Of the some 5 million Palestine refugees registered with our Agency, roughly one third live in 58
recognized refugee camps in Jordan, Lebanon, Syria, the West Bank and Gaza Strip.
Over the years, these camps have transformed from temporary 'tent cities' into hyper-congested
masses of multi-storey buildings with narrow alleys. The camps are considered to be among the
densest urban environments in the world, but because camp structures were built for temporary
use, over the decades the buildings have become overcrowded, critically substandard and in
many cases life-threatening. Launched in 2007 to address the deteriorating environments of the
camps, the Infrastructure and Camp Improvement Programme (ICIP) adopts an integrated,
comprehensive, participatory and community-driven improvement of the built environment of
Palestine refugee camps.

The main responsibilities include:
Providing technical guidance on various aspects of the environmental infrastructure
component related to sewerage collection, treatment, disposal and use, management of storm
water run-off and drainage, and on management of water supply and distribution networks
as follows:
- Assessing the needs and infrastructure problems in the refugee camps as related
to sewerage collection, treatment, disposal and use, water supply and distribution
networks, the storm water run-off and drainage to determine the services and
facilities required to meet these needs;
- Providing technical recommendations and guidance to develop sustainable
sewerage, drainage, storm water run-off and water infrastructure; preparing
guidelines or tools for development of community participation and awareness in
their maintenance;
- Advising the supervisor on all aspects relevant to various stages of related projects
development including proposals, planning design, and construction that will be
implemented by respective Field offices;
- Preparing/reviewing terms of reference of feasibility studies, appraisal of feasibility
studies, and preliminary and detailed technical designs for projects, with respect
to sewerage, drainage, storm water run-off and water infrastructure projects.
Planning, developing and supervising or reviewing designs of water supply and distribution
networks, sewerage collection, treatment, storm water run-off and drainage components of
the Infrastructure and Camp Improvement Programme Agency-wide, including resource
planning; creating detailed designs of water, sewerage and drainage systems, when needed,
using modeling software;
Assessing project works related to water supply and distribution networks, sewerage
collection, treatment, disposal and use, storm water run-off and drainage, through Fields’
visits and/or reviewing Field’s related progress reports, ensuring that works, design and
related activities/interventions undertaken are in accordance with the approved policies,
strategies, standards, procedures and best practices;
Developing UNRWA policies and strategies, manuals, instructions and guidelines in the water
supply and distribution networks, sewerage collection, treatment, disposal and use,
management of storm water run-off and drainage sector including maintenance works in line
with other UNRWA general policies; contributing to the Design Manual and the “Camp
Improvement Manual” and other technical instructions in the area of environmental
infrastructure related to water supply and distribution networks, sewerage, storm water runoff and drainage;
Preparing for the supervisor’s approval procedures and instructions related to establishments
and periodic upgrading of camp-by-camp situation analysis to identify problems, needs and
priorities, to ensure adequacy and continuous maintenance of water supply and distribution
networks, sewerage collection, treatment, disposal and use and management of storm water
run-off and drainage;
Supervising the work of relevant consultants engaged by the Department of Infrastructure
and Camp Improvement at HQ Amman and the Fields when needed;
Planning, recommending and supervising the Department training programme in the area of
water supply and distribution networks, sewerage collection, treatment, disposal and use, and
management of storm water run-off and drainage.
To qualify for this position, you will need:
Education An advanced university degree (Master’s or equivalent) from an accredited
educational institution in Civil, Infrastructure or Environmental Engineering; a
first-level university degree in combination with three additional years of
qualifying experience may be accepted in lieu of an advanced university
degree;
Knowledge of appropriate computer applications such as AutoCAD,
infrastructure engineering software, such as Infrastructure Design Software
and/or other related software;
Knowledge of the latest development of new materials and methods and their
impact on design and construction.
Work
experience
At least eight years of progressively relevant experience in environmental
engineering, including design, construction, project planning, management
and contract administration, related to water supply and networks, sewerage
collection, treatment, disposal and use, management of storm water run-off
and drainage;
Experience of computer applications relevant to environmental engineering.
Language(s) Excellent command of written and spoken English and Arabic.

Conditions of service
Monthly basic salary JD 1246.60 plus special occupation allowance of 69.90% of the basic
salary. Other benefits include monthly Provident Fund contribution (15% of basic salary paid by
the Agency), compulsory medical insurance, 30 days of annual leave, and dependency allowance
(if applicable).
Additional information
The incumbent may be required to travel to the Fields and sites in the Agency’s area of
operations;
The incumbent may be required to work during irregular working time, when needed.
