1- Green Center Supervisor (Pending Donor Approval)


PURPOSE OF POSITION
This position will lead the Green Center operations for WVJ SWM programme implemented in Azraq Camp under the direct management of the Project Coordinator.

The responsible Solid Waste Management (SWM)” intervention in Azraq camp is designed to significantly reduce environmental impact of camp based SWM through the development of alternative onsite and offsite uses for produced waste. It is proposed that project will reduce the environmental costs of transporting solid waste and stress placed on local landfills. Sorting and reuse of recyclable materials in the Green Center in Azraq camp will help to reduce the necessity of resource extraction.

The purpose of the position is to ensure the highest standards of environmental safety and operational excellence by effective management of the Green Center’s day-to-day operations - collection, sorting and disposal of the waste in the camp.

To ensure smooth daily operation of the Green Center- collection, loading and sorting of SW in the camp and in the Green Center;
To ensure SWM standards and regulations are respected/applied for safe and efficient operations;
To ensure the cleanliness and maintenance of the Green Center/WVJ assets, equipment and trucks through regular inspections and preventive maintenance;
To manage refugees/incentive based volunteers- IBVs and Green Center staff
To provide timely and accurate updates and reports on the Green Center activities
To monitor and maintain logs/records of recycling materials received in or shipped from the Green Center to processing companies;
To maintain trucks’ movement logs/records and provide daily and weekly summary reports
The position requires ability and willingness to work in Azraq Refugee Camp in the solid waste sorting facility 6 days a week;
May be required to work weekends and holidays on a shift;
To ensure high response and positive collaboration in urgent and emergency cases in the camp
To ensure all required camp access permits for the operation are obtained on time

MAJOR RESPONSIBILITIES
Direct Duties
  • To ensure SWM standards and regulations are respected/applied for safe and efficient operations;
  • To ensure the cleanliness and maintenance of the Green Center/WVJ assets, equipment and trucks through regular inspections and preventive maintenance;
  • To ensure daily camp Trips to monitor and follow up trucks trips and camp situation, and report directly
  • To minimize operational costs – fuel and landfill fees;
  • To optimize the trucks movement in and out of the camp taking care of safety SoPs of the camp;
  • To propose ideas/innovations of operational improvement.
  • To make sure to start collection operations from 7:30 am daily to 3:30pm (except Fridays) in the camp
  • To check and report daily on the condition of the trucks and the road conditions in the camp that might affect the operations;
  • Report any accidents or issues affecting the security and operations immediately to the Supervisor;
  • To ensure that all relevant policies and procedures on road and traffic safety and driving standards in and outside of the camp are adhered to at all times as per the camp SoPs and Jordan traffic regulations/laws;
  • To make sure the collection of the SW from the designated areas are happening as per the assigned schedule and required quality, the drums are handled by the collectors in a responsive way.
  • To monitor and maintain logs/records of recycling materials received in or shipped from the Green Center.
  • To monitor and follow up recyclable market updates on monthly basis
Manage Green Center operational staff 
  • To lead selection, coaching, training and maintain time sheets of the Green Center staff for better performance;
  • To provide input into termination, compensation, and promotion decisions in coordination with the project coordinator and manager;
  • To assist in creating a positive team-oriented environment for Syrian refugees and Jordanian staff in the Green Center
Collaboration 
  • To assist in troubleshooting potential problems during daily business.
  • To establish health working environment in the Green Center with WVJ staff and IVBs in the Green Center; and a constructive relationship with other actors in the camp.
Reporting 
  • To apply the recording and reporting mechanisms of the Green Center operations and to share electronic information to WVJ daily;
  • To prepare and share daily, weekly and monthly reports with WVJ;
  • To generate and share other reports with WVJ as per need;
  • To update the project management on the progress of Green Center operations and other relevant context developments for a decision making/project activities timely adjustment;
  • To prepare and share weekly reports for truck conditions.
Any task assigned by the supervisor 
  • Operations are ongoing in the fields on weekends and holidays, thus it requires the job holder presence on weekends and holidays on a shift
KNOWLEDGE, SKILLS AND ABILITIES
  • Education level should be bachelor’s degree or College Diploma in administration and management.
  • Excellent command of oral and written English.
  • At least 2 years of previous experience in large scale operations management
  • Managerial experience
  • Willingness to learn fast and work in the refugee camp
  • Self-discipline and ability to work under pressure
  • Dedication to the humanitarian cause
  • Reliability and punctuality
  • Flexibility to work outside normal hours, on holidays and weekends
  • Field experiences with other INGO/NGOs

