1- Partnership Operations Coordinator

GENERAL POSITION SUMMARY:
The Partnership Operations Coordinator provides technical support in operations and capacity building to partners during the design and delivery of their humanitarian sub-projects in Syria.  S/he will serve as a technical resource within the ISHA team (for both program staff and ISHA partners) on operational issues.

The position is not responsible for overseeing operational elements of implementation, as the ISHA program does not directly implement programs in Syria.  Instead, s/he will be responsible for providing remote tailor support and technical assistance to partners in critical areas such as procurement, recruitment, warehouse and fleet management, and developing and documenting procedures and policies on topics such as logistics, administration and HR. The successful candidate will enjoy mentoring and coaching his/her Syrian NGO counterparts, employ a learning-by-doing approach throughout the project lifecycle, and be able to problem-solve creatively, communicate effectively, and provide feedback constructively.


ESSENTIAL JOB FUNCTIONS:
Project Management (partner level)
  1. Serve as ISHA’s technical resource for all partners operational activities such as logistics, procurement, assets, and HR throughout the sub-grant lifecycle
  2. Contribute to ISHA sub-award processes, such as pre-award assessments, review of partners’ proposed project packages and budget, partner finance report packages, and close-out documents
  3. Maintain sub-grant operation folder and detail file for each partner, and track submission of correction, improvement and other deliverables.
  4. Provide close monitoring and coaching of partner projects to ensure they remain relevant and feasible in the midst of contextual changes, and provide strategic advice and support throughout modifications
  5. Provide operational compliance for all aspects of the project in accordance with USAID regulations
  6. Lead the development of partners’ operational policies and procedures to help them more effectively meet donors’ regulation and fulfill partner requirements, including review and documented
  7. Maintain oversight and responsibility all partners to ensure that their operational procedures and practices are well defined, documented and consistently applied with USG, Mercy Corps and their own policies
  8. Coordinate with the ISHA team, partner, and Mercy Corps various teams to ensure due diligence processes are followed related to partners’ activities.
  9. Responsible for reviewing and approving partners’ operation related documents and contribute the feedback during team monthly meeting for each partner
  10. Follow-up with partners on any procurement, logistics, administration, and HR issues that emerge from on-going sub-project monitoring

Capacity Strengthening (to partners)
  1. Collaborate closely with partners and other ISHA staff to develop capacity strengthening support plans for each partners’ operational activities (including logistics and HR) and to ensure track alignment of partners’ operational activities with expenditures
  2. Identify, prepare, adapt and constantly refine resources, materials and tools to strengthen the operation related capacity of local partners to ensure they are in line with global and Mercy Corps best practice.
  3. Responsible for the delivery of high quality, tailored and targeted technical support to partners implementing projects
  4. Lead partners to strengthen and improve their operational systems, processes and policies in support of their organizations’ mission
  5. Use coaching and mentoring techniques to provide on-going operational technical assistance to each partner throughout sub-grant lifecycle and in line with agreed-upon capacity development plans.
  6. Contribute to the measurement and evaluation of capacity strengthening outcomes of partners
  7. Support partners from ISHA 1.0 through the Graduate program

Partnership & Capacity Strengthening (project level)
  1. Provide support to the partner selection process, from design of Call for Application and CfA tools to providing support during the scoring and justification steps
  2. Support development of tools for ISHA’s Online Learning Program, primarily related to Operation and in coordination with Mercy Corps’ global teams, as well as DisasterReady.org
  3. Contribute to the further refinement of ISHA’s partnership & capacity strengthening model and tools
  4. Provide support to other partnership teams on some of ISHA’s best practice

Coordination and Communication
  1. Use remote coaching and mentoring techniques to provide on-going technical assistance to partners throughout sub-grant lifecycle and in line with agreed-upon capacity development plans
  2. Collaborate closely with other project staff to ensure capacity development support to partners is tailored, targeted and responsive to their operational needs and priorities
  3. Monitor performance and anticipate any changes in work environment that could  affect work plan and adjust plan to adapt the  changes
  4. Contribute to donor reports, updates to HQ or the region, or the compilation of other requests for information as necessary.
  5. Cheerfully carry out other duties as requested.

