١- IT Officer- Amman

Background/IRC Summary:  Founded in 1933, The International Rescue Committee (www.Rescue.org) serves refugees and communities victimized by oppression and violent conflict worldwide. The International Rescue Committee is committed to freedom, human dignity and self-reliance. This commitment is expressed in emergency relief, protection of human rights, post conflict programming, resettlement assistance and advocacy.  IRC Jordan program is currently seeking qualified candidates to fill the below vacant position.
Job Overview/Summary: This position will be primarily responsible with assisting and facilitating the installation and configuration of IT infrastructure, staff training and operations of IT activities in IRC Amman offices. The ICT Officer will work closely with the IT Manager and all program sectors to ensure proper ICT functioning and support.
Major Responsibilities:
Installation & Configuration of:
Ø  Servers, desktop/laptop hardware and software, and peripherals.
Ø  Local Area Network, wireless network, essential network services peer-to-peer or client server architecture, as appropriate.  
Ø  Windows 7 and Windows 10 operating system. 

Maintenance, Repair & Security: 
Ø  Perform preventative maintenance on all IRC computers and network resources.
Ø  Create, implement and manage backup solutions for office/individual users and provide the necessary training on the use of these back-up solutions.
Ø  Update appropriate network security and data loss prevention procedures to safeguard system from physical harm, viruses, unauthorized users and damage to data.
Ø  Create and maintain IRC computer software/hardware inventory ensuring accuracy.
Ø  Create and maintain network documentation to include IP address, system access, email creation system, upgrades and changes to original network, etc.
Ø  Diagnose hardware and software faults by questioning clients patiently about a problem and explaining the procedures to them.
Ø  Investigate local Internet connectivity options to obtain adequate bandwidth for Intranet and application connectivity.
Ø  Responding within agreed time limits to helpdesk calls

Training, Evaluation, & Testing: 
Ø  Develop and implement user and support staff training, including training on basic care and maintenance of computers and equipment for users. 
Ø  Test and evaluate new technology. 
Ø  Prepare and submit reports that provide sufficient detail for IT Manager in order to share it with HQ to understand the country office’s computer environment, needs, IT staff availability and skill levels and future plans.

Various Projects – Position will need to assist on various IT projects as needed in coordination with the IT Manager

Job Requirements: The requirements should establish a baseline (minimum) for educational background, previous work experience, professional knowledge or certification, specific skills and strengths and any other skill necessary to perform the essential functions of the job. 
Education: Graduation or College degree
Work Experience: Minimum of 4 years in relevant work experience as IT professional or IT support staff
Demonstrated Skills and Competencies:

Ø   Good technical knowledge of PC hardware, including Microsoft platform (Excel, Outlook...)
Ø   MCSE course or equivalent experience in windows server environment is a plus
Ø   Experience installing, configuring and managing both wired and wireless LAN.
Ø   Excellent communication and interpersonal skills required.
Ø   Customer/Client service experience

٢-  Senior MEAL Officer- Azraq
Background/IRC Summary: 
Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. At work today in around 30 countries, the IRC restores safety, dignity and hope to millions who are uprooted and struggling to endure. The IRC leads the way from harm to home.
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 people are internally displaced and 12.2 million are in need of humanitarian assistance. There are more than 4 million Syrian refugees living in neighboring countries. This is no short- term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair. The IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by nearly 1300 staff, IRC’s Syria Response Region (SRR) is undertaking programs in Syria and neighboring countries of Jordan, Lebanon, Turkey and Iraq.
The Jordan country program operates in only in Jordan. This position will be dedicated to IRC response in Azraq Camp, which includes health, protection, livelihoods/vouchers, and works with a wide range of partners and sub-awardees   Job Overview/Summary: 
The position is based in Al Azraq Camp, the senior MEAL officer will assist in strengthening and ensuring the quality of implementation of the IRC’s in Jordan in Azraq. S/he will support in developing M&E systems and tools for in Jordan programs and will provide the needed technical support for the different programs inside Jordan.   Major Responsibilities: 
Assist in strengthening and ensuring the quality of the programs’ implementation
• Support the establishment and maintenance of strong M&E systems and practices in Al Azraq which that are in compliance with IRC country/regional/global strategies, guidelines and standards, Encompassing both programs implemented by IRC as well as programs implemented in partnership organizations.
• Provide M&E technical assistance to program teams in particular data collection data quality and reporting stages of program.
• Support planning and management of monitoring, verifications and assessments conducted in Al Azraq.
• Work in close coordination with the programs staff to ensure high level of implementation for programs.
• Work in close collaboration with the MEAL partnership specialist on conducting capacity building trainings for internal staff and partners staff on the’ M&E subjects.
• Ensure timely and accurate routine data collection.
• Support the programs in developing an effective documentation system to keep track of data source documents.
• Conduct regular data quality & implementation spot checks and ensure the data quality.
• Support data analysis and information presentation activities across the programs and provide quality assurance on the data collected by project staff.
• Provide suggestions to the program managers on how to improve the M&E system in the project. Support the development of the M&E unit and systems
The Senior MEAL Officer will be working in close coordination with the MEAL Manager to:
• Support MEAL manager in developing guidance on M&E procedures and process for the in Jordan activities.
• Support standardized MEAL across programs.
• Support MEAL manager in data collection tools development.
• Support MEAL Manager to define appropriate M&E methods to assess the programs’ outcomes and impact.
• Support programs to document programs’ best practices and lessons learnt to support the evidence-based learning process.   Key Working Relationships: 
Position Reports to:  MEAL manager.
Position directly supervises:  The senior MEAL Officer will not be line managing any internal staff.
Indirect Reporting: MEAL Partnership Specialist, MEAL Coordinator.