2- Community Mobilizer


PURPOSE OF POSITION
To implement Community mobilization activities under the  Behavior Change Communication (BCC) component of the expected programme, including component’s related activities in Azraq camp: supporting in hiring, training and rotation of Incentives Based Volunteers (IBVs), training and managing of BCC IBVs, planning of activities in the field, monitoring of implementation and supporting logistics needs of the BCC component, aligning BCC community mobilization activities with entire SWM intervention in the camp, contribution to the preparation of printed and other materials for BCC component. To be responsible for the Community Mobilization of the BCC component in Azraq camp. This role will play a critical part in implementing BCC activities in Azraq camp. In agreement with the line manager, the job holder will work alongside with other players in the camp on the day-to-day planning, coordination, and reporting on the component deliverables towards achieving WVJ SWM programme objectives. The candidate will also participate in relevant Working Group meetings in the camps when required.

MAJOR RESPONSIBILITIES

Implementation of BCC activities of the SWM programme in Azraq camp.
  • To implement behavior change communication activities through community mobilization on environmentally sustainable SWM practices
  • To apply various techniques to mobilize refugees in Azraq camp to segregate recyclable materials from waste and use 2 color coded drums’ system for waste disposal
  • To train and follow up income-based community mobiliser volunteers to support the community mobilization
  • To support the BCC FC on the planning of BCC activities
  • To coordinate community mobilisation plans with the BCC FC and Azraq camp Green Centre team
  • To monitor BCC IBVs performance in the field
  • To monitor and report the availability of the required items, printed materials and etc. to perform BCC activities
  • Ensure that all publications and printed materials are developed and available for distribution in the camp
  • To monitor and report IBVs’ related issues to the BCC FC
  • To ensure timely distribution BCC materials as per the distribution plan
  • Ensure all the required permits are in place for the implementation of BCC activities
  • Ensure the successful operation of the activities in the camp following organizational standard operation procedures (SOPs) and the camp SOPs
  • Regularly inform BCC FC about successes and challenges faced during the operation in the camp
Reporting and information sharing:
  • Ensure the timely submission of the required reports to the line manager.
  • Ensure the attendance for all programme staff meetings and share the updates, action points and plans for the up-coming week.
  • Ensure timely sharing of all the relevant information with the line manager.
  • Ensure the submission of daily workers’ attendance is maintained and shared with the assigned team member
  • Ensure that all daily electronic and hard copy records are available when required
  • Ensure the required supplies are in place, data are recorded
IBVs’ follow up
  • Support BCC FC on a timely rotation of IBVs and set up proper hiring system in coordination with the CARE Int in the camp and in line with WVJ hiring policies and the camp SOPs
  • Ensure that the project assistant receives all required IBVs data to maintain the IBVs’ database
  • Support the finance assistant during the cash distribution
  • Facilitate the cash distribution in the camp and ensure that the operation is not disturbed due to on-going distribution to the IBVs
  • In coordination with other team members, ensure crowed control during the distribution of cash in the camp to IBVs
  • Any other task assigned by the supervisor.
KNOWLEDGE, SKILLS AND ABILITIES
  • University degree, social science is preferable.
  • One-year experience in the humanitarian and or development filed
  • Proficiency both in English and Arabic
  • Strong communication skills
  • Understanding of Cash for Work assistance and Behavioral change concept
  • Knowledge of refugee context in Jordan
  • Minimum of 1 years of experience working in humanitarian aid delivery, community mobilization
  • Experience in working in refugee camps.
  • Experience in working with local and/or international NGOs Community mobilization experience

3- Field Coordinator (Pending Donor Approval)

PURPOSE OF POSITION
To coordinate Behavior Change Communication (BCC) component of the expected programme including component related activities in Azraq camp: hiring, training and rotation of IBVs, training and managing staff, planning of activities in the field, monitoring of implementation, logistics and procurement for the BCC component, coordination with the programme’s other components, management of the community mobilisers and field monitors, preparation of printed and other materials for BCC component. To be responsible for the BCC component implementation and BCC team in Azraq camp in the camps. This role will play a critical part in managing and shaping the BCC activities in Azraq camp. The job holder will work alongside the Azraq camp key players, INGOs and UN lead agency on the day-to-day planning, coordination, and reporting on the component deliverables towards achieving WVJ SWM programme objectives. The candidate will also actively participate in relevant Working Group meetings in the camps when required

