ICLA Technical Officer (National Position) - Re-Advertisement
Overview:
NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programs across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programs. In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by the conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people. The Syrian Crisis is well into its eight-year, but the level and intensity of conflict in the country remain high. Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
Our Ideal Candidate:
We are seeking a motivated professional individual to join our Syria Response Office’s operations. The ideal candidate must have a minimum of 3 years of experience in project implementation in humanitarian/recovery contexts. Along with a demonstrated experience in a fast-paced work environment and ability to proactively revolve practical issues that arise as part of the implementation. Also, relevant expertise is required. The candidate must be fluent in both Arabic and English, both written and verbal. Ability to work remotely from the locations where the activities are implemented, without direct contact with beneficiaries. The candidate must be a Bachelor’s Degree holder in a relevant field.
Specific Responsibilities:
Integrated Programming (ICLA with other Core Competencies (Education, FSL, Shelter/WASH)
Overall planning and monitoring:
To plan with other Core Competencies on joint activities
To monitor the implementation and to liaise on a daily basis with other Core Competencies to ensure efficient implementation
To proactively resolve practical issues faced in the field
To develop SOP on ICLA processes within the Amman-based team and between Amman-based team and the field-based team to streamline practices
Housing, Land and Property Rights (HLP) Due Diligence (DD) (HLP Analysis prior to interventions by other Core Competencies )
To prepare and oversee the implementation of the task: following up with other Core Competencies, sharing the DD form and preliminary information available, following up with the team on the implementation and on the deadline.
To carry out the analysis: receiving the file and the supporting materials, analyzing the case file, to draft a summary, liaise with PC and Legal TO if legal support needed and to draft agreed recommendations in English to present the file to PM
To archive and data management: scanning and archiving soft and hard copy, updating the information into an existing database
To keep the line manager informed of the progress
To manage effective communication with other Core Competencies
To contribute to the team’s HLP research based on the information gathered during the DD process
Collaborative Dispute Resolution (CDR)/ Mediation support
Monitoring and supporting field staff
To closely monitor CDR cases encountered in the field
To provide guidance to field teams on how to proceed with the cases and to liaise with PC and Legal TO when needed.
To ensure proper and timely use of the monitoring and reporting tools.
Overall capacity building on soft skills
To develop a capacity building plan based on assessed needs, in particular in relation to mediation skills.
To implement personalized capacity building sessions for each team member based on needs and line managers' recommendations.
To liaise with other TOs in charge of legal skills and topics capacity building based on needs and line managers' recommendations.
Support other ICLA activities
To support the Project Manager in co-chairing the HLP TWG meeting: preparing Powerpoint presentations and practical arrangements, drafting of the products of the HLP TWG such as guiding framework, key issues papers and minutes of meetings provided by the Project Manager.
To support on protection referrals and protection mainstreaming throughout Information, Counselling, and Legal Assistance (ICLA) activities.
To Support the Focal Point on the Feedback and Complaint Mechanism.
To Support remotely field staff on implementing activities (information sessions, counseling, training…) when needed.
Any other reasonable task as instructed by immediate supervisor
