Description of services:
Integrity is seeking a Data Management Analyst for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Data Management Analyst will establish and maintain data management and analysis systems to support the TPM, MEL and R&A services under ART. The Data Management Analyst will provide technical advice to technical leads on the development of systematized processes and tools for data collection and analysis, including tools for mobile data collection, quantitative and qualitative analysis, data security and data storage.
S/He will work closely to the relevant technical leads to establish, maintain and ensure the suitability of the overall data management approach. The Analyst will offer recommendations to improve accuracy and systematization and will work to build internal team capacity to better manage and present data through the life of the project.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Responsibilities:
  • Develop mobile data collection system, such as Kobo Toolbox, by designing, inputting and modifying data collection tools to fit program requirements.
  • Build internal capacity to manage and sustain data management tools, including through, for example, the development and maintenance of standard operating procedures or one on one discussions as necessary with relevant staff.
  • On a regular basis, populate and quality assure database(s). Add coding to link between datasheets and analyze data. Work with team members to set up any other required functionalities.
  • Create a dashboards, maps and other visualizations using existing data to be automatically updated using coding every data collection period.
  • Assist with field team mobile data collection tool training when needed
  • Conduct periodic reviews of IP systems to assess areas for improvement to processes and data storage/management.
  • Draft both internal and external recommendations for (i) more systematic and accurate qualitative/quantitative data analysis processes; and (ii) systematic data storage and management.

Education and Experience:

The candidate will have:
  • Bachelor’s Degree in Information Technology, Computer Science or similar field.
  • Prior experience in Syria required
  • At least seven years of data and knowledge management experience, with at least three years of experience with USAID-funded projects and data systems.
  • Strong work management skills, including the ability to: multitask independently and with little oversight; meet deadlines; self-manage; show strong attention to detail; maintain a high degree of professionalism, adaptability and organization.
  • Strong skills in Excel and Word.
  • Strong English communication skills, both verbal and written. Will be expected to contribute to written reporting.
  • Effectiveness at working with a diverse team.
Languages:

The Field Coordinator will be responsible for managing a team of Field Researchers in Syria. This includes coordinating and managing their movements, technical outputs, delivery of work, and risk exposure and safety, as well as providing training to build their capacity and skills. S/He will be responsible for supporting regular, high-quality written reports on conflict trends and developments in Syria and other deliverables, as requested
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Responsibilities:
A. Manage the execution of the R&A approach and work plans:
  • Design research methodologies for monthly and ad hoc atmospheric reporting, coordinating with technical leads to gain their feedback with the intended approach.
  • Seek feedback on research questions and research methodology and adapt according to feedback from client and colleagues.
  • Contribute to the drafting of high-quality monthly atmospheric reports before the end of each calendar month, in addition to other R&A reporting.
  • Regular media monitoring of Syrian social media, activist pages and opposition media outlets to ensure triangulation of primary data collection.
  • Close management of the R&A approach with Syria stakeholders and beneficiaries, ensuring Field Researchers apply principles of conflict-sensitivity, inclusiveness and “do no harm.”
B. Delivery of formal technical and capacity development training in Arabic for field staff:
  • Conduct semi-annual performance appraisals of Field Researchers.
  • Develop and oversee the implementation of team and individual professional and technical development plans for Field Researchers.
  • Liaise with the relevant staff to develop and implement regular training sessions and workshops for Field Researchers.
  • Deliver training sessions for Field Researchers in Arabic.
C. Analysis and reporting:
  • As needed, support the analysis and drafting of written deliverables.
  • Gather and analyze data on key issues to support regular and ad-hoc reporting. Sectors may include health, education, governance, essential services and livelihoods.
  • As needed, support the reporting of findings. This may include through joint learning workshops, ad hoc briefings and formal written and verbal correspondence.
  • Liaise on a regular basis with relevant staff to ensure the systematic storage, cleaning and security of all information gathered in the field.
  • Work closely with the relevant staff to maximize data visualization in reporting wherever possible using maps, infographics, heat mapping and graphs.
D. Engage key Syrian stakeholders:
  • Build and maintain strong working relationships with USAID/MEB Syria program stakeholders and IP staff, where relevant and allowable, to facilitate access and permissions for R&A activities.
  • Build networks with Syrian stakeholders and entities for the purposes of data collection and contextual understanding.
E. Operations:
  • Serve as the main point of contact for all incident response for Field Researchers in Syria.
  • Regularly monitor and update field security plans as the situation in Syria requires.
  • Coordinate with relevant project and Home Office staff to ensure the operational safety and security Field Researchers in Syria.
  • Ensure that all Field Researchers understand and follow all standard operating procedures, properly reporting their movements and activities to project staff.
Skills and experience profile
  • Previous experience in a similar Syria-facing role (essential)
  • Fluent Arabic with command of Syrian colloquial dialect (essential)
  • Excellent English writing skills and experience in report writing for international clients.
  • Strong management and people skills, highly organised and able to meet tight deadlines under pressure.
  • Developed network of contacts within Syria
  • A minimum of 3 years of experience in development or humanitarian programming (preferred)
  • Experience in managing teams of field officers within Syria
  • A minimum of a bachelor’s degree in political science, modern languages or other relevant field.

