Finance and Admin Assistant
General objective of the job
The Finance and Admin Assistant ensures that accounting processes and systems are running effectively and efficiently to enable programme staff and other stakeholders to implement the War Child Programme in Jordan.
S/he is also responsible for the compliance with external donor financial and administrative requirements.
Position in the organisation
The Finance and Admin Assistant is part of the Operations Support department reporting to the Operations and Finance Manager.
S/he does not manage staff.
Result areas
Handling finances
- Enters accounting information into bookkeeping (Unit 4), and cross check accurateness and completeness before submitting in a timely manner;
- Handles petty cash;
- Checks receipts and eligibility;
- Prepares Checks and transfers;
- Follows up closely on monthly cash and cheque advances;
- Ensures that all bookkeeping/financial documents of partners and War Child are compiled and organized according to international auditing standards;
- Builds the capacity of partners and staff;
- Explain and train project staff on requirements to process payments
- Checks and verifies that all payments are done in accordance with WCH Financial & procurement rules and regulations;
- Prepares monthly financial reports to HO and submits them to the Finance Manager;
- Monitors bank accounts and prepares monthly bank and cash reconciliations;
- Collects approvals payments
- In the absence of the Finance Manager provides support to the WCH team and partners;
- Checks financial reports from partners and prepares reports to Head Office;
- Assists during Audits and follows up on findings;
- Any other task appointed by the line manager;
- Scan all JRNLs after entry.
- Takes on any other relevant tasks to the area of responsibility as requested by the Finance Manager;
Handling Operations and Procurement
- Draft Procurement Requests “PRs”
- Draft Procurement Orders “PO” especially for preferred suppliers
- Draft Bid analysis form
- Scan PRs Scan POs
- Prepare GRN
- Maintain information on PRs and POs in the tracking sheet
- Update information on suppliers in the suppliers list
- Update contract information in the contract management list
- Draft letters to Government ministries and other appropriate local institutions to ensure processing of Expat staff conditions of service, entitlements and privileges in country (work permit, Income tax, residency permit. Etc.)
Handling HR
- Provide staff with policies when required;
- Assist in uploading the timesheet for staff on monthly basis
- Remind staff of submission of appraisal form, timesheets, and follow up on collecting form or data required for staff.
- File timesheets, leaves etc
- Maintain timetables, for contract reviews, renewals, IDs and serial number.
- Assist in calculating the leave balance and assist in follow up on staff leave request form submission.
- Exams monitoring for candidates when needed
- Take minutes of meetings when required
- Assist in induction of new staff
- Organize inductions invitations
- Assist to maintain the human resources filing system, paper and electronic and ensure that files are kept confidential.
Knowledge and Experience
Degree in Accounting or similar degree;
Two years’ experience in similar positions with an NGO for an EU- or UNICEF/UNHCR funded project is preferable (if possible UNIT 4 package);
Preferably previous experience working with children/refuges/vulnerable populations;
Skills and Competencies
Strong computer skills, Microsoft office and especially Excel;
Fluency in Arabic and English;
Cultural sensitivity;
Result-oriented;
Attentive to detail and cost-conscious;
Works well in small team;
Flexibility;
شهادة في المحاسبة أو درجة مماثلة ؛
يفضل وجود خبرة لمدة عامين في وظائف مماثلة مع منظمة غير حكومية لمشروع ممول من الاتحاد الأوروبي أو اليونيسف / مفوضية الأمم المتحدة لشؤون اللاجئين (إن أمكن حزمة الوحدة 4) ؛
يفضل خبرة سابقة في العمل مع الأطفال / اللاجئين / السكان المعرضين للخطر ؛
المهارات والكفاءات
مهارات كمبيوتر قوية ، Microsoft Office وخاصة Excel ؛
إتقان اللغتين العربية والإنجليزية.
