Rationale:
The Jordanian National Commission for Women (JNCW) is the leading national organization responsible for all issues related to women’s advancement in Jordan. Established by Cabinet Decree in 1992 and chaired by HRH Princess Basma Bint Talal. The JNCW seeks to instill gender equity in Jordan through the implementation of a wide range of projects, often partnering with leading international organizations such as the United Nations.
Gender mainstreaming and incorporating gender sensitivity into policy-making, national planning, action plans and legislations; is one of the JNCW’s key priorities and main target areas for gender mainstreaming within Women, Peace and Security agenda in Jordan. In cooperation with the Jordanian Government, the JNCW is drafting a National Action Plan (NAP) to implement United Nations Security Council Resolution 1325 (2000), on women, peace and security and its subsequent resolutions. The JNCW began its efforts towards drafting a NAP in 2010, by establishing the National Coalition for the Implementation of UNSCR 1325. The JNCW submitted its first draft of a Jordanian NAP in 2012; however, due to limited awareness efforts and the need for greater local engagement in the drafting process, this draft remains under review by the Government of Jordan. In 2015, the Jordanian National Commission for Women (JNCW) with the assistance of UN Women Jordan have renewed efforts to implement UNSCR 1325 in Jordan through the development and adoption of a new NAP.
To support the Jordanian government in accelerating the passage of the National Action Plan, the JNCW is recruiting a UNSCR 1325 Secretariat, to coordinate all efforts related to UN Security Council Resolution 1325. The Project Assistant- Officer will support the UNSCR 1325 Project Coordinator in implementing all activities related to UNSCR 1325, and Women, Peace and Security agenda within the JNCW.
Primary Duties and Responsibilities:
The project is a joint effort between the JNCW and UN Women to support dialogue and engagement on UNSCR 1325. The 1325 Project Assistant- Officer will work under the supervision of the 1325 Project Coordinator, with technical guidance from UN Women. The Project Coordinator will supervise the work of the Project Assistant- Officer on UNSCR 1325 to ensure that all deliverables are met and that quality outputs are obtained for all project activities. The Project Assistant- Officer will assist the Project Coordinator in coordinating the work of the National Coalition for the Implementation of 1325. Further, the Project Assistant- officer will assist the Project Coordinator to provide technical assistance to UN Women, and enable cross-learning between UNSCR 1325 stakeholders’ in Jordan and the UNSCR 1325 national steering committee members’.
Scope of work and deliverables:
Support the implementation of JNCW and UN Women joint-programme activities by:
Assisting the Project Coordinator in coordination the daily work and achieving activities of the National Coalition for the Implementation of UNSCR 1325, including assisting on the following:
  • Organizing the 1325 Board meetings (two annual meetings).
  • Organizing the coalition meetings, and extraordinary meetings as needed.
  • Ensuring minutes taking and circulation of all relevant documents.
  • Providing the logistical and administrative assistance when conducting 1325 activities, to ensure in a time bound, an adopted National Action Plan by the Government of Jordan.
  • Assisting in establishing a long-term working relationship with the members of the National Coalition in order to build rapport, enhance the members’ capabilities and unified efforts to draft the National Action Plan.
  • Assisting the Project Coordinator in reviewing and assuring the quality of relevant documents, including assessments, reports, researches, training materials, studies and advocacy material produced by UN Women and their contractors.
  • Assisting the Project Coordinator to organize the activities of the annual workplan.
Results/Expected Outputs:
Assisting the Project Coordinator in the following:
  • Mapping 1325 stakeholders from different national agencies and institutions.
  • Recommendations and work plan on 1325 NAP, developed in coordination with UN Women contractor and approved by the JNCW and UN Women.
  • 1325 NAP advocacy plan developed, in cooperation with UN Women.
  • Organization of further consultations involving relevant government and non-government stakeholders.
  • Documentation of the achievements based on the work plan.
Duration and duty station:
The duration of the assignment will be for one year, with the possibility of an extension at the project’s end. The duty station will be Amman, Jordan with travel to other governorates for field operations. The Project Assistant- Officer is expected to carry out his/her work at the JNCW office in Amman.
Qualifications:
  • Graduate degree in women’s studies, modern languages, public administration, sociology, or any related field.
  • Familiarity in gender and international frameworks including UNSCR 1325, CEDAW and the Beijing Platform for Action.
  • Familiarity in the National Action Plans and implementation mechanisms.
  • Experience in the UNSCR 1325 Women, Peace and Security and its subsequent resolution.
  • Substantive knowledge on issues surrounding gender equality, women’s empowerment and women’s international human rights
  • Experience working with governmental agencies, non-governmental organizations and international organizations.
  • Excellent communication skills.
  • Excellent team-building and organizational skills.
  • Excellent translation and computer skills.
  • Research and drafting reports skills.
  • Fluency in Arabic & English proficiency.
  • Administrative and logistical working experience.
