The Organization:

Objective of the Position

Working closely with the Inclusion Project Manager, the Inclusion Technical Officer is responsible to support inclusion of persons with disabilities and other vulnerable persons through training and coaching on inclusive practices. And in supporting national and international service providers in improving their services to be inclusive.

Responsibilities: 

Responsibility 1: Capacity building of  humanitarian and  development actors in refugees camps and host community on inclusive practices
Aim: Ensure capacity building plan are established and run on a timely manner 
Activities:

  • Develop tools to assess the level of inclusion of implementation by partners, project staff and/or service providers in close collaboration with the Inclusion Project Manager (PM) and the Project Team.
  • Support the development of adapted capacity building plan, based on capacity assessment result
  • Identify technical resources required for the implementation of the plan and support their mobilization and contractualization in close coordination with the Inclusion PM and the Regional Technical Unit (RTU).  
  • Develop training plan, training materials and deliver training in the areas of expertise and organize all capacity building sessions planned under the project.
  • Set up coaching and mentoring mechanism and accompany its enforcement.
  • Monitor the evolution of professional practices in the field of expertise and document changes.
  • Produce training and coaching reports and coordinate feedbacks with the service providers for strengthening continuous staff development.
Responsibility 2: Capacity building of humanitarian and development actors in refugees’ camps and host community on accessibility. 
Aim:  Ensure that the accessibility needs of persons with disabilities and other vulnerable people are taken into account and service providers adapt their premises accordingly with the required quality
Activities: 
  • Analyse and assess the level of inclusiveness of the premises constructed and managed by humanitarian actors to be used by refugees in the camps and community settings, from a global accessibility point of view.
  • Provide accessibility technical reports with recommendations and specifications of work needed to be completed in order to increase accessibility.
  • Provide technical input before, during and after construction or refurbishing of premises.
  • Identify technical resources required for the implementation of the plan and support in close coordination with the  Inclusion PM.
  • Develop training plan, training materials and deliver training in the areas of expertise and organize all capacity bulding sessions planned under the project on accessibility. 
  • Set up coaching and mentoring mechanism and accompany its enforcement.
  • Monitor the evolution of professional practices in the field of expertise and document changes.
  • Produce training and coaching reports and coordinate feedbacks with the service providers for srenghtening continuous staff development.
Responsibility 3: Support to the development of appropriate methodologies in the field of expertise as well as the development and implementation of research/survey 
Aim:  Ensure that HI technical framework is followed and that all methodological frameworks developed under the project are in line with HI standards of reference with the required adaptations.
Activities:

  • Identify with the project team most appropriate modalities of intervention and related tools, under the supervision of the Inclusion PM.
  • Develop the tools identified, organize their test whenever appropriate and adjust them according to the results of the test in close coordination with the team.
  • Provide adhoc support to the target actors during tools use including field coaching.
  • Based on monitoring outputs and teams feedback, adjust the tools.
  • Contribute to development of research/survey terms of reference, protocol and related tools in close collaboration with the project team.
  • Contribute to data collection as per the protocol defined, proceed with data analysis and the production of report.
  • Take part in presentation of the findings to the team and/or external audience and whenever required produce dissemination documents.
  • Prepare draft terms of reference and contribute to the applications review under the PM coordination, when the recruitment of consultant is necessary.
  • Monitor the work of external consultants in close collaboration with the Inclusion PM and the RTU.

Responsibility 4: To implement awareness raising activities for various audiences in line with defined strategy.
Aim: Ensure that the objective of awareness raising activity for various target audiences is clear and the quality delivery of awareness sessions.
Activities:

  • Contribute to the assessment of general population to identify main attitudinal barriers faced by excluded group.
  • Define the target group (community leaders, general population, target areas...) based on findings of baseline, with support from the PM.
  • Measure the impact of awareness activities by contributing to the end line survey.
  • Identify partners in the targeted communities and build partnership and MoUs
  • Ensure the design and adaptation of the awareness materials based on audiences and awareness strategy.
  •  Produce interactive materials; leaflets to pictures and videos as well as role in order to foster a positive environment in which participants are encouraged in awareness process.
  • Conduct awareness session for community on inclusion and disability topics in order to address attitudinal barriers that prevent the full and equal participation of the people with disabilities to the services and in the society.
  • Provide specialized trainings for selected partners, that develop their capacity to conduct awareness raising sessions and campaigns.
  • Conduct awareness session according to HI’s partner’s requests and directed by line manager to skilled humanitarian staff (e.g. case managers, social workers) on the inclusion of the people with disabilities.
  • Ensure availability of information and evidences of impact of inclusion activities.
  • Ensure a proper documentation for activities.
  • Provide regular reporting on activities.

Responsibility 5: Monitoring, lessons learning and reporting 
Aim: Contribute to project monitoring, lessons learning and reporting
Activities: 

  • Contribute to the development of data collection tools for documenting indicators, collect data in relation with core tasks and measure the progress made.
  • Support the PM in analyzing the data collected and in identifying necessary adjustments in the project implementation framework to improve the quality and impact of the intervention.
  • Contribute to the identification of good practices under the project.
  • Develop case studies and success stories to illustrate changes induced by the project and for communication use.
  • Contribute to plan and produce activity reports.
  • Contribute to the production of the donor report.
  • Contribute to the preparation and implementation of project quarterly review.
  • Participate to the organization of technical reviews and technical missions.
  • Participate to professional network at national level in the field of expertise of the project.
  • Under the PM supervision, support the development of lessons learning exercise, data collection and analysis and the production of dissemination document.
Responsibility 6:   Contribute to Internal and external coordination and reporting. 
Aim: Ensure overall coherence of project implementation and timely and appropriate reaction as need arises
Activities:  
  • Maintain close communication with the project team to handle requests for training and accessibility as needed.
  • Ensure smooth relationships with the different stakeholders including local and I/NGOs, and identify areas of collaboration and synergies.
  • Attend working groups relevant to accessibility (WASH, Shelter, Education and other meetings as requested) and advocate for accessibility and inclusion of persons with disabilities during working groups.
  • In collaboration with PM, make the required arrangements to enable technical and non-technical visits to project areas including donor visits, visits from HI headquarter, journalists etc.
  

THE SUCCESSFUL CANDIDATE will have:

EDUCATION AND EXPERIENCE:
  • Bachelor degree in social work, development studies, occupational therapy (OT), physical therapy (PT)
  • Or any other relevant qualification complimented by at least 2 years of experience working with inclusion of vulnerable people and/or accessibility.
  • At least 4 years of professional experience  as  social worker, OT,PT, some of this experience spent in inclusion of vulnerable people and /or accessibility 
PROFESSIONAL STANDARDS:
HI workers must adhere to the values and principles outlined in HI Code of conduct.  In accordance with these values, HI operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti-fraud, bribery, and corruption.                                    
Initial contract will be for a period of 6 months renewable upon fund and the position is based in Amman.
Basic salary range for the position: From 1073 JOD to 1510 JOD based on experience
