Project Officer – General Food Assistance

Assignment:
Under the supervision of the General Food Assistance Project Manager, the Project Officer – General Food Assistance is responsible for ensuring timely and high-quality project output through regular presence in the field, data collection for the monitoring of the food assistance program as well as for facilitating the implementation of the activities for partners’ CBOs operating in the host communities of Northern Jordan.
Functions:
Under the supervision of the GFA Project Manager, the Project Officer – General Food Assistance will be required to conduct the following tasks:

I. Project activities Management:


• Assist the Project Manager in the implementation of the project activities, such as FGDs, shop monitoring, IDE and E-cards distribution.
• Supervise HD activities and database.
• Identify protection cases and respond as per inter-agency referral pathways.
• Liaise both internal and external referrals.
• Conduct protection home visits and recommendation reports.
• Train and develop SOPs on protection observation and reporting.
• Map and conduct validation and manual validation exercises through HD
• Process and follow-up with complaints received through helpdesk, AME accountability officer or WFP.
• Follow-up and close cases through WFP and the Help Desk tool.
• Attend referral meetings with accountability Officer.
• Making sure that Gender Balance principles, PwSN procedures are in effect for inclusion.
• Train CBOs volunteers on conducting activities relevant to ACTED/WFP project guidelines and procedures;
• Support implementing of ad-hoc E-card and food distributions.
• Support and manage any ad-hoc activities as advised by line manager, such as the validation exercise and other similar activities;
• Support the Project Manager in drafting and implementing the activity planning and in ensuring a proper understanding of the task repartition within the team.
• Support the Project Manager in ensuring the quality of the work of the field monitors and of the volunteers.

II. Project FLATS management:


• Respect ACTED standard FLATS, (Finance, Logistics, Administration/Human Resource, Transparency and Security) procedures & guidelines.
• Be familiar with security procedures while going on the field and to respect all related regulations.
• Provide information for monthly, quarterly and end of the project reporting to the donor.
• Contribute to the daily, weekly and monthly report development.
• Support in the filing of the Project support documentation in a proper manner.
• Monitor and oversee field assistant job performances, provide guidance, mentoring, coaching for them when needed;
• Conduct regular performance evaluation review of Field assistants through Performances Appraisal Form (PAF) and share the result with Project Manager and Area Coordinator;
• Support in any additional tasks added by line manager.


المهارات
• Relevant university degree in subject such as international development, humanitarian assistance, project management, food security or similar from a recognized university.
• 2-3 years’ experience working with international NGOs.
• Knowledge and experience of Jordanian civil society at large and specifically in the northern governorates of (Irbid, Ajloun, Jerash and Mafraq).
• Desirable experience in: data collection, shops/prices monitoring and focus group discussion organization including with the use of SMART-phone based technologies such as ODK and/or applications.
• Managerial skills.
• Proven capacity of using MS Excel, MS Word and MS Outlook.
• Fluent Arabic and English language (reading and writing).
• Positive attitude toward Project beneficiaries;
• Proven capacity to use Word format to write basic short reports.
• Ability to network constructively with contacts within Northern Jordan civil society and local government.
• Strong liaison and communication, diplomacy and advocacy skills.
• Ability to work flexibly and within tight deadlines, and to prioritize his/her task during the period of the assignment.

Field Assistant - Monitoring

Assignment:
Under the Project Manager supervision, the Field Assistant is responsible for ensuring timely and high quality data collection for the monitoring of the General food assistance program funded by WFP (World Food Program) and implemented by ACTED in 4 northern governorates: Ajloun, Jerash, Irbid and Mafraq.
Field Assistant is responsible for:
• Setting up and running the help-desk activities in different governorates for internal and external referrals and reporting according to SOPs and standards.
• Collecting data on WFP shops, shop compliance with WFP standards, rules and regulations, through on-site visits, timely collection of receipts from WFP shops;
• Collecting beneficiaries’ feedback on the General food assistance program by organizing and facilitating regular Focus Group Discussions (FGDs);
• Conducting On-site Shop Monitoring (OSM) and Price Monitoring surveys in all four targeted governorates;
• Collaborate and provide information for monthly, quarterly and end of the project reporting to his/her line manager;

