Organization Description  
 Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organization, dedicated to excellence in the field of first aid, ambulance service, social service programs and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects worldwide. Johanniter International Assistance has been active in the Middle East for many years, and opened their office in Amman in 2012. Johanniter International Assistance’s Programs in the region are focusing on the provision of health care, psychosocial support, people with disabilities and WASH.
The Program Manager supports the work of Johanniter International Assistance in all project related activities and will be responsible for the program implementation, ensuring tasks are completed on time and within budget. He/she will maintain a positive partner relation, and will support the partners in their capacity development.
Main purpose of job:
He/she plans, executes and finalizes all project activities according to deadlines and within budget. He/she acquires resources and coordinates the efforts of team members and external clients in order to implement projects according to the plan. He/she manages and defines the project’s objectives and oversees quality control throughout the completion of the project cycle. He/she creates work plans based on goals and targets, and implements evidence-based interventions in one or more multi-sector areas, as well as new technologies and practices. He/she collaborates with other sectors in order to integrate work plans, budgets and multi-sector interventions, which are essential for the success and sustainability of the project.
Main duties and responsibilities:
  • Manages and oversees the development of projects from initiation to completion.
  • Manages capacity building of project partners - providing guidance for the project partner.
  • Develops best practices and tools for project execution and management.
  • Develops and delivers project plans, documentation, training, presentations and budget proposals to management and staff.
  • Identifies and resolves project issues and implements improvement plans to ensure the project stays on schedule and within budget.
  • Builds, develops and grows partnerships vital to the success of the project.
  • Receives monthly reports from the partners, reviews and refines in cooperation with the supervisor.
  • Coordinates with the project partner/s in Jordan and other departments to prepare and implement project monitoring and evaluation plans.
  • Liaises with government departments
  • Organizes and/or carries out pre- and post-project assessments
  • Facilitates the projects’ orientation/ start-up workshops for Implementing Partners’ senior to mid-level staff involved in the project implementation process.
  • Ensures regular project supervision, field visits and action-oriented feedback for monitoring and evaluation, adherence to accountability procedures and documentation as well as technical guidelines in close coordination with the supervisor.
  • Periodically updates the partner mapping and assessment in the region.
  • Performs other duties as requested by the supervisor.

Applied Knowledge & Skills:
  • Working knowledge of concepts, practices, and procedures with project management, process development and execution.
  • Excellent oral and written communication skills.
  • Demonstrated project and personnel management skills.
  • Knowledge in developing and updating monthly Project Management Framework (PMF) sheets to ensure smooth tracking of the assigned projects
  • Proven skills in the development of project monitoring and reporting tools including LFAs, etc.
  • Knowledge in follow up on projects indicators, progress reports, LFAs/monitoring analysis reports and recommending actions to fill the gaps against the commitments made in the proposal
  • Development of concept notes, expression of interests, write-ups and project proposals for donors and HQ and partner assessment and partner in consultation with the supervisor
  • Supervision and finalization of monthly progress/ interim and final activity reports of various projects.
  • Follow up with the finance department on budget plan in coordination with supervisor
  • Support for procurement and administration team in project procurement
Education:
  • Bachelor’s Degree or equivalent in Development studies, Social science or another relevant discipline (Health, Behavioral, Life/Social Sciences International Development, or Related Field.
  • Project Management (PM) Certification preferred.

Experience:
  • Minimum of 5-years of project management experience in a humanitarian/development organization INGO/NGO
  • Project management experience in Donor Funded Projects
  • Previous experience of management and project cycle management, including design, implementation, monitoring and evaluation
  •  Excellent organizational skills and ability to determine priorities and meet deadlines
  • Hands On experience in report writing and capacity development
  • Ability and willing to travel inside Jordan and if required travel in the region.
  • Flexibility and the ability to multi-task under pressure
  • Proven ability to work creatively and independently both in the field and in the office
  • Good interpersonal skills, commitment and motivation
  • Fluent in English and Arabic – both orally and written, German will be a plus
  • Experience in MoPIC/MoSD will be a plus
  • Good communication and negotiation skills
  • Being able to work efficiently, under pressure and adapt to difficult condition
