Job Description
PURPOSE, SCOPE AND IMPACT

PURPOSE, SCOPE AND IMPACT
- Water & Habitat (WatHab) Engineer 1 plans, designs, implements and provides post-handover monitoring of the operation and maintenance of engineering projects within the scope of the ICRC’s water and habitat assistance objectives with supervision and coaching from their hierarchical superior.
- S/he has a close working relationship with external stakeholders, typically regional water authorities, related to their projects.
- Is responsible for maintaining a professional relationship between the ICRC and contractors, coaching contractors in compliance with progress reporting and on site safety compliance.
- Prepares documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
- Supervises and manages the relationship between the ICRC and contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
- Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.
- Prepares implementation/progress reports.
- Provides regular information to colleagues on security, stakeholder issues and site progress.
- Manages project purchasing on labor and materials according to the delegation's financial rules.
- Administers hand-over of ICRC-provided infrastructure to end-users.
- Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC and follows up this training by monitoring project operation and maintenance, for reporting and future training adaptation.
- Uses results-based management to evaluate project implementation.
- Helps identify needs through assessments and surveys
- Internally, daily contact with delegation employees for the design and administration of WatHab projects.
- Externally, minimum weekly phone or in-person contact and negotiation with project stakeholders (e.g. community leaders and local authorities), contractors and suppliers, as a representative of the ICRC.
- Ad Hoc communications with Min of water and Irrigation and regional governorate authorities, as directed.
- Be aware of the delegations objectives and activities
- Understand the three components of the Red Cross/Red Crescent Movement
- Apply the security rules at all times
- Respect and observe the staff regulations of the ICRC in Jordan.
- The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED
- University degree in Electrical, civil or structural engineering, or similar.
- Excellent command (spoken and written) of Arabic
- Excellent command (spoken and written) of English and/or French.
- Proficient in use of drawing software if working in construction and hydraulic engineering.
- Proficient in use of AutoCAD and MS project-management suite or equivalent.
- 3-5 years' professional experience in a related field of activity.
- Good knowledge of electrical or construction engineering.
