Public Health - Epidemics Technical Specialist
OBJECTIVE OF THE POSITION:
Under the responsibility of the Technical Unit Manager, the Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in specific areas of the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.
Note: the Technical Specialist’s main role in the initial contract period will be to provide technical guidance to the design, implementation and quality assurance of adapted activities in response to the Covid-19 crisis, such as for instance awareness campaigns on Covid-19 and hygiene, identification of and assistance to suspected cases and their families, identification of and assistance to other vulnerable persons during confinement, transportation of suspected cases with ambulances, etc..
MAIN RESPONSABILITIES
Responsibility 1
- Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;
- Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;
- Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).
HI’s intervention has been based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
In March 2020, due the global Covid-19 crisis, movements across countries of the region have become virtually impossible. HI has suspended most of its regular activities and is launching a major effort to reorient its field human resources (around 500 field workers), logistic resources (5 field bases with large fleets), and operational partnerships (18 local health structures and NGOs) to contribute to the Covid-19 response in the areas of operation (prevention and awareness in a first phase, response to the outbreak in a second phase).

Ensure technical support to projects in line with the global technical frameworks and standards on his sectorial scope
a) Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
b) Ensure adequate support to multi-sector responses within projects, in line with the other Specialists
c) Ensure a local sectorial watch, best practice capture on his sectorial scope
d) Contribute to recruitment and briefing when relevant
- Ensure technical learning from projects
- Contribute to projects’ capitalization and ensure technical learning from projects in his sectorial scope
- Ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his scope
a) Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
b) Monitor the implementation of audit recommendations, if applicable, in his sectorial scope
- Ensure compliance of the technical proposition with nexus stakes
- Contributes to the development of research and innovation projects in the region when relevant, in his sectorial scope
a) Suggest and steer technical innovation projects
b) Identify the priorities of Research and Studies and steer Research and Studies
- Contribute to the Technical Divisions professional channel animation
a) Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…)
b) Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify the needs regarding trainings)

- Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope
a) Represent the technical expertise of HI throughout the local relevant networks
b) Contribute to advocacy on specific themes in line with the global advocacy priorities
c) Contribute to communication messages locally in line with the global communication priorities
Responsibility 4
Business development
- Ensure the development of major opportunities or new projects in the country under his sectorial scope
a. Contributes to the context analysis in his sectorial scope
b. Contributes to the design and writing of new projects in the country and when asked in other countries within the Geographic Division
c. Identify & transform major opportunities in the country under his scope
d. Contributes to the conception of major projects (multiple areas, one theme) or of new projects in the country
e. Identify & develop local partnerships and/or consortium with NGOs, Institutions, and Companies on technical priorities or important topics in the country under his sectorial scope
Note that this job description must remain flexible, to respond to additional tasks or changes as identified by line manager.
THE SUCCESSFUL CANDIDATE will have:
Education
Formal degree in Medicine, or
Formal Bachelor degree in a Health discipline and Master in Public Health
Preferable
Master / Specialisation in Epidemiology and/or Infectology,
Experience:
At least 5 years of work experience in public health programs and/or health humanitarian programs, either for public or INGO sector
At least 2 years of direct field experience in response to epidemics, either in humanitarian agencies and/or national health systems
Preferable
Previous experience with HI
Previous experience working in humanitarian programs in the Middle East
Previous experience in remote control programs
Arabic language skills are a strong asset
Professional & Personal skills:
Language:
Fluent in Arabic and English, French is a plus

The different schools of thought and explanatory models of disability and the application of certain tools
