About the job
Under the line management of Support Services Coordinator, the Log Manager will ensure an efficient logistical support and                   operational framework: procurement, stock, equipment, premises and fleet management for both HI and partners activities. The actual intervention context is characterized by remote management modalities: the Logistic Manager brings constant support and guidance to the logistic team and he is the responsible of the respect of logistic procedures.
Duties and Responsibilities
Under the line Management of the Support Services Coordinator, the Logistics Manager main responsibilities are:  

  1. Logistics management
  • Ensure the good working of his / her department
  • Forecast and monitor the logistic budget (Operational Follow Up Logistics)
  • Optimize the logistics response for his/her zone by analysing indicators, make recommendations and provide information updates
  • Ensure a good collaboration with program teams: plan and anticipate the logistics capacity development according to the projects’ development; provide logistics support and advice to the program team
  • Carry out a continuous collection, control and filing of the compulsory documents, ensure compliance with HI and donors’ procedures and facilitate external audit
  • Contribute to the smooth coordination and communication within the Logistic department
  • Contribute to the proposal writing by providing inputs related to his/her field of activity if requested
  • Provide on a monthly basis the Logistic report to the management (Equipment Follow up, Contract follow up, Procurement Follow up, Inventory Follow up, Narrative…)

  1. Logistic processes and procedures
  • Ensure the respect of HI and donors’ logistic procedures and documents
  • Based on a continuous analysis of the logistics capacity, propose relevant adaptation of the processes in coordination and consultation with the Coordination  and ensure its implementation, upon approval from the Logistics Coordinator
  • Provide the line management with a weekly activity report and forecast (Procurement, Stock, Assets)
  • Provide the management (line Manager and Functional Manager) with a monthly activity report (Narrative, FUs, Analysis reports…)

  1. Team Management
  • Ensure a functional link with log assistant/officer from other HI offices according to the team set-up evolution.
  • Allocate work priorities to the logistics team and make sure they are followed  
  • Identify the needs and provide technical support and training to the logistic team
  • Be proactive in the creation of adequate tools to reinforce the team members capacities
  • Propose relevant needed adaptation to the organizational chart and contribute to its implementation 
  • Process to any recruitment required on his/her department in collaboration and with the support of the HR Department
  • Ensure strict application and respect of the Internal Regulation and policies within the logistic team
  • Ensure conflict resolution (personal and professional) within the logistic team and inform the line management

  1. Procurement
  • Ensure the respect of purchase management procedures and documents (PSR, POs, RN, DN…)
  • Organize and monitor the supply plan
  • Elaborate and update on a regular basis the Procurement Plan for the North Hub
  • Update the Logistics OFU that is used to plan the cash request (monthly and for 3 months timeline)
  • Ensure the relevant procedure for each market and the compliance of the collected documentation with HI and donors’ logistic standards
  • Proceed with Framework agreements as much as possible with the suppliers
  • Ensure the quality of the purchase and the respect of delivery deadlines
  • Setup a proper selection criteria for each different  type of procurement .
  • Ensure a good communication with the programme managers for qualitative and timely purchase planning
  • Ensure good management and follow up of the contracts
  • Internal audit and archiving of the purchase files (internal control procurement)

  1. Equipment and assets
  • Oversee the management of all assets and equipment
  • Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affectation, equipment files)
  • Ensure all equipment is operational and that staff is trained on its proper use, according to HI standards
  • Carry out a regular physical inventory of the equipment and update on a regular basis the Equipment Follow up Tool for the North Hub
Be responsible of the availability of communication means for the whole Hub team



  1. Stocks management
  • Ensure the respect of stock management procedures and documents (Stock items request weekly and monthly basis, stock card, Delivery notes, waybills, packing lists...)
  • Supervise the transit stock management and control system
  • Ensure a monthly physical inventory of the stocks (random check) and an annual full inventory count at the base and partners inventories)
  • Ensure the safety and good organization of the store and stock documentation
  • Provide the management with a monthly Inventory Follow up (status)
  • Ensure a proper warehousing selection process in terms of Size, location, etc.…  for both HI & Partners

  1. Fleet management and transportation
  • Ensure the respect of Fleet management procedures and documentations (Log books, Responsibility discharges...)
  • Ensure weekly movement plan is capturing operational needs and it is shared to the Area Coordinator and Liaison Management team
  • Ensure that all the vehicles have the appropriate security equipment (triangle, fluorescent life-jacket, first aid kits, fire extinguishers...)
  • Ensure a proper selection of service providers .
  • Provide &/or support on delivering the proper Logistics & security training for service providers.
  • Propose the more relevant shipment system and process the related administrative formalities

  1. Contracts Follow up
  • Ensure the Contracts are all up to date (for Fleet, premises, suppliers, warehouses…), signed with the authorized signatories, and archived properly, according to HI policies.
  • Ensure the Contacts Follow up file is up to date and shared on a monthly basis.

