Jordan Finance Senior Officer

Position Summary
The purpose of the Finance Senior Officer is to be responsible for the financial set up
and systems within the office according to SFCG standards to support all financial aspects of program / project implementation as well as for ensuring compliance of all processes with both SFCG and donors’ regulations.
This position will be contracted full time until November 2021 with possibility of renewal based on donor funding and satisfactory performance. 

Key Responsibilities

    • Responsibilities and duties include:
    • Manage finance needs to ensure effective use of resources in order to achieve program objectives in compliance with SFCG and donor requirements; ensure financial monitoring systems provide timely and relevant reports to SFCG staff, including analysis and tracking of grant commitments, obligations, award liquidations, to reach an efficient accountable implementation
    • Oversee overall operational budget, and the contribution of the various projects to it, in compliance with both SFCG and donors’ guidelines and requirements.
    • Produce financial analysis related to program expenditure and needs to inform the senior management team decision-making
    • Assist in conducting internal audit assessment and support the external auditor to ensure timely audit report statements.
    • Review payments and ensure compliant supporting documents with SFCG and Donor Policies for Jordan office.
    • Prepare reconciliation for the balance sheet accounts and responsible for clearing outstanding items.
    • Prepare cash flow and cash transfer requests and ensures that appropriate balances are maintained to facilitate smooth program implementation across the program, and keep Management informed about significant operational variances from budget or other financial issues  
    • Assist in developing new finance tools and templates
    • Forecasting and Reviewing Work plans with the program team. Update spending plan for projects and follow up with PMs.
    • Ensure financial accounting is in compliance with SFCG policies and procedures and local legal requirements (taxes, social security, insurance where applicable).
    • Prepare donor financial reports and any other financial management reports
    • In conjunction with the project team, coordinate the design of grant and contract budgets, ensures appropriate sign-off and processes for accuracy and reliability.
    • Performs other duties as assigned by Finance Regional Controller or, in his absence, by the Country Director.
    • Provide specific technical support and capacity building towards finance support and program staff, and trainings to partner organizations on SFCG and Donor policies.
    • Follow up with Implementing partner on financial reports,payments, supporting documentation and registration of Journal entries.
    • Monitor and control cash flows between country office and headquarters.
    • Review and verify payroll before issuing transfers. 

    • Minimum Qualifications
    • Bachelor degree in Business field,Masters in Finance or Certificates in accounting or any other related field is a plus.
    • 7-9 years of experience in Finance with an INGO.
    • Highly organized,calm,independent,committed and able to work under pressure
    • Capable of analyzing information and using logic to address work-related issues and problems.
    • Able to lead, take charge, and offer opinions and direction.
    • Creativityandalternativethinkingtodevelopnewideasforandanswersto work-relatedproblems.
    • Knowledge of donor regulations regarding Financial reporting
    • Dynamic with creative problem solving skills, particularly in challenging situations;
