1-  Cash & Voucher Assistance (CVA) Manager

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb and Aleppo Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations in communities and IDP camps, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households. Under Food security, GOAL delivers assistance through food kits and food vouchers, with the latter making up the majority of the food distribution caseload. In 2020  GOAL Syria plans to expand the food voucher programme to include Multi-Purpose Cash Assistance (MPCA) to the same beneficiaries receiving food assistance. This will provide the most vulnerable with the purchasing power to meet their essential food and non-food needs on a monthly basis.

Job purpose:

Reporting to the CVA Coordinator, The CVA Manager will primarily be contributing into the program design, responsible for programme implementation and the achievement of project results for GOAL’s cash & voucher distribution activities. The CVA Manager will be responsible for ensuring all CVA support intervention are implemented in line with GOAL guidelines, Standard Operating Procedures (SOPs) etc. With support from GOAL’s CVA Coordinator and Senior CVA Coordinator the CVA Manager will deliver evidenced based programming that is informed by food security and markets assessments, programme data and reports and different Monitoring Evaluation, Accountability and Learning (MEAL) tools, processes and mechanisms. The CVA Manger will be responsible for the direct management of the Senior CVA Officer, based in Turkey.

Duties, objectives and competencies

Programme Design and Strategy

  • In coordination with the CVA Coordinator, contribute to identifying research needs and support the design, implementation, and analysis of assessments that significantly contribute to evidence based programming and the identification of new programming opportunities.
  • In coordination with the CVA Coordinator, contribute to the development of a CVA program strategy designed specifically for the Syrian context.
  • Contribute to the development of concept notes and proposals for GOAL and partners destined for submission to donors.
  • Contribute in the development and review of all Guidelines and SOPs pertaining to CVA programming
  • Track progress against weekly, monthly, and annual plans. Identify gaps and systematically develop processes to gather data, analyse options, and propose evidence-based solutions to ensure timely and effective implementation of activities.

Programme Management and Implementation

  • Directly line manage the Senior CVA Officer and in coordination with the CVA Coordinator provide support to the CVA teams in Syria.
  • Assist the field team in the development and the implementation of Detailed Implementation Plans (DIPs) for all relevant activities and
  • Communicating with the field team in Syria on a daily basis to confirm the progress of activities as per the DIP and report this along with any challenges faced to the CVA Coordinator
  • Support the CVA Coordinator with tracking CVA programme expenses to support budget management.
  • Monitoring the weekly and monthly cashflow levels and ensure they meet short-term operating needs and are in line with the long-term budget management plan.
  • Monitor with the finance team and report the cash availability with money traders and their agents for the regular distributions’ instances and planning
  • Arrange for receipts and payment lists of cash from shopkeepers and MTs for internal approvals.
  • Contribute to the development and implementation of the procurement plans
  • Contribute to quality assurance of all programme items by ensuring all donor and GOAL standard testing is carried out in a timely manner

Programme Quality and Compliance

  • In close coordination with the CVA Coordinator and Senior CVA coordinator and MEAL departments, contribute into quarterly and annual reviews of learnings gleaned through programme data and reports and MEAL mechanisms.
  • Contribute to the development of ‘Terms of References’ (TORs) for all Third-Party Monitoring (TPM) Activities and programme evaluations for GOAL’s CVA programming and support the review of all TPM reports and evaluations
  • Contribute to the development of all monitoring tools, particularly all distribution and post distribution tools.
  • Ensure all CVA activities are implemented in line with GOAL’s Guidelines and SOPs
  • Implement an activity monitoring process and share findings with CVA Coordinator for dissemination to donors and coordination forums.
  • Translation of field reports from Arabic into English when required
  • Maintain files and archives of CVA Support program documentation, including catchment population, distribution and reconciliation records.
  • Assist the CVA Coordinator to ensure the gender, protection and safeguarding are integrated into programme design and implementation. Have a commitment to beneficiary accountability & humanitarian principles and GOAL’s Code of Conduct and Child Protection Policy

Coordination:

  • Support the coordination activities with humanitarian actors, the Cash Working Group (CWG) and the Food Security & Livelihoods (FSL) Cluster in Turkey to coordinate GOAL planned activities and avoid potential overlapping.  Responsible to track and maintain records of humanitarian needs in GOAL areas of operation.
  • Represent GOAL CVA programme in coordination and technical forums/Cluster/Working Groups as requested
  • Responsible for submitting 4Ws report to the CWG and FSL Cluster.
  • Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities.
  • Ensure information is circulated to the field teams and Partners appropriately.