  1. Partnership follow-up and collaboration
  • Supervise the smooth follow-up of the logistics aspects and process with the partners (make sure the stock management and logistics procedures are well respected)
  • Provide the accurate support and capacity building to the partner logistic referents (training and refresh).
  • Conduct logistics assessments for new partners in terms of Logistics needs of Running cost, Fuel needs, etc.
  • Review & be part of writing & reviewing Partnership contracts/agreements

  1. Premises management
  • Ensure the good condition and maintenance of offices, centers and accommodations
  • Ensure the continuous availability of gas, drinking water, utilities and other welfare items in the office, centers and accommodations
  • Edit (or delegate) a comprehensive inventory of HI items (furniture, technical equipment, electrical appliances, etc…) within the premises and keep it up to date
  • Follow-up on HI property lease agreements expiration dates and anticipate the renewal
  • Ensure the relevance between office size, location, etc…and the HI needs
  • Carry on (or delegate) research of premises according to the need and make proposition

  1. Demonstrate an ethics and professional practice
  • Show professional ethics, respect and promote Handicap International mandate
  • Respect the Handicap International protection of children policy and protection of beneficiaries from sexual exploitation and abuse policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Respect the Handicap International policy and mechanisms for the prevention of, and fight against, bribery and report to your line manager any non-respect of HI’s policies amongst the teams or partners.
  • Observe at all times strict commitment to Handicap International Security & Safety regulations as per procedures in place at mission level

  • Bachelor’s Degree in Logistics or Business Administration or related field
  • 3 years’ logistics experience working for an INGO
  • 2 years’ experience at a management position (Logistics)
  • Be bilingual (Arabic-English)
  • Capacity building and delegation experience, remote management is an asset

Computer Skills:
  • Demonstrated understanding of consumer goods industry
  • Proficient in MS Office and inventory management software

We offer

About the job
  • In 2016, the HI Syria Mission merged its three existing hubs and at the beginning of 2017, a fourth hub was opened.
  • Meanwhile, there has been a huge work undertaken by the MEAL department on standardizing the practices notably in term of data collection/entry/archiving and on developing a mobile data collection system, firstly in the Mine Action sector. The standard tools are now under deployment and the consolidation of data at national level, including the historical data, has just started; the review of indicators and related analysis is on-going and remains to be validated and implemented. Some evaluation and third party monitoring tools need to be developed. All of these are developed in line with the on-going development of the IMSMA system at UNMAS level which represents an additional level of consideration in the whole process.
  • The same process is ongoing for the health and basic needs sectors and should have to be replicated for other sectors of intervention.
  • All of these are part of a larger review of the strategy of intervention at national level, which the MEAL department is actively involved in.
  • An additional objective is to deploy and implement the institutional policy on Project Planning, Monitoring and Evaluation at national level. 
  • The MEAL department consists today of four persons at coordination level: 1 MEAL coordinator, 1 MEAL Manager, 1 Information Manager and 1 Information Management officer. Each hub has a MEAL department which comprises of MEAL managers, IM Manager/Officers, Database Officers and Data entry personnel. IM Coordinator will provide technical advisory together with IM manager at coordination.
Duties and Responsibilities
Responsibilities:
Under the supervision of the MEAL coordinator and in close coordination with the MEAL/IM Team, program team, technical unit and the project staff:
  • To develop, maintain and improve the systems used for collating, analyzing and disseminating information through continuous administration of database management system.
  • To ensure the continuous development of tools and processes supporting information management system for programs.
Responsibility 1: Data management
Activities:
  • Design, development and management of national databases, spreadsheets and other data tools supporting planning, monitoring, evaluation, accountability and learning of the programme
  • Setup, maintenance and management of content on relevant web platforms like IMSMA Core (ESRI technology), provide overall quality control for the platform and ensure content is current, comprehensive
  • Development and maintenance of comprehensive soft and hard archive system.
  • Ensure server backups and coordinate with HQ-IM team for continuous support and maintenance of server.
Responsibility 2:  Analysis and visualization
Activities:
  • Design, development and management of associated analytic and reporting mechanisms and tools
  • Creation and update of associated information products such as reports, charts, infographics and maps
  • Actively and substantially contribute to internal and external reporting requirements.
  • Propose, design and develop visualization tools using Business intelligence software such as PowerBI, Qlick and/or Tableau
Responsibility 3: Quality management
Activities:
  • Development, implementation and monitoring of IM quality management processes to ensure the accuracy, consistency and comparability of data and analysis
  • Proposition, implementation and monitoring of corrective actions
  • Development of IM policy and guidelines and conduct trainings for the appropriate use of the IM system for continuous improvement in data flow and reporting.
  • Identification and implementation of diverse and innovative approaches to IM.
Note: this Job requires to travel into the area of operations about 50%”.
About you

  • Bachelors or equivalent in IT, data processing, GIS or any other related field
-Experiences (types of positions and length):
Essential:
  • Minimum 4 years of related professional experience in IM management at a senior level.
  • Experience in data management and database design
  • Experience in network administration is desired
  • Experience with mobile data collection platforms (like Kobo Collect, ODK)
  • Experience with the use of ESRI technology (ArcGIS online, ArcGIS Pro)
  • Experience in GIS analysis especially spatial analysis
  • Experience in Business Intelligence software
Preferred: 
  •  Experience with IMSMA
  • Experience in topographical map reading is desired