Functions:
• Setting up and running the help-desk activities in different governorates for internal and external referrals and reporting according to SOPs and standards.
• Collection of receipts from shops contracted by WFP;
• Focus Groups Discussions organization;

Upon request of the General Food Security Project Manager and, following appropriate training and orientation, the Field Assistant/Monitoring will be also required to support the Mobile Team in:

• E-cards stock management and distribution plan development
• E-card distribution organization and implementation in line with SOPs and ACTED rules and regulation
• Ensure proper documentation and accuracy of the e-card distribution, recording each e-card in the appropriate database
• Ensure appropriate and full information to e-card users regarding e-card functioning, reload and use
• CBOs volunteers coaching on e-cards distribution



المهارات
• 1-2 years’ experience working with international NGOs, preferably in Northern Jordan;
• Desirable experience in: data collection, shops/prices monitoring and focus group discussion organization
including with the use of SMART-phone based technologies such as ODK and/or Applications;
• Proven capacity of using MS Excel, MS Word and MS Outlook;
• Good English language (reading and writing) desirable;

Field Monitor - Waste to Positive Energy

Job Purpose:


ACTED Field Monitors are the primary focal points for community team leaders within the municipalities of operation (see below) and ensure that Community Dialogue Forums are well delivered in accordance with donor guidelines. Further to this, ACTED Field Monitors ensure that ACTED / GIZ helpdesks are available in selected municipalities on a regular basis to promote accountability to GIZ Cash for Work (CfW) beneficiaries under the Waste to Positive Energy (WtPE) project.

Project Details:

As part of GIZ’s Waste to Positive Energy program running since 2015, GIZ has collaborated with various municipalities to improve solid waste management practices and promote recycling. The project aims at strengthening the resilience of civil society and local institutions, while creating income generating opportunities for vulnerable Jordanians and Syrian refugees involved in labor intensive material recovery and processing activities. The project aims to a positive impact on the environment and health of municipal residents, while reducing social tension between Jordanians and Syrian refugees that are jointly engaged in all project activities. In order to support GIZ’s WtPE program with a strong accountability mechanism throughout 2020, ACTED proposes to implement the following activities in 8 municipalities across 4 governorates in Karak, Madaba, Irbid (Al Taybeh, West Irbid, Wasatiyyeh, Ramtha, Irbid) and Balqa (Deir Alla):
1. Complaints mechanism, comprising a confidential phone line, spot checks, complaints boxes, and in-person walk-in hours, through a mobile helpdesk
2. Monthly Dialogue Forums in each municipality, ensuring participation of host community and Syrian refugees and raising awareness on recycling systems and waste disposal. The dialogue platforms serve as a common and inclusive space for exchange among different community groups and are meant to strengthen awareness of resource-efficient waste management and its importance to health and hygiene
3. Post-employment referrals, where interested beneficiaries will be referred to other GIZ projects in the target locations as well as to ILO employment centers for further employment counselling and support
The project will target 1,800 beneficiaries through the Complaints Response Mechanism and 32 groups, each comprising 20 members, through the dialogue forums. ACTED will work with 8 municipalities and at least 5 community based organisations (CBOs) across the governorates. This project will require a high degree of coordination and external engagement by the project team in order to be implemented effectively, building good working relationships with all stakeholders.

Objectives:

Ensure the smooth delivery of project activities within municipalities, through careful oversight of ACTED / GIZ dialogue forums, support to community team leaders, and the operation of ACTED / GIZ helpdesks in selected municipalities, all in accordance with ACTED standard operating procedures (SOPs) and donor guidelines.