Requirements (essential)

  • Jordanian nationality
  • Degree level qualification in food security, nutrition, science, economics, business management or any other relevant field
  • At least three years’ experience gained in CVA, food security programming in the Syrian context
  • A demonstrable high level of capacity in project management, budget management, strategy development, and proposal writing.
  • Strong analytical and writing skills. Experience of proposal writing, log frame development and donor reporting.
  • Fluent written and spoken in English and Arabic language skills and competency of translation from English to Arabic and vice versa.
  • Strong computer skills and data analysis with particular competencies with Microsoft Office applications (including MS Word and Excel).

Requirements (desired):

  • The ability and willingness to travel to Northern Syria to GOAL area of operation, particularly Azaz and Afrin in North Aleppo.
  • Knowledge of GOAL’s target areas in Idlib and Aleppo governorates and understanding of the humanitarian crisis in Syria

2-  Grants Officer

General Description of the Programme:

GOAL is an international emergency and development NGO dedicated to alleviating the suffering of the poorest and most vulnerable. GOAL was established in 1977 and is currently operational in 14 countries world-wide. GOAL began operations within Northern Syria in 2012 responding to the acute needs of conflict affected communities with a support structure based in Turkey and Jordan. Within Northern Syria, GOAL’s operations are primarily focused on Idleb and Northern Aleppo Governorates. 

The programme focuses on food security, WASH, shelter, livelihoods and emergency response with a growing emphasis on cash and voucher modalities. GOAL Syria implements its programmes directly, with over 500 staff based in Syria, as well as through Syrian NGO partners. GOAL’s programme works at the household, community, and camp levels to improve community resilience and household’s coping strategies.

Job purpose:

The Grants Officer is responsible for:

  • Supporting the Grants Manager and Grants Coordinator in in the development and submission of high-quality donor reports and proposals.
  • General information management. Responding to information requests, development of grants documentation and grants communication materials.
  • Arranging grant management meetings.

Duties, objectives and competencies

Grant Reporting

  • Support the development of high-quality donor reports for the GOAL Syria grant portfolio e.g. act as a focal point on reporting, compile review and edit inputs to create draft reports.
  • Maintain online shared workspaces and provide templates and guidance to facilitate report development.
  • Submission of donor reports on donor online systems.

New Business Development

  • Support the Grants Coordinator/Manager in the development of high-quality concept notes, or proposals. This may include carrying out basic desk research, drafting or securing input from various GOAL departments, reviewing and editing proposal documents.
  • Submitting project proposals on donor online systems.

Grant Information management

  • Ensure comprehensive grant files are maintained up to date and are available for use by the wider GOAL Syria team by uploading them in SharePoint.
  • Ensure up to date information on the grant portfolio is available by updating and sharing the grants tracker and reporting calendar on a monthly basis.

Other

  • Support the Grants Manager with grants management meetings (GMMs) e.g. development of GMM schedules, arranging GMMs, collating presentations, minute taking.
  • Support the Grants Coordinator/Manager and other colleagues in the preparation of ad hoc internal and external grants documents and communication materials e.g. HQ or donor updates, project overviews, briefings. 

Requirements (essential)

  • Jordanian nationality
  • A primary degree in any of the following: Social Sciences, Development Studies, or other relevant discipline;
  • A minimum of one years’ experience on grant management, report and proposal writing, programme support to international humanitarian or development programmes;
  • Fluency in English, with excellent written and oral communication skills;
  • Demonstrable experience of reviewing and editing written communications and documents;
  • Organized, attention to detail and ability to manage a significant workload;
  • Ability to work under pressure, with minimum supervision;
  • Good computer skills (Word, Excel, PowerPoint, Teams, Outlook, etc.);
  • Excellent interpersonal skills with the ability to interact well with people of all backgrounds;
  • Enthusiastic, committed and keen to work hard to achieve the objectives of the programme.

3-  Markets Coordinator

Job purpose:

Under the supervision of Senior CVA Coordinator, the Markets Coordinator will be responsible for ensuring the high-quality  implementation of the market based activities in GOAL's food voucher and regular MPCA programme, including support to design and planning, implementation and reporting, and staff supervision and coordination. The candidate will be responsible for ensuring the timely implementation of activities and that these are carried out in line with GOAL guidelines and Standard Operating Procedures (SOPs). The Markets Coordinator in Turkey will be responsible to provide needed technical support to GOAL’s Markets team in Syria and support the implementation of training to build the team capacity and performance. The Markets Coordinator will work closely with the CVA Coordinator and the CVA team to ensure the CVA programme is adapting to the market dynamics in Syria in a timely way. In addition, the Markets Coordinator will work closely with the Global Cash Adviser and Senior CVA Coordinator to continuously improve the programme policies and procedures. 

