Job description
INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.
INTERSOS has been present in Jordan since 2007, with its main office in Amman and programs of activities all over the country in support of Iraqi refugees. Since 2012 Intersos is partnering with several donors, among which DG ECHO, UNICEF, Italian Agency for Cooperation and Development (AICS), OCHA etc., in assisting refugees from Syria and most vulnerable among Jordanian population.
This project has been designed for Providing Jordanian communities hosting Syrian refugees at Northern Jordan (Jerash and Irbid) with improved WASH infrastructure and facilities at community institutions and household level. The rehabilitation and upgrades will aim to improve the functionality, efficiency and capacity of water supply and sanitation facilities. Minimum WASH standards -including Sphere- will be ensured for this project.

JOB TITLE: WASH Technical Engineer – Design & supervision
DUTY STATION: Irbid’s Office/ North
REPORTS TO: Senior WASH Engineer
Key responsibilities:
S/he will -under the supervision of the Senior WASH Engineer- Supervise, monitor and ensure the quality of the designs and implementation of activities throughout the project. Performing the planning and execution stages of the activities in line with the Senior WASH Engineer, WASH technical team, partners, local authorities, and stakeholders.
1-Responsibilities/Roles:
Generic responsibilities
  1. Generate work plans to manage and implement delegated projects activities and tasks in line with the comprehensive execution plan, MoUs, WASH standards and requirements to ensure high technical quality.
  2. Monitors the progress of the activities on sites which assigned to the WASH technical team and ensures they are implemented conform planning and quality standards.
  3. Identify, analyse and evaluate processes and gaps in the implementation of activities and make recommendations for improvement.
  4. Reports over the achieved activities, provides analysis over the performed activities and signal bottlenecks.
  5. Liaise and collaborate with relevant local authorities, communities and other key stakeholders.
  6. Ensures compliance with INTERSOS policies, tools, handbooks, MoUs and guidelines.
  7. Ensure that the project’s targeted beneficiaries are not harmed where the protection policies are being applied and respected through the whole duration of the project implementation.
  8. Promote the rights of refugees in line with INTERSOS strategies and policies.
  9. Prepare accurate records of the project activities and ensure all information archived and available on time.
Specific responsibilities:
  1. Directly responsible for the planning, implementation and monitoring of assigned activities in line with project requirements and specifications.
  2. Manages the processes for all construction, rehabilitation, maintenance, QuickFix and retrieval work in the households, public institutions and the infrastruture in coordination with the WASH Technical Unit and the stakehodlers.
  3. Identify implementation challenges and opportunities and raise these to the Senior WASH Engineer.
  4. Prepare technical papers, action plans for the activities complementing the on-going WASH project and technical reports in coordination with the Senior WASH Engineer.
  5. Prepares engineering reports by collecting, analysing, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.
  6. In line with the WASH technical Unit, the WASH Technical Engineer will be responsible to generate and prepare all needed designs, Shop drawings (including using computer aided drafting software, AutoCad & PROKON), BoQs, scope of works and specifications of WASH projects.
  7. Suggest structural proposal for construction variations or additional works that take place during construction/rehabilitation and to be reviewed and approved by the Senior WASH Engineer or the Project Manager.
  8. Oversees the maintenance works including supervision of the contractors (labourers) working on the site, providing technical support as required to ensure technical quality and timely response.
  9. Determines engineering requirements by conducting inspections, technical assessments and analytical tests; analysing and synthesizing data; maintaining control charts; preparing bid specifications.
  10. Resolves engineering problems by collecting and analysing information; researching, adapting, and modifying engineering techniques; recommending solutions; preparing schematics, and diagrams; evaluating components, materials, and suppliers; resolving design integration issues; safety standards and performing installations.
  11. Keeps supplies ready by inventorying stock; placing orders; verifying receipt.
  12. Sourcing and managing any casual laborers required to support the project, including the preparation of time sheets for laborers.
  13. Ensuring project progress is documented, integrating M&E procedures in all aspects of the WASH project.
  14. Maintains and improves quality results by completing quality assurance tests; following standards; studying, evaluating, and re-designing processes; implementing changes.
  15. In consultation with the WASH Unit, manage daily relationship with the stakeholders, and local authorities’ engineers at the field level and represent INTERSOS in field level.
  16. Represent INTERSOS in coordination meeting at districts level, including with the Local Authorities technical units, partners and other WASH actors.
  17. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities.
  18. Maintain INTERSOS’s position as a key actor vis-à-vis the local authorities.
  19. Contribute to the development of INTERSOS’s strategies and priorities for the increased environmental integration into INTERSOS Jordan programme.
  20. Perform other job-related duties as assigned.

By interfaces, INTERSOS means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
  1. Support teams, Finance, HR, Admin and Logistics.

Generic professional competencies for this position:
  • Previous experience in working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Very Good English Language level both written and verbal (Engineering English is a plus)
Context/specific skills, knowledge and experience:
  • Bachelor degree in relevant engineering fields (Civil, Mechanical, Architectural)
  • 3 years’ experience working in construction sites or Engineering companies.
  • A 1-year experience of working in a humanitarian/recovery context.
  • Strong communication and reporting skills.
  • Excellent time management skills and resourcefulness with attention to details.