ACCOUNTABILITY
REPORTS DIRECTLY TO:            Partnership Finance and Compliance Manager
WORKS DIRECTLY WITH:           All of the ISHA team, Operations team at Mercy Corps Syria, Finance and Subawards teams in Mercy Corps Syria and HQ

KNOWLEDGE AND EXPERIENCE: 
  • At least 5 years of experience working in a non-governmental organization (NGO) focused on humanitarian assistance, relief or development work required; experience in a local NGO preferred
  • Experience working with local civil society organizations to strengthen their own knowledge and processes
  • Direct experience implementing, overseeing, or advising on NGO operations, ideally in a humanitarian context
  • Skills in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
  • Ability to analyze complex problems, interpret operational needs, and develop integrated, contextually-appropriate creative solutions
  • Experience with procurement, logistics, administration, and HR is required.
  • Commitment to capacity building and demonstrable past experience engaging and working with local civil society organizations or community groups
  • Demonstrated capacity to collaborate closely with a broad range of stakeholders in different geographic locations; experience with remote management or monitoring a plus
  • Familiarity with the MS Office software (i.e., Word, Excel, and PowerPoint) is required
  • Excellent oral and written English skills, as well as Arabic
  • Knowledge of humanitarian principles, standards including SPHERE, accountability, is an must
  • Demonstrated knowledge of the Syrian conflict context and understands project needs a plus
  • University Degree or higher in relevant field
  • Strong understanding of structures and processes of NGOs - including sub-grant mechanisms- required; familiarity with US government donor rules and regulations is a must
  • Excellent facilitation skills and ability to build strong and trustful relations with partners and to adapt coaching techniques according to each peers learning style

SUCCESS FACTORS:
In addition to a strong technical background in operations, the ability to multi-task, build consensus, negotiate, and effectively communicate key information in support of changing program activities is necessary. A willingness to creatively solve problems, juggle multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential.  Most importantly, the successful candidate is committed to mentoring and supporting- rather than monitoring and supervising- local partners. The Partnership Operations Capacity Coordinator must be willing to travel to other Mercy Corps offices in the region as necessary (less than 10% of time).

2-  Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

GENERAL POSITION SUMMARY:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator will be responsible for strengthening the monitoring, evaluation, and learning capabilities of ISHA partners. S/he will identify areas for growth within each partner organization and will develop strategies and workplans for each partner. As ISHA supports partners through a learning by doing approach, s/he will train and coach partners from the project design phase, through implementation, and close-out as well as to adapt throughout the project period. Working closely with the ISHA program team, s/he will support partners to assess needs, design M&E processes and tools for their projects, identify beneficiary criteria and selection processes, and implement feedback mechanisms. 

A key to success will be the candidates’ ability to coordinate very closely with the rest of the ISHA team –other M&E team members, Finance/Compliance, Operations, and Programs to ensure that our work is in the best sequence and complimentary as possible. The successful candidate will enjoy mentoring and coaching, employ a learning-by-doing approach throughout the sub-grant lifecycle, and be able to problem-solve creatively, communicate effectively, and provide feedback constructively. 

ESSENTIAL JOB FUNCTIONS: 
Project Management (partner level)
  • Provide technical guidance to partners during the development of their project designs
  • Support partners to conduct assessments, from design to implementation and analysis, ensuring that sound assessments are documented and inform project design. 
  • Ensure that partners develop logframes that are SMART and meet donor guidelines
  • Work with partners to identify appropriate indicators and systems for collecting and reporting on key project data. 
  • Work closely with ISHA’s program teams to support partners to develop most appropriate participant targeting including criteria, selection and verification, as well as tracking.
  • Support partners to develop, adapt and maintain M&E tools and systems, while also aligning with donor and Mercy Corps requirements.  
  • In collaboration with the wider team, lead process to create templates, formats, and guidance for sub-project data collection and reporting for use by selected partners
  • Maintain oversight of data management systems and quality of reports produced by partners.
  • Provide guidance to partners about how best to staff and resources their project’s M&E needs
  • During implementation, work closely with ISHA program teams and partners to ensure the use of partner data for learning program adaptations, and decision-making processes.
  • Review partner reports, with focus on M&E section, to ensure monitoring activates are well planned and implemented on time
  • Follow-up with partners on any issues that emerge from the reports, and work with them to realign or revise project plans as necessary.
  • Provide close monitoring and coaching of partner projects to ensure they remain relevant and feasible in the midst of contextual changes, and provide strategic advice and support throughout modifications