• Bachelor’s degree in Social Science, Statistics, Management, Information Technology or any related field. 
• Approximately 3-4  years’ experience in monitoring and evaluation of programs, preferably in the NGO sector or UN agency
• Technical skills in contemporary MEAL methods and practices, with hands-on experience in qualitative and quantitative data collection and analysis, required
• Experience in developing MEAL approaches and plans, including indicator monitoring.
• Experience in developing databases.
• Experience in designing tools for data collection
• Use of data collection tools, required
• Effective written and oral communication skills, most importantly reporting skills.
• Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in analysis software applications in an added advantage.
• Fluent communication in English and Arabic   Working Environment: The position is based in Azraq Camps with standard office work environment. The position is expected to conduct regular field visits to main office in Amman).   Job Overview/Summary: 
The MEAL Officer will support the MEAL Unit’s management with continual delivery of monitoring and evaluation activities in Al Mafraq. The MEAL Officer will support the MEAL unit to implement a range of MEAL activities including trainings, data collection processes, spot checks and most importantly supervision of MEAL Assistants & Assessors. Through the unit management s/he will play a lead role in the monitoring, assessment and verification processes. S/he will report to the MEAL Manager in Amman. 
Major Responsibilities: 
• Provide M&E technical assistance to program teams in particular data collection data quality and reporting stages of program management.
• Work in close coordination with the programs staff to ensure high level of implementation for programs.
• Support planning and management of monitoring, verifications and assessments conducted in Al Mafraq.
• Oversees MEAL Assistants & Assessors in the field working in close collaboration with the program teams, and field managers.
• Oversees the technical quality of work by MEAL Assistants & Assessors in the Field.
• Ensure timely and accurate routine data collection & reporting.
• Support the programs in maintaining an effective documentation system to keep track of data source documents.
• Support data analysis and information presentation activities across the programs and provide quality assurance on the data collected by program staff.
• Lead and ensure the quality of documentation and communications, including translation into English, of information received from MEAL Assistants and or MEAL Assessors.
• Support MEAL Unit in developing and delivering guidance on M&E procedures and process for programs and for MEAL assistants and assessors.
• Support MEAL unit on implementing standardized monitoring and evaluation processes across programs and across partnerships in particular third party monitoring.     Key Working Relationships: 
Position Reports to:  MEAL manager.
Position directly supervises:  The MEAL Officer will be in line managing MEAL Assistant, but s/he will have a direct contact with the monitoring and evaluation assessors in the field.
Indirect Reporting: MEAL Partnership Specialist, MEAL Coordinator.

• Approximately 2-3  years’ experience in monitoring and evaluation of programs, preferably in the NGO sector or UN agency
• Good understanding of the principles, methods and terminology of MEAL.
• Technical skills in contemporary MEAL methods and practices, with hands-on experience in qualitative and quantitative data collection and analysis, required
• Experience in developing MEAL approaches and plans, including indicator monitoring.
• Experience in designing tools for data collection.
• Strong skills in building the capacities of others (e.g. training) & facilitation.
• Proficient in Microsoft Office particularly Word, Excel, PowerPoint and Access. Experience in analysis software applications in an added advantage.
