1- M&E Officer
PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps GAC IHA “Nubader” Project is a psychosocial support model to support young people to develop empathy and resilience in response to their needs. The project is implemented through youth and adolescent friendly spaces (AFS) referred to as Community Action Hubs (“Hubs”) across three governorates in Jordan. The Hubs are multidisciplinary and multifaceted resource centers for youth, parents/caregivers, and for the community at large with the aim to facilitate access to educational, psychosocial, community-engagement, protection, and recreational services and opportunities. In order to meet the many needs of young people and create enabling environments where youth are protected, valued, and safe, the “Nubader” program offers multidisciplinary and 2 integrated programming that works to support young people on three levels: personal, familial, and communal.
GENERAL POSITION SUMMARY:
The Monitoring and Evaluation Officer will support the implementation of NUBADER: ADVANCING ADOLESCENTS AND YOUTH IN JORDAN”. S/he will assist M&E Coordinator in regular monitoring and evaluation (M&E) of the project activities through working closely with community based organizations (CBOs) implementing young adults focused activities in host communities. The M&E Officer will provide support in setting up M&E systems in Mercy Corps and in partner CBOs, data collection and reporting. S/he will support the establishment and implementation of the complaint mechanisms and coordinate the response.
Additionally, the M&E Officer will be responsible of proper documentation and filing (in the main office and partner CBOs) to ensure the project is following minimum standards set out in the agreement.
The M&E Officer will report directly to the M&E Coordinator but will work closely with other project team members.
Essential Duties and Responsibilities:
Setting up M&E systems in Mercy Corps and in partner CBOs
 Support development of systematic and realistic monitoring plan that capture quantitative and qualitative data to report on program key performance indicators (KPIs)
 Assist in organizing and maintaining filing for the project in accordance with Mercy Corps Program Management Minimum Standards
 Support in developing a hard and soft filing structure for partner CBO documents
 Ensure compliance with relevant Mercy Corps and donor policies and regulations
 Support in developing M&E training material for CBO capacity building

 Build capacity of project team and partner CBOs on the data collection and management, analysis, reporting techniques and requirements for relevant donors through arranging structured trainings and providing continuous on-the-job training to partners.
 Assist in developing and establishing complaint process and mechanisms for the project
 Ensure effective implementation of the complaints process and mechanisms and train the project team and partner CBOs on their utilization
Data collection
Monitoring Data
 Participate in developing data collection tools and instruments – including digitized data collection methods i.e. ODK collect built on XLS forms
 Establish and maintain a comprehensive and an updated database for the project
 Handle, maintain and troubleshoot data collection issues that arise in the field
 Keep up to date with the latest technologies to facilitate data driven programmatic decision-making and program quality assurance.
Evaluation Data
 Participate in developing research questions and methodology to assess community needs and propensity to violent-extremism
 Participate in developing research questions and methodology to evaluate impact and appropriateness of project towards the end of funding
 Coordinate the implementation of surveys, focus group discussions, interviews and follow-up on evaluation exercises for various initiatives under the project
Reporting
 Lead on collecting, compiling and disseminating project team field reports or progress reports on a regular basis
 Support in preparing MC internal progress reports, donor reports and stakeholders reports as requested
 Facilitate documentation, project data, lessons learnt and best practices for internal and external sharing
 Utilize Mercy Corps developed technologies to enable greater information sharing, and generate
visual insight reports to improve M&E outcomes.
Project Coordination Activities
 Assist with general program operations and field-based activity
 Assist project staff in coordinating logistics and project activities
 Assist with organizing training and learning events for project team, CBOs and volunteers
 Assist in facilitating field visits for Mercy Corps staff and donor agency visitors
 Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
 Other duties as assigned.

WORKS DIRECTLY WITH: Program Manager, Project Manager, Project Coordinators and officers, M&E Coordinator, and partner CBO technical support focal points
KNOWLEDGE AND EXPERIENCE:
 Minimum BA degree in Sociology, Economics, Statistics, Industrial Engineering or other relevant field
 Three years of experience in supporting monitoring and evaluation of development and/or relief programs
 Demonstrated skills in data collection, statistical analysis methods, and database management
 Experience developing and delivering training on M&E
 Good writing skills, including reports, best practices, cases studies, etc.
 Proficiency in Microsoft Office applications including Excel and Word
 Valid driver’s license and willingness to travel Amman/northern Jordan
 Fluency in Arabic and English

2- IT Assistant

PROGRAM/DEPARTMENT SUMMARY:
The Operations Department is committed to implementing and maintaining the highest standards of efficiency and integrity in all support functions including the purchase of goods and services, transportation, asset management and information communications and technology. The overriding objective for all MC operational activities is the prompt and effective meeting of needs to MCs beneficiary populations in compliance with donor specifications.
GENERAL POSITION SUMMARY:
Assist the IT team with IT equipment’s support, troubleshooting desktop, laptop, printers, etc. hardware/software problems, Maintain the current IT system in the Mercy Corps Amman Office and sub offices as needed. Ensure the proper functioning of equipment and network to meet office needs and demands. Updating existing databases and creating existing databases as needed.
ESSENTIAL JOB FUNCTIONS:
1. Read and understand the Mercy corps IT Systems Policy and Procedures on appropriate use. Orient staff on appropriate use and monitor use activities to ensure adherence to these policies.
2. Provide user level technical support for end users, computers, printers, and mobile phones, etc.
3. Monitor printers, copiers, and fax machines to make sure they are working properly and getting regular maintenance.
4. Conduct staff training on computer basics and the use of MS Office applications and networking. Assist, as needed, with developing databases or other windows application needs for program and operational staff;
5. Responsible use and confidentiality of any information identified as sensitive;
6. Regularly check anti-virus programs and ensure the entire network and computers are virus-free.
7. Ensure Mercy Corps Jordan has established a clear, back-up policy for the Mercy Corps offices in Jordan and undertaken the necessary steps for this activity including designing a schedule and materials list. Ensure back up and archives are made and stored as scheduled;
8. Assist with Repair and maintain LAN-s, wireless, internet systems and general IT maintenance and training in the MC Jordan.
9. Assist with repair of computers, laptops, printers and IT equipment at a local level.
10. Assist with Maintain an efficient Local Area Network for Mercy Corps office.
11. Assist in administration functions as needed; assist logistics staff in inventorying and tracking IT assets.
12. Maintain proper documentation of all IT equipment including; system profiles, warranties and IT stock/accessories.
13. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
14. IT Helpdesk team are required to provide good customer support when resolving staff tech issues, also they are required to understand and analyses all tech problems.

KNOWLEDGE AND EXPERIENCE:
A minimum of 1 years experience in information technology system (It); a relevant university degree in computer sciences is desirable; Experience in both hardware and software requirements in local area networking (LAN); experience in the configuration of internal email system as per the local area networking (LAN); Exclusive knowledge of internet, proxy, pop mail, and TCPIP settings, Linux and windows applications. Experience for upright maintenance of all internet account, Logins and account status; Demonstrated attention to detail, ability to follow procedures, Meet deadlines and work independently and cooperatively with team members is required. Ability to troubleshoot, plan and design low maintenance systems is a must. Ability to trouble-shoot and maintain both wireless and cable connections is required. Must understand, follow and implement existing policies on IT equipment use and best practices.