MAJOR RESPONSIBILITIES

Project Management and Coordination:
  • Implementation of BCC activities of the SWM programme in Azraq camp. Managing Community Mobilisers, field monitors and BCC IBVs. The job holder will oversee component needs and availability of all the required items, printed materials and etc., supervise and manage the activities under BCC component.
  • Regular coordination with the camp management, SRAD in the camp, UNHCR, and other relevant camp players for the day-to-day BCC operations in the camp.
  • Manage IBVs’ related issues for the BCC component.
  • Ensure the required and timely procurement of all goods for the implementation of the BCC component.
  • Ensure that all publications and printed materials are developed and available for distribution in the camp.
  • Ensure all the required permits are in place for the implementation of BCC activities.
  • Ensure the successful operation of the activities in the camp following organizational standard operation procedures (SOPs) and the camp SOPs.
  • Provide support and guidance to Community mobilisers and field monitors, to IBVs. Work closely with the programme Admin assistant and P&C assistant, keep regular follow-ups with the PM and other departments to ensure the timely delivery of planned activities.
  • In coordination with the PM participate actively in the Working Groups and coordination meetings in the Camp.
  • Regularly report to the PM and bring up all the successes and challenges faced in the operations in the Camp.
  • Participate in needs assessments and contribute to the development of the response plans when required.
  • Communicate needs and challenges identified during the implementation to support the PM to address them immediately.
  • Agree with the PM on the planning of activities and required materials for the BCC component.
  • Oversee implementation of activities of BCC component in the camp and implement staff training/inductions to facilitate successful delivery of planned activities.
  • Liaise with SRAD and WV Security Department to inform them about the BCC activities in the camp, locations and plans.
  • Ensure humanitarian and Sphere standards are met in the implementation process.
Staff Management and Development:
  • Guide and manage the Community Mobilisers and Field Monitors to perform their tasks as per the required standards and outcomes.
  • Ensure that staff in the camp is submitting the monthly LDRs and other relevant report to respected departments on timely manner.
  • Capacity building of the WV staff and IBVs and ensure that all the required and relevant information is shared with staff for their record.
  • Maintain a respective relationship among the project staff and workers and ensure all the required coordination is maintained.
Reporting and information sharing:
  • Ensure the timely submission of the required reports to the PM.
  • Ensure the attendance programme staff meetings and share the updates, action points and plans for the up-coming week.
  • Ensure timely sharing of all the relevant information with the PM.
  • Ensure the submission of daily workers’ attendance is maintained and shared with the project assistant, P&C and the cashier for the timely IBVs’ payments.
  • Ensure that all daily electronic and hard copy records are available when required.
  • Regular and timely follow ups with the team to ensure the required supplies are in place, payments are processed, data are recorded.
IBV’s Managment
  • Ensure timely rotation of IBVs and set up proper hiring system in coordination with the CARE Int in the camp and in line with WVJ hiring policies and the camp SOPs
  • Ensure that the project assistant receives all required IBVs data to maintain the IBVs’ database.
  • Support the finance assistant to ensure that all the required documentation and processes are followed during the cash distribution.
  • Supervise and facilitate the cash distribution in the camp and ensure that the operation is not disturbed due to on-going distribution to the IBVs.
  • In coordination with other team members, ensure crowed control during the distribution of cash in the camp to IBVs.
  • Any other task assigned by the supervisor.
KNOWLEDGE, SKILLS AND ABILITIES
  • University degree, social science is preferable
  • Degree/diploma/certificate in project management
  • Understanding of Cash for Work assistance and Behavioral change concept
  • Proficiency in both English and Arabic
  • One-year experience in SWM related projects, in the humanitarian filed, desirably in refugee camps.
  • Minimum of 2 years of experience working in humanitarian aid delivery, logistics or project management/administration.
  • Experience in working in Azraq or Zaatari Camp.
  • Experience working in various aspects of humanitarian projects such as data base maintenance, working with IBVs, project planning and administration, managerial skills.
  • Experience in working with local and/or international NGOs.