Responsibilities:
A. Manage the execution of the TPM approach and work plans:
  • Work with the TPM Manager to develop contextually suitable, relevant and robust field monitoring tools.
  • Coordinate with the TPM Manager to develop work plans for each of the Field Monitoring Officers (FMOs), identifying key technical risks associated with that plan and developing mitigating measures to address those risks. In coordination with the relevant staff, develop semi-annual community sampling plans in line with verification requirements.
  • Ensure that FMOs have the necessary understanding of USAID/MEB Syria programs in order to effectively undertake their job.
  • Manage the data collection, data quality, and reporting of all FMOs working in Syria, mainly in the Northeast.
  • Manage implementation of the FMO work plans.
  • Supervise and oversee the data flow from FMOs, ensuring the timely delivery of high-quality data for translation, data cleaning and analysis.
  • Conduct quality checks on the data and reports received from the FMOs.
  • Guide the Syria-specific human resources requirements of the project, including recruitment, performance management and feedback for FMOs.
  • Liaise with relevant program staff to ensure safe and effective data collection and other monitoring activities.

Integrity is seeking a Procurement and Logistics Officer for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Procurement and Logistics Officer will maintain and support the logistics and procurement systems in field offices under this activity. S/He will work closely with the Director of Finance and Operations to ensure compliance with USAID, project and Integrity Global’s established guidelines, policies, procedures and regulations related to logistics and procurement.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Responsibilities:

A.Logistics Coordination:

  • Manage logistics, including fleet management, procurement and supply chain management, assets management and administration, across all offices;
  • Implement and strengthen systems of oversight and prevention of corruption;
  • Improve and contribute to planning of project logistics needs

B.Program activities:

  • Take final responsibility for all logistical tasks related to program implementation;
  • Coordinate regularly with relevant project staff to stay up-to-date on the status of the project

C.Procurement:

  • Manage procurement of goods/services, implementing field procurement systems, following all relevant donor, project and Integrity guidelines and procedures, and considering relevant risks of corruption
  • On a regular basis audit the procurement system/processes in order to identify and address gaps and challenges associated with operations in the Syrian context;
  • Provide detailed guidance to relevant staff in procurement rules and regulations;

D.Stock, Asset & IT management:

  • Ensure compliance with USAID’s rule and regulations regarding asset procurement and management, be up-to-date on each USAID guidelines;

E.Fleet management:

  • Oversees effective transport planning and utilisation of project vehicles as per the needs and the budget availability in coordination with relevant project staff;

F. Administrative:

  • Office and accommodation: Ensure that equipping and maintenance of expats residences and office is done in a timely manner in line with Integrity’s operational policies;
  • Communication: Supervise and control the use of communication equipment;

G.Human Resources:

  • Support Home Office in local staff recruitment as required by the Program Manager and/or the Director of Finance and Operations.

Education and Experience:

The candidate will have:
  • Professional experience within a humanitarian and/or development organization at least 3 years
  • Proven experience in management of logistics and procurement departments at least 2 years;
  • Familiarity with procurement and logistics guidelines of USAID
  • Excellent communication skills, including fluent spoken and written English;
  • Experience of working in complex and non-permissive contexts, including familiarity with Syria or the Middle East, would be an advantage.

