Monitoring, Evaluation & Learning Associate (MELA)
Every employee of IRI is responsible for carrying out the mission of IRI and demonstrating the core

The Scope of Work set forth in this Agreement is subject to change at any time at IRI’s discretion and the
Employee’s consent. This job description is not intended to be all-inclusive nor is it intended to be an
exhaustive list of responsibilities, duties or skills required of an incumbent. IRI may ask the Employee to
perform, and the Employee must perform additional and/or duties that are reasonable, and that do not
violate any other provision of this Agreement or relevant Jordanian or U.S. laws.
Periodic travel outside of Amman, occasionally overnight, is expected of the Employee. By applying to
this position, the Employee confirms that they are amenable to such travel, the specifics of which will be
determined by IRI and with the Employee’s consent.
Position Description:
The Monitoring, Evaluation & Learning Associate (MELA) is responsible for ensuring that program
activity information and data is captured, documented, analyzed and reported in a results-based and
timely manner, focusing on the achievement of established program indicators and outcomes. S/he
provides routine strategic assistance to senior program staff to evaluate program outcomes and
sustainability. S/he assists program teams in the development of capacity building curricula and creates
monitoring, evaluation and learning (MEL) tools to evaluate participants’ receptivity to program
interventions. S/he is responsible for supporting IRI staff and external partners in the development and
implementation of effective MEL plans, and develops, as needed, data collection and analysis tools. S/he
closely monitors data quality and troubleshoots challenges as needed. S/he also oversees and substantially
contributes to IRI-Washington and donor-focused reporting and presentations. S/he closely monitors and
analyzes political and economic developments in Jordan, and when requested, develops program ideas
and contributes to proposals.
Duties:
Monitoring, Evaluation & Learning
- Maintain records of program results as per relevant monitoring and evaluation guidance, including but not limited to stakeholder contact information, key issues discussed and decisions made.
- Design and implement program monitoring and evaluation plans with direction from the management team, OMEL and DC-based program team.
- Contribute to the work plans developed by senior program staff, ensuring that they will meet grant requirements and indicators.
- Oversee data collection, creating data collection tools to ensure data is correctly collected and recorded, providing troubleshooting as needed.
- Facilitate regular sessions with program teams on collaborative learning and adaptive management.
Reporting & Communications
- Oversee and finalize for management team review weekly internal program reporting, ensuring activities are fully described and indicators/disaggregation is correctly reflected, providing troubleshooting as needed.
- Draft required donor reports, liaising with the DC-based program team and create ad-hoc evidence-based, analytic reports upon request.
- Create data visualization and case studies upon request for inclusion in presentations and reports.
- Submit regular communications content, inclusive of program reporting, analytical writing and social media content such as with emphasis on success stories on Facebook, Instagram, newsletters, infographics, briefings, Twitter, and blog pieces.
Staff and Partner Development
- Maintain and cultivate relationships with key IRI program stakeholders, encouraging them to seek assistance from IRI on M& E issues.
- Provide technical assistance and training to IRI staff and external partners on MEL skills. Administration & Management
- Routinely travel to IRI activities within and outside of Amman.
- Oversee and approve all deliverables translated from external translators for research initiatives,
- prior to submitting payment requests to the SA and OC.
- Reconcile all program and travel expenses on time, keep detailed records of IRI expenditures based on IRI regulations and guidance from the SA and AM.
- Submit accurate timesheets on time.
- Other duties as assigned.
Reporting & Supervisory Relationships:
The MELA reports to the expatriate management team and the Monitoring, Evaluation, and Learning
Manager(MELM). The IRI Jordan M&E team engages regularly with both program teams and is
responsible to coordinate all accounting and procurement with the Senior Accountant (SA) and
Operations Coordinator (OC) as well as logistics with the Office Manager (OM). S/he also will, as
directed, work with external program partners to ensure compliance with IRI M&E standards. S/he is
expected to learn, contribute to and implement IRI’s M&E processes and requirements, liaising with IRI’s
Washington DC-based Office of Monitoring, Evaluation and Learning (OMEL) as needed.
