1- Innovation Regional Team Leader


  • Lead in articulating entry points and/or pivotal considerations for integrating innovation within regional and country-specific strategies, programme and policy portfolios, and other initiatives for achieving the SDGs;
  • Provide technical oversight to the team providing specialized and/or high-profile support on policy advisory and programming services primarily to COs within the region, that respond to CO needs, including through the provision of capacity building and backstopping to COs and UNCTs;
  • Lead the provision of technical advisory services for the scaling up of successful prototypes throughout the region, and provide input to global scale up efforts of innovative policy and programme approaches;
  • Lead the provision of technical advisory services to Country Office Accelerator Labs in the region, to support capacity development of the Labs’ new competencies/protocols and integration of the Accelerator Lab strategy into overall country programming (support non-Accelerator Lab COs in acquiring these capabilities as well).
  • Work with the Regional Bureau’s Country Advisors to ensure relevant, timely and multi-disciplinary response to country needs for policy services;
  • Collaborate substantively with COs and Regional Programmes to achieve regional/CO strategic goals and  plans by supporting relevant regional initiatives and promoting synergies with the regional programmes;
  • Provide specialized and/or high-profile support to high priority COs in project design, planning, implementation, monitoring, evaluation and results reporting in line with RBM guidelines, and support quality assurance, risk management and due diligence processes;
  • Ensure risks are monitored and managed across the portfolio of advisory engagements;
  • Create and facilitate opportunities for developing the capacity of national counterparts in support of achieving the Strategic Plan and other internationally agreed development goals as it relates to the work of this knowledge domain;
  • Provide policy advisory and programming services to COs in other regions received through the GPN;
  • Provide substantive inputs in the development of UNDP’s policies for the thematic area and contribute to the formulation of global policy products;
  • Serve as the regional portfolio manager of the UNDP Innovation Facility and its successor, sourcing innovation proposals, selecting eligible projects for support, coordinating or backstopping technical support, overseeing implementation and the work-out-loud component, managing financial resources allocated, and providing regular updates to the HQ Innovation team;
  • Provide intellectual leadership to the exploration and employment of next generation development approaches, methodologies, tools and techniques, such as behavioral insights, data innovation, and alternative finance; 
  • Support Regional Hubs and country offices to innovate and pilot initiatives in post-conflict settings.
Coordination and delivery of technical assistance, policy development and programme support
  • Receive and coordinate requests for CO programme and policy support, assess nature of request and conduct technical review, determine if the request necessitates a multi-disciplinary response and accordingly coordinate with relevant teams in both Regional Hubs and HQ, and define package of support in collaboration with corporate stakeholders and the GPN network;
  • Act as quality assurance and standard setter in the:
  • Manage annual work plan (including mission plans and budget) in line with Regional Bureau and BPPS priorities, as well as UNDP standards and procedures;
  • Determine if financial assistance is required and accordingly to facilitate a plan of action and to coordinate approvals as required.  
Substantive leadership for innovation content development and curation of tools and resources, from across UNDP’s network of expertise   
  • Provide intellectual and strategic direction in identifying tools, development methodologies and producing knowledge management products linked to innovation;
  • Provide direction on the content development for regional/CO knowledge products through the analysis of data, case evidence, and research findings in accordance with corporate standards;
  • Lead the identification and prioritization of technical issues warranting collaboration with HQ and regional teams to research, develop and share knowledge-based tools, such as policy positions/practice notes/concept papers and other research papers to influence/advance policy dialogue in the knowledge domain and present UNDP’s knowledge assets and capabilities at global and regional forums;
  • Work closely with Innovation team and other substantive teams in HQ to curate and sharpen the research, testing and roll-out of newly commissioned policy/business development initiatives, including the UNDP Accelerator Labs, by providing the regional perspective/specificities as well as experience-based insights on what is of most practical value for national counterparts and regional leaders;
  • Design and deliver opportunities for learning, including hands-on workshops, training packs to facilitate innovation learning, foster and encourage policy innovation and continuous improvement to enhance programme delivery;
  • Provide detailed support to advocacy (‘working out loud’) and reporting on regional outcomes and impact.
Knowledge management and community of practice networking for innovation at the regional level
  • Contribute to and coordinate knowledge generation and management, including through the UNDP Communities of Practice to position UNDP as a knowledge provider on innovation; 
  • Critically review and curate regional data, case evidence and research findings, particularly experience with UNDP Accelerator Labs in the region, to distill pivotal lessons for UNDP globally and to translate substantive learning into organizational agility;
  • Advocate and enable South-South facilitation of exchanges and experiences sharing where valuable;
  • Oversee capacity development of UNDP staff in application of innovative methodologies, tools and practices;
  • Develop and strengthen linkages with communities of practice, both inside and outside of the UN system, to advocate for and support the integration of innovation.
Representation, advocacy, and partner engagement for effective policy positioning in the region 
  • Represent UNDP to advocate core organizational messages and positions in high-profile arenas to position UNDP to influence the policy direction in the region among key regional and sub-regional organizations;
  • Advocate the application of innovation approaches, especially as an integrated approach to accelerating learning and contributing to the achievement of the SDGs, in various regional and country fora;
  • Represent UNDP within engagements in interagency coordination in the knowledge domain;
  • Act as a pivotal resource in shaping the relationship management of regional partners and resource mobilization in line with the Regional Bureau and Global Policy Network priorities, as well as with corporate guidelines;
  • Articulate and enable pathways for mobilizing and fostering external partnerships behind regional initiatives;
  • Manage the building of strategic alliances and partnerships, especially with key think tanks, non-governmental organizations, and lead users;
  • Ensure UNDP/ Representation at inter-agency meetings, academic conferences, donor consultations and other events;
  • On behalf of UNDP in the region, manage joint initiatives with UN system.
Team Management
  • Lead and manage staff in the formulation and implementation of the substantive work plan and oversee staff accountability;
  • Ensure that the technical capacity of staff managed is optimally aligned with business needs and that team members are encouraged to seek new client opportunities and amplify the value and reputation of UNDP;
  • Encourage staff to critically assess themselves against emerging trends and thinking in the profession;
  • Ensure that Performance Assessments are carried out according to UNDP procedures;
  • Establish and maintain an enabling environment for harmonious working relationships and team building, by promoting consistent and constructive communication, open information sharing, and coordination among all staff;
  • Ensure that the work is conducted in accordance with relevant business processes and that high-quality outputs are delivered on time.