Description of services:
Integrity is seeking a Security Manager for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The Security Manager will primarily support the field operations of the project inside Syria, with responsibility for ensuring the accurate and timely planning, tracking and reporting of field staff movements, risk considerations, security incidents, and contextual developments. S/He will also support project deliverables, conducting research for weekly security and context updates.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Responsibilities:
  • Liaise with the Field Coordinators to ensure safe and secure movement of all field staff inside Syria; planning routes and tracking movements in a timely and responsive manner; and advising on security concerns and management decisions.
  • Monitor, report and advise on the security situation and risks of operating in communities and key areas of interest in Syria.
  • Act as a focal point in incident responses and crisis management, coordinating with the Integrity Home Office Staff and relevant project staff such as the Director of Finance and Operations and Field Coordinators.
  • Maintain and update Situation Reports, field officer movement plans and daily field context analysis and maps.
  • Maintain and update operations geographic information systems with key locations, routes, incident markers and contingency plans.
  • Identify, verify and facilitate safe and secure options for transferring money into Syria (hawala).

Education and Experience:

The candidate will have:
  • Security Management, International Relations or Law Enforcement or another relevant field.
  • Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
  •  Ability to assimilate a range of information and make basic analyses to support the development of efficient solutions.
  • Good communication skills and ability to adapt communication style to different situations and individuals.
  • Ability to contribute to and/or deliver effective briefing and training, assessing participant needs.

Description of services:
Integrity is seeking a Third Party Monitoring Manager for the anticipated USAID/Jordan Accountability and Research Team (ART) activity. The ART activity will provide third party monitoring (TPM); monitoring, evaluation, and learning (MEL), as well as research, analysis, data visualization and mapping (R&A) services for USAID’s Middle East Bureau (MEB) programs implemented in Syria using use flexible, innovative and adaptive systems in case of unanticipated changes in USG policy and MEB Syria programs. This is anticipated to be a five-year activity.
The TPM Manager will oversee and support the effective design and implementation of the independent monitoring and framework for ART in Syria. The role of the TPM Manager will be to provide support to the design and manage the implementation of the TPM tools and work plans. The TPM Manager will manage activities to verify, track and analyze program performance according to USAID and IP established indicators and plans. The TPM Manager will apply quantitative and qualitative analysis to primary performance and contextual data of USAID/MEB Syria program. The TPM Manager will be responsible for the quality and timely submission of TPM deliverables as well as training and capacity development of relevant staff involved in the project.
This is a full-time position based in Amman. The position is open to national and international staff. This position is contingent on funding.
Responsibilities:
  • Provide effective management of all TPM activities, including verification of USAID/MEB Syria activities.
  • Review and propose updated input/output reporting templates to ensure the consolidation and integration of program learning in the overall planning and management
  • Design and plan a TPM approach in coordination with field coordinators, and regularly review and finalize the schedule of field visits.
  • Oversee process monitoring with a focus on inputs, activity schedules, and targeted outputs
  • Supervise periodic incident and spot check reporting and carry out a detailed analysis of contextual data to assess whether indicator targets are being met.
  • Oversee the design and management of field data collection instruments to assess the progress of USAID/MEB Syria activities.
  • Design and, when necessary, facilitate training for Field Monitoring Officers (FMOs) on data collection and verification protocols, including mobile data collection tools..
  • Work with relevant project staff to systematize the storage, cleaning, analysis, aggregation, visualization, and reporting of performance-related data. This may include, streamlined information cycles, improved adherence to USAID data quality standards including gender-sensitive and ethical data collection methodologies and; responsiveness to issues arising during implementation.
  • Liaise with stakeholders at regular intervals to share key observations including success stories, lessons learned and areas for improvement in addition to gathering feedback on the effectiveness of IP M&E systems.
  • Lead the drafting of regular, written reports for USAID providing performance updates on USAID/MEB Syria programs, projects and activities on the ground.
  • Ensure written deliverables are user-focused and draw on contextual research and other finding to prioritize learning. Coordinate with other relevant staff and stakeholders to promote knowledge exchange and share pertinent evidence.
  • Contribute to the design and improvement of knowledge management and MIS platforms to promote broad access to relevant program data and enable results-based management.
Skills and experience profile
  • Demonstrated ability to implement and manage M&E systems in challenging environments in Syria and the region.
  • Experience designing and implementing quantitative and qualitative research tools.
  • Experience developing and maintaining efficient databases and systems for data collection and analysis.
  • Strong management and people skills, highly organized and able to meet tight deadlines under pressure.
  • Developed network of contacts within Syria
  • A minimum of 6 years of experience in development or humanitarian third party monitoring, at least 3 years of which should be on USAID-funded activities
Languages:
  • Written and oral fluency in English (required); and Arabic (required)