Duties, objectives and competencies

Key Responsibilities

Project Implementation

  • In coordination with Senior CVA Coordinator & CVA Coordinator, the Markets Coordinator will be responsible for the design and implementation of the market teams activities within the food voucher and regular MPCA programme including, overseeing shopkeeper’s selection and contracting and ensuring high quality market assessments are carried out. Also, the candidate will be responsible for monitoring the performance of shopkeepers as well as evaluating the impact the programme has on selected and unselected shopkeepers.
  • Lead the participatory development of annual Detailed Implementation Plans (DIPs) for the markets team in line with project proposal including vendor registration and monitoring, monitoring and evaluation, and staff capacity development events.
  • Develop weekly and monthly activity plans for the market team in line with the annual DIP.
  • Lead the implementation of project activities according the project proposal and relevant plans, including all related procurements.
  • Track progress against weekly, monthly, and annual plans. Identify gaps and systematically develop processes to gather data, analyse options, and propose evidence-based solutions to ensure timely and effective implementation of activities.
  • Lead the design, implementation, and write-up of market assessments and identification of viable target areas for food voucher & regular MPCA assistance.
  • Promote the integration of agency and industry standards and best practices in food assistance and market-based programming.
  • Coordinate the development, implementation and analysis of price and market monitoring for a sample of villages receiving food assistance and ensure timely information sharing and discussion with the CVA Coordinator & Senior CVA Coordinator.
  • Support the planning, implementation, and follow up on regular team meetings to review data and analysis and consider implications for programming with the Senior CVA Coordinator and CVA Coordinator.
  • Regularly review Market Monitoring team reports and take agreed upon actions to address the issues raised in coordination with the Senior CVA Coordinator & CVA Coordinator.
  • Contribute to the development and review of all Guidelines, SOPs and other key programme documents in coordination with the Senior CVA Coordinator, CVA Coordinator.
  • Responsible for ensuring the adherence to all Guidelines, SOPs and other key programme documents by the relevant team in Syria

Staff Supervision and Leadership

  • Provide technical line management to the markets team in Syria. Support the regular review of the Programme org chart and JDs and any necessary revisions to promote effectiveness and efficiency.
  • Provide strategic guidance to Programme staff implementing, including support for market assessments and price monitoring systems.
  • Identify strategic needs and opportunities for staff capacity building to ensure high quality Programme implementation and lead the coordination or implementation of trainings and other opportunities for staff capacity building.
  • Ensure that all members of the markets team understand and complete GOAL performance management and professional development process.
  • Ensure strong communications within the markets team and between the markets team and the CVA team, inviting input from all members, ensuring their appropriate involvement in decision making, and sharing regular updates regarding developments in the Programme.
  • Model and promote GOAL core competencies, approaches to safety and security, and staff care.

Institutional Learning, Documentation and Sharing, and Reporting

  • Support ongoing monitoring and evaluation processes, including development of tools and review of evaluations.
  • Ensure needed PDMs and monitoring procedures are taking place as needed and checking any need for program adjustments based on these reports.
  • Coordinate with MEAL staff to plan, implement, and analyze the results of PDMs and other relevant monitoring data on a monthly basis.
  • Support beneficiary accountability and participatory approaches throughout the Programme cycle.
  • Participate in writing quarterly and annual reports. In addition, to ensuring needed information is collected accurately and timely.
  • Take the lead in the completion of success stories and case studies showcasing the food voucher & MPCA programme.

Requirements (essential)

  • Degree or master’s level qualification in economics, business, food security, humanitarian assistance, nutrition or any other relevant field
  • Minimum 2 years’ experience in humanitarian programming with an NGO with at least one year experience in a programme management or coordination position.
  • Proven technical skills and experience in market based programming including but not limited to programme set up, design, implementation, monitoring and evaluation.
  • Experience and/or knowledge of market analysis tools, including market systems analysis
  • Strong grasp of project development and management and proven capacity in budgeting and financial management
  • Experience managing people and/or processes within an organization
  • Proven problem solving and coordination skills, flexibility and calmness under pressure

4- Nutrition Coordinator

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate and Norther Aleppo , both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Currently GOAL works on nutrition issues through its food security and micronutrients programs and is looking to extend the nutrition programming in 2020-2021. The Nutrition Coordinator will play a leading role in program design and developing a strategy for GOAL’s nutrition interventions.

