Livelihood Officer -Economic Recovery

The “Livelihood Officer – Economic Recovery /Sustainable Development & Partnerships” will be in charge of providing technical guidance and support on DRC’s referral database that is used in DRCs community centres and with DRC partners. The database aims at providing job matching, training opportunities and access to information on livelihoods and legal protection related services and programmes, employer referrals, training referrals, and more. The idea is to provide a range of local actors – including CSOs and NGOs – with the same access to livelihood and legal aid referrals as INGOs.
The Economic Recovery Officer will also provide support to DRC’s Economic Recovery technical unit in regard to economic recovery and environment projects. This role also includes supporting the field rollout of tools and standard operating procedures (SOPs) as well as quality assurance monitoring of technical programmes and revision of internal skills training materials. The Economic Recovery Officer will provide oversight on the quality of DRC’s economic recovery activities implementation across Jordan. The individual will be based in Amman and will report directly to the Economic Recovery Manager.

DAPP Database Support And Partnerships
- Convey any technical needs or adaptations to the IM Advisor.
- Frequent reporting to IM Advisor on database system development needs or enhancement to existing features.
- Conduct a mapping and detailed feasibility study of different CBOs and private sector actors involved in jobs placements, incorporating their mandates, activities, funding and past track record.
- Will reach out to potential service providers of employment and training opportunities and will lead on the formulation and maintenance of partnerships with those service providers so they opportunities that they provide are reflected in the DAPP database.
- Provide support to partner organizations through training on the use of the database and referral methodologies, reporting on outcomes, organizing networking meetings, etc.
- Arrange monthly meeting with DRC’s partners to ensure sustainability of the platform usage;
- Meet regularly with livelihood team leaders to support in developing project implementation work plans and discuss technical challenges and develop solutions.
- Visit programme activities regularly and provide support and feedback to livelihood staff on technical approaches and methodological issues.
- Support field teams in rolling out livelihood tools and SOPs and ensure the full understanding and use of tools developed.
- Provide support to field staff as needed in addition to capturing the needed modifications on the GAMMA database to best accommodate programme needs;
- Support the technical unit in training of field staff on use of livelihood tools, providing periodic refresher trainings as required;
- Oversee the mapping of beneficiary skills reflected on market demand.
- Ensure economic recovery activities are implemented in a way that meets or exceeds standards set by DRC;
- Support continual improvement of DRC’s economic recovery activities by capturing and sharing key challenges, articulating obstacles and proposed solutions, and identifying success stories to highlight.
- Participate in project kick-off meetings as well as systematic project review discussions.
- Support field staff in identifying local partnerships especially from the private sector.
- Assist in translation of technical documents from English to Arabic, as well as review of outsourced translations for quality assurance
- Review and update Arabic language training materials in coordination with the field teams and technical unit colleagues
- Develop and support the revision new technical tools to support field programs;
- Assist in the roll out of new trainings and development of associated support materials;
- Provide support to DRC’s Economic Recovery technical unit in close collaboration with the Grants Unit in regard to development and environmental projects.
- Other needs as communicated by the Economic Recovery Manager or Head of Programmes (HoP).
- Bachelor's degree in a relevant field
- 5 years of experience in an NGO or other related professional setting, or relevant experience
- Experience working with partners is required
- Expertise in conducting training sessions with project stakeholders
- An understanding of the software development process and lifecycle, including the design-develop-test-release-maintain cycle, and long-term lifecycle support and maintenance
- Keen attention to detail, and a commitment to accuracy
- Ability and willingness to travel outside the capital Amman
- Strong interpersonal communication skills, and an ability to communicate key information in an easy to understand, informative and collaborative manner
- Willingness and ability to work as part of a team with recognition of what this means
- High integrity and willingness to conduct her/himself transparently and open to scrutiny
