Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Emergency Coordinator, the successful candidate will be responsible for supporting the monitoring and evaluation activities conducted under the project, “Upgrading Karamah Border Crossing Point: Improved Access to Economic Development and Enhanced Stability.” This project is funded through the European Union (EU) Instrument Contributing to Stability and Peace (IcSP). The overall objective of the project is to upgrade the infrastructure of Karamah Border Crossing Point (BCP) and to strengthen the capacity of relevant authorities on border management.
Core Functions / Responsibilities:
  1. Assist in the design and implementation of the comprehensive monitoring of IOM Amman’s Humanitarian and Immigration Border Management projects in general, particularly the EU-funded project.
  2. Assist in the development and implementation of operational research, assessments and objective level performance indicators and targets for this project. 
  3. Follow-up on activities through regular site visits of the places of implementation and preliminary analysis of data collected by the team.
  4. Identify and suggest opportunities for Monitoring & Evaluation (M&E) specific technical training for the project team.
  5. Track the production of consolidated reports and agreed action plans for follow up response (inclusive of programme, finance, and grants).
  6. Monitor data collection, collation, storage, analysis and reporting and bring to the attention of the supervisor issues related to data integrity, quality and audit worthiness.
  7. Review regular programme reports in close collaboration with project officers and programme managers.
  8. Assist in collecting, maintaining and analyzing feedback from beneficiaries and stakeholders on activities and services provided to them, and support them in using data effectively for decision-making.
  9. Maintain accurate and timely information in the database and electronic files.
  10. Disseminate evaluation reports among management and relevant stakeholders.
  11. Draft portions of M&E reports and lessons learnt.
  12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Development Studies, Business Management, Political Sciences, International Relations or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience in writing, designing and editing technical documents and materials targeting outside audiences;
• Experience in implementation of M&E framework and roll out of the relevant tools, reporting and project management;
• Experience in project management, planning, reporting, implementation and results-based management;
• Familiarity with the issues of migration (including irregular migration, trafficking in persons) and border management programs is a distinct asset;
• Familiarity with standard office applications and IM tools.
Languages
Fluency in English is required. Working knowledge of Arabic, French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
