Syria Partner M&E Manager

CONTEXTUAL BACKGROUND
The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 7.6 million people are internally displaced and 12.2 million are in need of humanitarian assistance, with 4.8 million in hard-to-reach areas. There are 4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.
IRC is offering a robust humanitarian response to the Syria crisis. With an annual budget in excess of $140 million and a rapidly expanding portfolio, supported by more than 3,000 staff and workers in the region, IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, education, women’s protection and empowerment, NFI and food distribution, cash assistance, water and sanitation, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.
Job Overview/Summary
The Partner M&E Manager will work closely with organizations implementing in Syria under IRC partnership sub-awards, to support those organizations to establish and maintain monitoring and evaluation systems and capacities appropriate for their programming, and to ensure their monitoring and evaluation practices are consistent with IRC’s internal and donor informational, accountability and compliance requirements. The post-holder will provide technical assistance to partners’ own M&E processes and procedures, as well as the end results of data generation, quality, analysis and reporting. In doing so, the Partner M&E Manager will deliver the M&E technical components of IRC’s wider capacity strengthening support to partners, and measure the impact of this support. S/he will be a member of the MEAL Unit, while working very closely with the Partnerships Unit to ensure the efforts are an integral part of IRC’s sub-award partnership management system. Major Responsibilities
Program Management, Technical Quality, and Strategy
• In close collaboration with the Partnerships Unit and program teams, assess the needs for, and develop and execute, a coherent strategy and plan for supporting partner organizations to strengthen their M&E capacities
• Contribute to the continual development of IRC’s Syria MEAL systems, using the first-hand knowledge gained from supporting partner organizations
• Assess partner M&E systems and capacities, both as part of pre-award due diligence processes, and as part of a process that informs the design of M&E capacity strengthening support
• Support partners to establish and/or maintain M&E systems and capacities that are appropriate for their programming.
• Ensure partners’ M&E systems and practices respond to IRC country/regional/global strategies, guidelines and standards, in a flexible way that allows partners to have autonomous M&E systems that suit their own overall organizational needs
• Contribute to partners’ programmatic and organizational learning efforts by promoting the use of M&E data for programmatic course correction and other decisions, rather than just for IRC/donor reporting or indicator calculation purposes
• Provide technical assistance to partners’ logframes, indicators, measurement methodologies, M&E plans, data collection tools, data management systems, data analysis and M&E reporting
• Act as an independent source of quality assurance of partners’ M&E data, information and reports
• Ensure good quality M&E data is available to IRC for all partners’ activities
• Together with other Syria MEAL Unit and Program colleagues, provide technical backstopping and problem solving for partners to reach the specific M&E requirements of the projects under which they have sub-awards, particularly with respect to indicators measurement
• Together with other Syria MEAL Unit colleagues (Accountability Manager), gain partner organizations’ buy-in to, cooperation in, and learning from, IRC’s beneficiary feedback and response system, and support partners to establish appropriate beneficiary accountability mechanisms
• Assist the MEAL and Partnership Units to maintain and improve upon partners’ compliance initiatives that intersect with M&E
• Determine the best ways to measure partners’ M&E performance, and track their performance progress
• In fulfilling the above responsibilities, use diverse methods to strengthen the M&E capacities of partner organizations• Ensure that learning from the above engagements with partner organizations is fed back to the wider Syria country program, in order to strengthen IRC’s approaches to programming and working in partnerships
Program Development
Work with program sector teams (currently, Integrated Protection, Economic Recovery and Development, and Health), the Partnerships Unit and the Grants Unit in ensuring that MEAL elements support strong proposals for new funding and high-quality reporting on current programs implemented by partners.
Staff Performance Management, Learning & Development
• Develop and implement remote management capacity building approaches to build the strengths of teams in Syria;
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths;• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
Coordination & Representation
• As delegated by the Syria MEAL Coordinator, represent IRC in external meetings;

Job Requirements
Education: BA/BS Degree in international development, social sciences, or a related field; MA/MS a plus
Work Experience:
• At least 5 years of experience within the international development / humanitarian sector, some of which was at manager level;
• Minimum of 3 years’ specific experience in monitoring and evaluation of multi-sectoral programming in emergency or post conflict settings;
• NGO experience required;
• Capacity building experience required;
• Experience working in or with local or diaspora CSOs is highly desirable;• Previous experience with remote management (preferred).
Demonstrated Technical Skills:
• Excellent technical skills in contemporary M&E methods and practices, with hands-on experience in qualitative and quantitative data collection and analysis;
• Strong program/technical management, planning and reporting skills;
• Strong written and oral communication skills, effective in working with colleagues remotely;
• Experience with multi-sectoral and multi-donor funded programs;
• Strong technical and operational knowledge of humanitarian programming in a remote context;• Proven ability to design and lead training, mentorship and other capacity strengthening engagements to enhance staff skills and organizational development.

• Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and Power Point;• Experience with data management software strongly preferred.
Ability to Travel: Up to 35% within the region and globally for meetings with partner organizations, workshops and conferences.
Working Environment
The overall security situation in Jordan is relatively calm, especially in Amman. The Jordanian government is stable, and civil unrest is largely peaceful. However, Jordan’s generosity in hosting refugees from Palestine, Iraq and now Syria have created huge strains on the country’s economy and infrastructure. The IRC office is in a modern professional building.
