SENIOR PROGRAM QUALITY AND LEARNING COORDINATOR

CARE is looking for a highly qualified and dynamic Senior Programme Quality and Learning Coordinator to lead on all aspects related to Knowledge Management, Adaptive Management, research, and MEAL for the Syria Resilience Consortium (SRC). Seniority and leadership skills are highly important for this position. We are seeking a person who is comfortable to lead on complex processes with teams consisting of senior programmatic staff of different INGOs, without having direct line management authority over these staff.
The Syria Resilience Consortium (SRC) was formed in 2016 to equip individuals, families, and communities in Syria with the tools and skills for a better economic future. Across the country, until and after reconstruction begins, we are supporting Syrians seeking livelihood opportunities. We are the only consortium of International NGOs (INGOs) on the ground in both government and non-government controlled areas, reaching conflict-affected people wherever they are.
The six INGOs – CARE, DRC, Humanity and Inclusion, IRC, Mercy Corps and NRC – bring together and build on diverse experience in resilience programming, including livelihoods, economic empowerment, gender and inclusion. Our collective investment in thought leadership, continual learning and adaptive programming allows us to make changes that are essential in a fluid context. Currently we are supported by the EC, SIDA, NMFA, and DANIDA.
The SRC has significant ambitions related to learning and sharing through building an evidence base, investment in quality MEAL, and additional specific research, to enhance resilience programming for the consortium itself and more broadly for the international community around Syria. We need strong leadership to facilitate this, in the person of a Senior PQ and Learning Coordinator. 
The position will be part of a Program Coordination Unit (PCU) that coordinates the work across the SRC to maximize the impact of its interventions. The PCU is hosted by the CARE Middle East Regional Management Unit. The position will report to the Chief of Party and will oversee a M&E data management position.
More specifically, the Senior PQ and Learning Coordinator will:
  • Lead on SRC’s Knowledge Management and Adaptive Management processes
  • Ensure excellence in program design
  • Co-lead the group of Consortium Member Representatives, in close collaboration with the DCoP as the other co-lead
  • Lead on MEAL and the SRC MEAL Task Force, and ensure design and implementation of an effective and efficient MEAL system. This includes review of the existing MEAL system to ensure it is user friendly and contributes to program quality, while also building an evidence base for resilience programming in protracted conflict in more general terms. 
  • Propose the research agenda in close collaboration with CoP, DCoP, MRs and ACs and facilitate its implementation.
  • Co-facilitate program communications and contribute to reporting, including to donors, internal communications and wider audiences.

  • Other responsibililties as assigned
Qualifications:
  • Master’s Degree in social sciences, food security/livelihoods, international relations, humanitarian assistance, or another relevant field, or an equivalent combination of education and work experience.
  • Experience working in a leadership role in consortia or similar type of multi-dimensional teams.
  • Very good ability to facilitate and steer complex group processes
  • Excellent people- and communication skills
  • Ability to inspire and negotiate with a multitude of teams
  • Positive and flexible attitude
  • 10+ years of experience with Knowledge Management and MEAL, preferably in consortia or similar complex team.
  • 7+ years of experience leading interdisciplinary teams, preferably in consortia
  • 5+ years of experience working on livelihoods and/or resilience programming in fragile states, preferably in the Middle East
  • Experience designing and managing research
  • Experience managing information management systems
  • Fluency in English
  • Excellent writing skills
  • Seniority and leadership skills are highly important for this position. We are seeking a person who is comfortable to lead on complex processes with teams consisting of senior programmatic staff of different INGOs, without having direct line management authority over these staff. 
  • Highly desired: Arabic language skills
  • Experience working in the Syrian context
