The Kaizen Company is seeking a short-term engagement of an IT firm for the USAID-funded Jordan Enhancing School Management and Planning (ESMP) project. ESMP provides expertise in areas of engineering, IT, and policy/system support, as well as capacity building and training, to the Ministries of Education (MOE) and Public Works and Housing (MPWH), along with targeted stakeholders. The project is designed to improve existing management systems and procedures used by the Government of Jordan (GOJ) for the planning, implementation, and utilization of public schools.
Position Summary
IT expert/firm will responsible to draft a technical requirements document for a Ministry of Public Works project information management tool/system. The expert/firm will meet with ministry personnel and review the current situation and existing resources (hardware, software, people, processes). The technical requirements document will be used as reference to implement the Smart-PIM system, the expert/firm is expected to work 15 days over approximately 1.5 months.
- Smart PIM (Project Information Modeling): The main aim of Smart-PIM is to automate the building design process; including workflow, documentation, and approvals.
Main roles and responsibilities include:
- Collect information from end users through one-on-one interviews, group meetings, phone calls and/or emails.
- Review the current database design schema and relational database.
- Review the existing building design process workflow and, in collaboration with ESMP and Ministry of Public Works and Housing, recommend IT workflow solutions.
- Offer implementation options and recommendations, considering existing systems and staff capacity. (See project Deliverables section).
- Provide an overall Technical Proposal for the Smart-PIM solution, include integration with existing systems (with supported solution architecture), specifically, existing hardware, and software (deliverable 1).
- List required hardware / software (or cloud-based alternatives) as bill of quantities (BOQ) taking into consideration the existing hardware with MPWH and future sustainability (deliverable 2).
- Offer a security plan that is aligned with GOJ IT security protocols, considering available security resources in the ministry (MOE, MPWH) (deliverable 3).
- Develop a capacity building plan that aligns with project implementation requirements (milestones). The plan must include a list of trainings and number of people expected will attend and duration per each training, and it should result in MPWH staff ability to maintain and modify the system. The plan should also allocate resources for personalized technical support sufficient to ensure skill transfer (deliverable 4).
- Provide a technical presentation showing the proposed scope of work for ESMP, MPWH and other entities (deliverable 7).
- Coordinate with ESMP for follow-up and technical proposal implementation.
Qualifications
- The expert/firm must have at least 10 years relevant IT service experience.
- The expert/firm must have software and trained technicians necessary to perform the scope of work in an accurate and timely manner.
- The expert/firm must have experience in Oracle Products and solutions, Oracle Database, SAW, generic workflow API, Oracle App server, JBoss, Tomcat.
- The expert/firm must have experience in Microsoft Products and solutions (MS visual studio), ASP.NET.SQL Server Database, Windows Workflow Foundation, IIS, SharePoint other Microsoft trends.
- The expert/firm must have experience in multiple programming language and environment (C++, C#, HTML5, PHP, Python, Java ADF, JAVA Script, Java EE, XML, SQL).
- The expert/firm must have experience in reporting systems / solution (JasperReports , Crystal Reports , Oracle Reports , SQL Server Reporting Services, Tableau , Highcharts, PowerBI).
- The expert/firm should have experience in system integration, using tools such as - DocuWare , GIS, docuTRAK, integration with active directory (SSO), integration with ESRI GIS Software, integration with other system E-Procurement and other API’s.
- The expert/firm must have experience in IT security, data access, secure connection, user types and privileges, public access and data backup.
- Experience with E-services and Map services.
- Experience in hardware sizing with different vendors.
- Project planning including, project milestones, time scheduling

Technical proposal includes a Smart PIM implementation plan that will propose system technology that integrate with the MPWH archiving system, as well as other related MPWH systems. The technical proposal should support department document workflows. The proposal should also consider the Graphical User Interface (GUI), systems architecture (software, hardware, integration), data schema logical design, administrative controls, and other related issues.