Capacity Strengthening Support to Local Partners
  • Work closely with partners and other ISHA team members to identify and prioritize capacity strengthening needs.
  • Collaborate closely with partners and other ISHA staff to develop capacity strengthening support plans for partners
  • Develop systems for measuring and tracking partners’ progress in addressing priorities identified in their capacity development plans.
  • Work closely with other ISHA team members to ensure capacity strengthen activities are conducted as agreed, ensuring complementarity and cross-over of key learning messages
  • Serve as the primary trainer for key ISHA topics including Beneficiary Feedback Mechanisms, Beneficiary Identification, Verification, and Tracking (BIVT), and Assessments.
  • Identify, prepare, adapt and constantly refine resources, materials and tools to strengthen the capacity of local partners in protection and project management to ensure they are in line with global and Mercy Corps best practice.
  • Ensure that partners are familiar with and able to effectively utilize project templates and/ reporting platforms.  With the partners, review or edit data in reports as requested and required.
  • Train, advise and mentor partner staff on ‘promising practices’ in M & E, with a specific focus on approaches and activities appropriate for working in conflict.
  • Support local partners’ efforts to develop or strengthen their own M & E systems, effectively analyze project data, and use it to drive decision-making. 
  • Work closely with the project teams to track and analyze the impact and quality of support provided, and make necessary programming changes if required.
  • Support partners to conduct frequent reviews and reflection aimed at improving performance, ensure a coherent and comprehensive project is implemented, lessons are learned and experiences shared across the project team.
  • Use coaching and mentoring techniques to provide on-going technical assistance to protection partners throughout sub-grant lifecycle and in line with agreed-upon capacity development plans.
  • Contribute to the measurement and evaluation of capacity strengthening outcomes of partners
  • Support protection partners from ISHA 1.0 through the Graduate program

KNOWLEDGE AND EXPERIENCE: 
  • At least 5 years of experience working in a non-governmental organization (NGO) focused on humanitarian assistance, relief or development work;
  • Excellent facilitation skills and ability to build strong and trustful relations with partners and to adapt coaching techniques according to each peers learning style
  • Demonstrated experience with project design and indicators, monitoring and evaluation and donor reporting for humanitarian programming, ideally in a highly insecure context;
  • Direct experience implementing, overseeing, or advising humanitarian programming, ideally in a humanitarian context
  • Ability to managing quantitative data while not losing sight of the bigger picture and meaning.
  • Experience working with local civil society organizations to strengthen their own M&E systems. and processes strongly preferred.
  • Good understanding of structures and processes of NGOs - including sub-grant mechanisms- required; familiarity with US government donor rules is preferred
  • Experience with project design and delivery, monitoring and evaluation, and donor reporting required
  • Commitment to training and developing capacity in M&E is required;
  • Commitment to local capacity building and demonstrable past experience engaging and working with local civil society organizations or community groups
  • Demonstrated capacity to collaborate closely with a broad range of stakeholders in different geographic locations; experience with remote management or monitoring a plus
  • Active knowledge of humanitarian standards and codes, including SPHERE, Core Humanitarian Standard is an asset

Attention to detail and patience to work through data results. A willingness to take initiative, creatively solve problems, juggle multiple priorities under pressure, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations is also essential.  An interest in and commitment to growing and enhancing impactful programming and supporting a team is essential. Sensitivity to multi-cultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical. Most importantly, the successful candidate will be a team play and committed to the overall objectives of the ISHA project. The MEAL Coordinator must be willing to travel to other Mercy Corps offices in the region as necessary (less than 10% of time).
