The Embassy of Switzerland in Jordan is looking to reinforce its Finance Team with a second Financial Controller who reports to the Regional Head of Finance, Personnel & Administration (CFPA). In close collaboration with the operational team, the Financial Controller is responsible for managing the financial aspects of the Swiss Cooperation projects in the region. He/she is responsible for administering the projects in SAP, including financial management/planning, and establishing/managing contacts. He/she conducts thorough analysis of: budgets, financial reports and audits. He/she prepares and conducts Partner Risk Assessments and proposes mitigation measures. Moreover, he/she supports the preparation/coordination of the internal/external examinations of the Swiss Cooperation office. The Financial Controller also assists the Finance Officer in accounting matters, as well as payments, whenever needed. If required, deputises the second Financial Controller and/or the Financial Officer during absences.
Duties & Responsibilities
Contracting:
- Establishes contracts in the contract system (ESPRIT) upon request for all units of the Swiss Embassy
- Ensures completeness and proper documentation of contracts
- Supports and coordinates the follow-up with operational and finance staff in contractual issues
- Contacts partner organizations in coordination with responsible operational staff if necessary
Project Cycle Management (PCM):
- Supports/guides operational staff for partner-risk-assessment of new partner organizations
- Administrates projects in SAP (opening of new projects, budgeting, and financial planning) in close collaboration with operational staff
- Analyses project budgets and ensures proper documentation
- Advises partner organizations in the choice of an external auditing firm and in the formulation of audit ToRs
- Analyses financial reports and audit reports of projects and ensures proper documentation
- Checks partner audits on conformity with requested ToRs and quality of audit and auditing organizations
- Advises partner organizations in financial matters, as needed, in close collaboration with the direct superior
- Prepares project payments and verifies conformity with contracts and internal regulations
- Supports operational staff in closing projects administratively
- Contributes to improving processes and tools linked to the financial PCM
ICS/Internal/External Audits:
- Supports direct supervisor in organization of the external audit of the SCO Amman and acts as additional focal point during external audit
- Assists supervisor in implementation of the recommendations made on the basis of the external audit
- Contributes to relevant parts of the Embassy’s Internal Control System (ICS) and ensures follow-up of issues related to his/her area of responsibility
Accounting & Payments
- Replaces the Finance Officer and/or the Financial Controller during absences
- Ensures all project related bookings (payments, etc.) are entered into ESPRIT/Vision+
- Establishes internal payments/e-banking transactions in close collaboration with the Finance Officer
Profile & Requirements
- Minimum Bachelor Degree in Accounting/Finance or similar; Master's degree is an advantage
- At least 5 years proven experience as a Financial Controller or similar. Preferably with an International Organisation, NGO or donor
- Experience with internal and external audit procedures
- Very good ICT skills, especially Excel, solid knowledge of SAP software
- Works in an independent and pro-active manner
- Reliable, thorough, conscientious and timely personality with attention to detail
- Fluent in English and Arabic; knowledge of any Swiss language is an advantage
- Willingness to travel in Jordan and abroad if required