Job purpose:

Under the supervision of Syria Program Director, the Nutrition Coordinator will be responsible for ensuring the high-quality implementation of GOAL's nutrition programme, including support to design and planning, implementation and reporting, and staff supervision and coordination. The Coordinator will be responsible for ensuring the timely implementation of activities and that these are carried out in line with GOAL guidelines and Standard Operating Procedures (SOPs). The Coordinator will be responsible for providing needed technical support to GOAL’s nutrition team in Syria and support the implementation of training to build the team capacity and performance. The Nutrition Coordinator will work closely with the other program departments to ensure nutrition sensitive activities are integrated as much as possible, particularly for food security and cash and voucher assistance.  In addition, the Coordinator will work closely with the Global Nutrition Adviser to continuously improve the programme policies and procedures

Duties, objectives, and competencies

Key Duties:

Provide strategic direction to the Nutrition Programme:

  •  In collaboration with GOAL’s global advisors, oversee and manage all elements of the Syria nutrition program, including the team in line with the organizations global goals.
  • Take ownership of and finalise the development of an evidence-based nutrition strategy, designed specifically for the Syrian context to guide programme direction.
  • Ensure that GOAL’s nutrition programme remains in line with guidance from the Nutrition Cluster and global technical bodies, is in line with GOAL’s global strategy responsive to data generated from the field and is attainable given donor priorities.
  • Review use of GOAL’s four pillars within program design of ‘how’ we work, using a systems approach, fostering inclusion, working to increase resilience and facilitating social and behavior change.

Overall responsibility for the implementation of the Nutrition Programme and achievement of results:

  • Ensure the implementation of the Nutrition programme through all stages of the project management cycle.
  • Work with MEAL to develop appropriate MEAL tools, to enable timely data analysis and subsequent data use, with a focus on a)  assessment of quality of activities, b) reflection on whether change is being achieved and c) demonstrate the achievement of results to report on deliverables,.
  • Work with the M & E Department to strengthen and maintain a project monitoring and evaluation system, including an effective field reporting system that will enable measurement of progress at output and outcome levels.
  • Lead timetabled review meetings, sharing updates, experiences and discussing adaptive management of the program.
  • Lead on development of learning documents, based on MEAL data generated in collaboration with reflections from program staff. Share learning with HQ and other countries as appropriate.
  • Develop and maintain project tools which support project implementation and review of progress. Support the field teams to prepare programmatic work plans, target tables and project budgets specific to their areas of focus.
  •  
  • Manage the project budget through approving expenditures in accordance with GOAL policies and reviewing monthly budget versus actual reports, comparing with time and targets achievement.
  • Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities.
  • Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project food security and nutrition staff .
  • Ensure GOAL Syria’s nutrition activities support GOAL’s global strategy. In particular, ensure that global goal 3 ‘Food & Nutrition Security’ is addressed cohesively, using global guidance to support this achievement. Also review how nutrition focused actions can be harnessed to also support global goal 2 ‘Resilient Health’ as appropriate.
  • Ensure that all GOAL mainstreaming policies are incorporated in all  proposals and activities developed
  • Lead the development of a referral mechanism and communication strategies for referrals between GOAL and other nutrition facilities actors in the ground.
  • Prepare and provide regular monthly progress reports in coordination with relevant departments.


Management and leadership:

  • Provide overall leadership to the Nutrition Department, approaching the role with energy, professionalism and enthusiasm to create a positive and high performance environment.
  • Manage departmental resourcing ensuring careful HR planning to meet the needs of the programme.
  • Work to ensure that all project job vacancies are filled in a timely fashion through coordination with the HR Department through the recruitment process
  • Ensure work plans are in place for all project staff to reflect objectives and that mid-term reviews and annual appraisals are completed for all direct reports.
  • Provide remote monitoring of staff performance and achievements against work plans and provide on-the-job feedback and instigate corrective measures to ensure the optimal productivity and efficiency of staff
  • Foster a stable and participatory working environment by promoting experience sharing and lessons learnt.
  • Identify and pursue opportunities for the technical development of project staff, organise capacity development and provide remote training as required.
  • Participate in the external coordination Clusters with nutrition partners and governmental bodies and provide technical support and guidance in the nutrition sub-committee and cluster, where relevant
  • Ensure information is circulated to the field teams appropriately, and that information is fed from the field teams to senior management.
  • Liaise regularly with GOAL’s global nutrition technical team to ensure appropriate technical support for the program.

Requirements (essential)

  • Jordanian nationality
  • Degree level qualification in nutrition, science, public health, medicine, or any other relevant field
  • Minimum 3 years’ relevant experience in nutrition or health related humanitarian programming with at least one year experience in a programme management or coordination position.
  • Experience of training, leading review meetings and workshops
  • Experience of budget management, project administration, logistics and Human Resources management
  • Strong experience in people management and demonstrable capacity for departmental leadership.
  • Strong analytical and writing skills. Experience of proposal writing, log frame development and donor reporting.
  • Excellent IT skills, including strong knowledge of MS Office applications
  • Excellent communication, interpersonal and training skills and a track record of building/developing cohesive teams
  • Good communication skills (written, spoken), including excellent writing skills in English.
  • Ability and willingness to travel extensively to the field (up to 30%).