Core Duties and Responsabilities:

1. Smooth delivery of ACTED / GIZ Dialogue Forums, through support to community team leaders and direct oversight of dialogue forums
2. Smooth delivery of ACTED / GIZ Helpdesks in selected municipalities, ensuring that beneficiary enquiries / complaints are reported and addressed in accordance with SOPs

Community Dialogue Forums:

1. Maintain positive working relationships with community team leaders and dialogue forum hosts (e.g. schools, community groups, businesses, religious groups) throughout the project cycle
2. Support team leaders in the preparation of dialogue forum materials as needed
3. Attend all dialogue forums and provide guidance and oversight to team leaders as needed
4. Support team leaders in the preparation and submission of dialogue forums reports
5. Facilitate payments to team leaders, forum participants, and forum hosts (e.g. schools, community groups) in accordance with ACTED and GIZ SOPs
6. Ensure that all documentation related to the dialogue forums is well organized and archived in accordance with donor requirements
7. Support the Project Manager / Officer in training the team leaders for dialogue forums, based on GIZ training materials
8. Participate in the monthly project recap sessions, to discuss project progress, address potential bottlenecks and define lessons learned that will have a positive impact on the future implementation
9. Cooperate with ACTED AMEU to ensure that all project activities, including dialogue forums, are well monitored according to the agreed AME framework

ACTED / GIZ Helpdesks:

1. Maintain positive working relationships with helpdesk hosts (e.g. community based organisations) and report any problems to line manager in a timely manner
2. Help to ensure that beneficiaries are aware of the helpdesks (and project hotline), through the distribution of business cards and leaflets at municipality offices, helpdesks, and during orientation sessions at the start of each CfW rotation
3. Ensure that all equipment and materials provided for the helpdesks are properly transported, used, and stored after use
4. Facilitate payments to helpdesk hosts (e.g. CBOs) in accordance with ACTED and/or GIZ SOPs
5. Ensure that all enquiries and complaints received by the helpdesks are managed in accordance with ACTED SOPs and beneficiary confidentiality is upheld at all times
6. Ensure that you are familiar with the helpdesk tool and that you report any problems with the tool to your line manager immediately
7. Check project complaint boxes on a weekly basis and transfer all complaints to the Project Officer in a confidential manner
8. Participate in focus group discussions (FGD) with beneficiaries, upon the completion of CfW cycles, and help to ensure that all groups follow the materials / guidelines provided GIZ and that FGD reports are submitted on time

General Duties / Responsibilities:

• Provide regular and timely updates on progress and challenges to the PM/Officer
• Support the Project Officer to ensure that project records and documents, in particular documents that prove completion of activities (e.g. beneficiary lists, donation certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures
• Participate in communication activities through the regular collection of pictures and stories related to project activities
• Operate following the “do no harm principles” in order to ensure project activities are safe for communities
• Collect and apply appropriate lessons learned and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.
• Adhere to the project communication strategy with communities so that factual, objective and actionable information is provided to project stakeholders
• Help to ensure project stakeholders are empowered to participate throughout the project cycle, and report any challenges / issues to line manager
• Support the inclusion of the people with specific needs (PwSN) in the project wherever possible, in coordination with the PM and ACTED inclusion focal point
• Identify and refer unmet beneficiary needs to other relevant actors, through ACTED referral mechanism, in coordination with PO and Accountability Officer

المهارات
• 1-2 years of relevant experience, preferably with national / international NGO
• College educated, preferably in a related field
• Contextual knowledge and understanding of the project areas
• Experience working with local authorities and CBOs
• Good report writing skills in Arabic and preferably English
• Excellent verbal and written communication skills, ability to engage external stakeholders
• Excellent skill in dialogue, advocacy and diplomacy is required for this position
• Familiar with Microsoft Office, especially Word, Excel and Outlook (MS Exchange)
• Ability to travel to project areas on a daily basis, from office base
