HR Planning & Development Specialist
Job Purpose:
Responsible for contributing to the design and delivery of people and organizational development strategies and interventions to enhance the effectiveness of staff, and improve employee commitment and alignment. Work on business-specific strategic imperatives that focus on assessing and diagnosing organizational needs, driving change, and delivering best-in-class learning and organizational development solutions in support of the business strategy.
The job entails exposure to:

Education: Bachelor Degree in Industrial Engineering or any related field.
Work Experience: minimum of 3 to 5 years of experience within the same field.
Qualification and Certificates: An OD/L&D qualification

- Anticipate and articulate emerging organizational needs and identify areas for organizational change.
- Design and deliver OD and change management strategies and interventions that support the business strategy.
- Undertake internal diagnosis, process/system reviews in order to understand barriers and propose possible solutions.
- Develop staffing plan to assess and identify the number and types of employees the organization needs to achieve its goals.
- Explore innovative talent solutions to accommodate the staffing needs.
- Create and update job descriptions, manage all the job analysis and job evaluation activities, grade new jobs, assess and approve new headcount requests.
- Champion the career development, succession planning, talent pool management.
- Design different employees’ policies and procedures in response to any organizational changes, suggest certain reward and benefits schemes and lead different activities to enhance employee satisfaction and engagement.
- Lead and facilitate employee engagement surveys, analyze results, and devise Employee Engagement action plans.
- Identify organizational, team and individual performance gaps using industry standard tools and processes, accordingly, design and implement innovative learning solutions and continuously scan the environment for new ways of learning.
- Foster a talent-focused culture through developing multiple talent tracks to upskill for the future.
- Design and implement individual development and career plans for talent pool and employees in succession plans.
- Take part in the design and implementation of career development policies and procedures, and play an advisory role in identification of the organization career development needs in line with the company’s business plan.
- Liaise with Talent Acquisition function in assessing internal and external candidates by exploring and applying different assessment tools such as assessment canter activities, competency based interviews, psychometric tests and others.
- Evaluate individual, team and organizational development needs.
- Manage the development budget and relationships with vendors and consultants.
- Perform learning need analysis; define skills and competency gaps and provide solutions to improve the required skills.
- Independently oversee all aspects of learning and development including: defining scope, assessment and evaluation, requirements gathering and alignment in parallel to organizational/departmental goals.
- Evaluate effectiveness and impact of learning and development interventions and define any correction actions.
- Work in close partnership with business leaders across the organization to build a full understanding of their units and needs and to design development solutions.
- Lead Performance Management programs to ensure having a high performing culture in parallel to strategic objectives.
- Ensure the efficiency and effectiveness of the staff appraisal system and the link to reward allocation and organizational development.
- Design and continuously update promotion and retention policies, facilitate and complete promotions cycles in cooperation with related members.
- Report HR Metrics/dashboard, ensure metrics are aligned to the achievement of HR plans and identify areas for improvement.
- Influence organizational decision-making using relevant and value-added metrics.
- Prepare, generate, and analyze ongoing and ad-hoc special reports.
Education: Bachelor Degree in Industrial Engineering or any related field.
