Field Grants Officer (JOR Nationals Only)
role PURPOSE
Plan International Jordan is seeking an experienced Field Officer with demonstrated knowledge and experience in project implementation and liaising with relevant stakeholders. The Field Officer will represent Plan International in a “front-line” role, effectively and efficiently communicating the Mubaderoon project’s objectives, activities and methodology to project stakeholders. The Field Officer will facilitate regular coordination meetings with staff, national and local partners in order to ensure effective implementation of project activities as per the set timelines.
The Field Officer will be responsible for follow up the Mubaderoon project implementation plans, overseeing project implementation and liaising with relevant stakeholders. The Field Officer will be monitoring activity progress in the field and provide accurate and timely status reports and support development of donor reports. The Field Coordinator will support the Senior Project Manager with the preparation of plans and reports aligned with donor requirements, and other administrative tasks as required.
Dimensions of the Role
Background: Plan International in Jordan is contracted by EU to implement a 30 months’ project called “Mubaderoon” (Enterprises) for social change: Strengthening social enterprise initiatives to combat poverty and exclusion in Jordan. The action is designed with a strong focus on strengthening existing Social Enterprises and Social Entrepreneurial Initiatives as well as social entrepreneurship support structures. Growth and acceleration of existing high potential SEs and SEIs (SO1) is a precondition to contribute to tangible socio-economic improvements for the most marginalised groups, most notably formal job creation, social innovation and social impact and for strengthening the national SE ecosystem (SO2) in the long run.

The Consortium: the ‘Mubaderoon’ project is implemented by an international consortium, formally led by Plan International Netherlands and Plan Jordan and further consisting of: Ruwwad (Jordan), Alfanar (UK) and EURICSE (Italy).
The Field Officer will be based in Amman with frequent travel to project locations inside Jordan. He/ She will be following up the Mubaderoon project implementation plans, overseeing project implementation and liaising with relevant stakeholders. She/He will be monitoring activity progress in the field and provide accurate and timely status reports and support development of donor reports. The Field Officer will support the Senior Project Manager with the preparation of plans and reports aligned with donor requirements, and other administrative tasks as required.
Accountabilities
Project Implementation:
- Perform his/her duties and responsibilities in accordance to the project proposal and in addition to the programmatic, administrative and financial policies/ regulations of Plan International, and in line with the EU rules and regulations.
- In close cooperation with the Senior Project Manager and the Youth Economic Empowerment Specialist, ensure detailed implementation plans are developed and implemented in line with project activities and quality standards.
- Support the development of strong M&E mechanisms, program monitoring tools and efficient review and modification systems to ensure high quality implementation in order to achieve the set objectives.
- Coordinate all activities of the target beneficiaries and local partners.
- Provide supervision and guidance to the project partners, in close consultation with the Youth Economic Empowerment Specialist.
- Facilitate regular coordination meetings with staff, national and local partners in order to ensure effective implementation of project activities as per the set timelines.
- Conduct regular field visits to project sites and partners.
- Follow up and monitor grants delivery to grantees, with close coordination with the Grants Coordinator and Finance Manager.
- Support in producing project progress reports aligned with donor requirements, monitor activity progress in the field and provide accurate and timely status reports and support development of donor reports.
- Ensure that child and youth safeguarding standards are understood and met.
Coordination and Communication:
- Represent Plan International in a “front-line” role, effectively and efficiently communicating the Mubaderoon project’s objectives, activities and methodology to target beneficiaries and local project stakeholders.
- Support in collecting quantitative and qualitative data in accordance with the monitoring and evaluation plan and provide updates and reports to the senior project manager.
- Support in information provision in the project’s Steering Committee, that incorporates program experts and operational management focal points of each partner, and is responsible for annual planning, coherence and synergy.
- Undertake all other duties that may be determined by the line manager and head of Mission and that are compatible with the job.

- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. Technical expertise, skills and knowledge
Essential
- Minimum 2 years of progressively responsible professional experience in development and/or humanitarian organizations.
- Bachelor degree in development, business studies, social science, economics, or equivalent combination of education and work experience
- Strong experience in managements, monitoring and implementing small grants.
- Demonstrated experience in overseeing project implementation and liaising with relevant stakeholders.
- Experience in youth economic empowerment, livelihoods development in humanitarian or refugee settings, community-based projects, social entrepreneurship, gender, social inclusion, and community participation is an asset.
