contributing to IRC’s position as an employer of choice.    
Major Responsibilities:
  • Under the supervision of the HR Coordinator; respond to recruitment position requests, be well versed in IRC global HR recruitment policies, and provide weekly, monthly and quarterly recruitment metrics as required.
  • Oversee full-cycle recruitment process including remote recruitment to find the best talent; develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
  • Support implementation of IRC’s Global HR Operating Policies and Procedures on recruitment and ensure all recruitment activities are carried-out in adherence to these standards; study and become versed in any local labor laws impacting recruitment.
  • Develop and maintain a collaborative relationship with key global stakeholders internally and externally including country program HR staff and recruiters, Regional HR team, Partners, universities, peer agencies, and private sector.
  • Promote the IRC brand as an employer of choice in the region, with a focus on creating awareness for IRC’s response to the Syria crisis.
  • Expand the capacity of hiring managers and new HR or recruitment staff to identify talent via improved interviewing skills.
  • Conduct in-depth salary analysis to attract the highest caliber candidates and educate hiring manager on the IRC’s compensation philosophy.
  • Develop a deep understanding of the IRC’s culture and values and align these with sourcing and attracting talent.
  • Develop and implement strategies to maintain internal and external pipeline and roster of talent across all key areas and region.
  • Utilize regional and international job boards, oversee social media initiatives and apply innovative sourcing methods to support recruiting objectives.
  • Partner with international recruiters on dual-recruitment, pursuing national and expatriate candidate simultaneously for urgent positions whenever possible.
  • In collaboration with technical units, represent IRC at industry related career fairs, conferences, seminars and other relevant industry events as necessary.
  • Travel to the field sites, attend various HR meetings, and partner with local schools/universities to build a solid reputation to promote IRC’s open positions.
  • Review recruitment and service requests received from supervisors.
  • Review and audit job descriptions to match with IRC salary scale requirements.
  • Responsible for service contract recruitment process.
  • Maintain personnel files ensuring timely and accurate records.
  • Other recruitment responsibilities as assigned by the HR Coordinator/ Recruitment, or Senior HR Officer - Recruitment.

Job Requirements:
  • Approximately 4 years of experience with recruitment/talent acquisition field is required; experience in an international NGO context is desired
  • Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context
  • Bachelor’s degree in Business, Human Resources or related field or equivalent professional experience
  • Proven experience in recruiting senior level positions required
  • Strong interpersonal skills are necessary
  • Ability to work in a fast paced/changing, deadline-oriented environment
  • Experience with Applicant Tracking Systems, job boards and social media to attract talent; (i.e., Akhtaboot, Bayt, LinkedIn, etc.)
  • Solid presentation and communication skills; ability to convey information effectively
  • Proven sense of professional discretion, integrity, and ability to manage situations diplomatically and to effective resolution
  • Very strong proficiency in MS Word, Excel, and PowerPoint is required
  • Excellent negotiation skills and a demonstrated ability to provide excellent client service in a cross cultural context
  • Diplomatic and strong acumen in establishing positive working relationships with employees and all other stakeholders to maximize cooperation and productivity
  • Fluency in English and Arabic is required


Working Environment:  The position is based in Amman, main office. Based on business need, travel to the field (Mafraq field office, Zaatari and Azraq Camps) might be required to support recruitment needs.