  • Advanced university degree (Master’s or equivalent) in economics, business administration, social sciences or related disciplines.
  • A minimum of 10 years of professional work experience in policy advice and programme support preferably across thematic areas with at least four years work experience on innovative solutions for development.  Experience working in developing countries and in post-crisis situations is an asset.
  • Proven track record and leadership experience in the UN system related to innovation.
  • Excellent negotiating and communication skills and ability to mobilize support from a wide range of partners (public, private, academic, civil society, business community leaders);
  • Fluency in English, both written and oral.  Working knowledge of another UN language is an asset.

2- Gender and Public Administration Internship with UNDP Amman Regional Hub


Background
UNDP Amman Regional Hub, primarily provides UNDP Country Offices in the region with easy access to knowledge through high quality advisory services and technical support based on global applied research and UNDP lessons learnt.
The second priority is to provide regional thought leadership, build partnerships and promote regional capacity building, which allow UNDP, governments and other development partners to identify, create and share knowledge relevant to solving urgent development challenges.
More concretely, the work of the Amman Regional Hub includes the following:
  • Policy Research & Analysis;
  • Programme Development & Technical Backstopping;
  • Strategic Policy Advice & Advocacy;
  • Capacity Development & Training;
  • Knowledge Services;
  • Communications.
For UNDP, gender equality is primarily a matter of human rights.  It also recognizes the role of gender equality and women’s empowerment as a driver for sustainable development.  UNDP believes that unless women and men are able to fully realize their rights in all spheres of life, human development will not be advanced.  Recognizing that gender equality is underpinned across the 17 Sustainable Development Goals (SDGs), UNDP advocates for the role of gender equality as an accelerator and integrator in any efforts to advance the SDGs implementation at the regional level as well as country level. Accordingly, gender equality and women’s empowerment are integrated into every aspect of UNDP’s work in supporting countries through a range of programmes and projects.

Duties and Responsibilities
Under the direct supervision of the Regional Gender Team Leader in the Regional Hub in Amman, and working closely with the Governance Advisor in the Regional Hub,  the intern will support the delivery of activities and undertake advocacy and coordination in the following main areas:
The Intern will undertake the following tasks:
  • Map ongoing and /or planned gender equality initiatives at the regional and national levels associated with service delivery and public administration;
  • Search and update available country-level sex-disaggregated data in Public administration and decision-making in Public Administration, building on previous Gender Equality and Public Administration (GEPA) research conducted in the region, including for input into a report on  GEPA in 2020;
  • Identify where public administration across the region uses different classifications and advice on how to harmonise this for improved SDG reporting;
  • Support the analysis of national and regional trends in data and tracking systems for the 2020 Report and in support of SDG reporting;
  • Create country specific summaries on the structure and the scope of public administration and record national priorities on gender equality in public administration, as they may exist;
  • Identify potential national and regional actors and agencies for future collaboration on gender equality in public administration;
  • Focus on countries in the region selected for special attention in the 2020 report;
  • Work with countries likely to participate in the gender seal for the public sector, ensuring that country offices and local partners understand what is required and sharing best practice where possible.

Required Skills and Experience
Education:
  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • Field of studies in Development Studies, Gender Studies, Social or Political Science, Public and International Relations would be desirable;
Experience: 
  • Experience in data collection and analysis in the field of social or economic development fields;
  • Interest in and preferably some prior experience with working in a developing country context;
  • Strong commitment to promoting gender equality, excellent interpersonal and communication skills;
  • Good command in MS Office (Word, Excel, PowerPoint);
  • Available to start end May 2020.
Language Requirements:
  • Fluency in English Language is required. Arabic Language is desirable.

UNDP only accepts interns for a minimum of 6 weeks and a maximum of 6 months.
Working arrangements:
  • As of 1 January 2020, Interns may be given a stipend according to UNDP Internship Policy, if it is not financially supported by any institution or programme, such as a university, government foundation or scholarship programme. A stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station. The stipend will be paid on a monthly basis and part-time internship arrangements are prorated accordingly.
  • Interns are responsible for securing adequate medical insurance for the duration of the internship. UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship. Interns must provide proof of enrollment in health insurance plan.
  • Interns are expected to work full time, but flexibility is allowed for education programmes.
  • The intern is responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed.
  • Interns are not eligible to apply for, or be appointed to, any post in UNDP during the period of the internship.
  • Interns are not staff members and may not represent UNDP in any official capacity.
  • The purpose of the internship is not to lead to further employment with UNDP, but to complement an intern’s studies. Therefore, there should be no expectation of employment at the end of an internship.
  • The intern will be evaluated at the end of the contract.
