Environmental Mobile Application Development Consultancy

All of our efforts are based on our value compass: humanity, respect, independence and neutrality, participation Objective The objective of this consultancy is to develop a mobile application for DRC Jordan that will be used by DRC beneficiaries in order to raise awareness of users on environmental issues and waste management in Jordan. This application will aim to promote behavioral change and increased knowledge regarding waste management and the environment. It will be used as part of the awareness campaigns organized by the youth group who took part in the dialogue platforms under the GIZ Waste to Positive Energy Program. The awareness raising campaigns will target their respective demographic. As part of the overall scope, the consultant will conduct a thorough review and assessment of other applications and websites with similar functionalities to determine how DRC’s mobile application can best be used and rolled out as a public function, which allows DRC beneficiaries in the areas of implementation to utilize the information and increase their knowledge of the environment. The application design should be easy to use, and easily accessible by community members in Mafraq, Irbid, Karak and Madaba who will utilize it during the planned awareness campaigns. The main functionality to be included in the application are as follows: - Provision of information about materials that can/cannot be recycled (such as batteries, lead, organic waste…etc.); - Provision of education guidance for residents of each location about recycling; this includes: what to recycle, how to recycle and how to safely dispose items. Additionally, the application should provide users with different ways to recycle waste; - The application is to provide news about recycling and waste management events near the location of residency; - The application is to allow users to start environmental events/initiatives in the local area; - Selections about what sorts of environmental news, articles and updates the user would like to receive and the frequency of the updates (these should be provided in the form of push notifications); - Connected to social media; provides ability for the users to share on different social media platforms; - The application should be in Arabic ** DRC will support the consultant in the research of the environmental and waste management content to be uploaded on the application The consultancy objectives are therefore as follows:
- Conduct an initial scoping assessment of DRC programmatic needs in relation to the proposed application, as well as an assessment of other mobile applications with similar functionality to uncover possible paths for public use without duplication
- Develop the application that will be used by DRC staff, beneficiaries and the wider community based on initial assessment conducted.
- Conduct an end user testing of the mobile application prior final acceptance by DRC
Mobile Application Development Process The consultant will develop the mobile application in cooperation with DRC’s Economic Recovery Technical Unit. The process will be as follows: - Desk Research Desk research and preliminary assessment of DRC’s programmatic needs as well as other applications and websites with similar functionality. - Project Management The consultants are expected to provide a detailed project plan and an implementation strategy of the project. This plan is expected to include:
- Information regarding the development process
- Application development tools, language.
- A development method and schedule with indicative timeline (Gantt chart).
- Risk management strategy and quality control mechanism.
- Any development tasks or assumptions that may be required to render the solution fit-for purpose.
- Any anticipated integration tasks.
- Specifications The following specifications should be considered in developing the mobile application:
- Simplicity of the user interface
- Mobile applications; Android platforms
- Search; It must have system of search and filters of environmental articles
- Feedback, a channel for users to provide suggestions and reviews.
- Change Management and Version Control
- Develop and report change documents, source code management and version management.
- Adjust and update system in compliance with any Security test, Load Test or IT Audit conducted by the client.
- Ensure all levels of testing prior to execute changes in production environment.
Intellectual Property Rights The copyright of the delivered application will be owned by DRC and associate project stakeholder (GIZ, Municipalities). The consultant must provide all source codes with relevant documentation. Deliverables Throughout the agreed upon timeframe, the consultant will produce the following: • Inception report for preliminary assessment • Presentation of design architecture and project plan (subject to approval by relevant DRC staff). • Interim Presentation of the development of the application • Final completed application ** Upon the acceptance of the agreed deliverable, the consultant will hand over the platform to be run and maintained by DRC. About you EXPECTED PROFILE OF THE CONSULTANT - Bachelor's degree in information systems or computer science or any relevant education or work experience - 5+ years of professional Android and iOS Development Experience with a proven track record of applications - Extensive knowledge of JAVA, Kotlin, Swift and Objective C Programming Languages - Experience in developing, configuring and deploying content management systems. - A strong understanding of the iOS SDK and Android Framework and how to use them to create beautiful interfaces that are dynamic and responsive. - A track record for producing well-tested and well documented code that is functional and bug free. - An understanding of the software development process and lifecycle, including the design-develop-test-release-maintain cycle, and long-term lifecycle support and maintenance APPLICATION REQUIREMENTS Interested Individuals Consultants should submit the following documents:
- Technical Proposal describing the approach you will use for the completion of the tasks in the ToR; including methodology, team composition (if relevant), implementation plan and a detailed timeline.
- Financial proposal detailing the costs per activity/deliverable required. Quote required with a detailed breakdown of number of days and any associated costs
- Minimum of 2 comparable work example (preferably if on functioning applications).
- Curriculum Vitae (CV) clearly summarizing relevant work experience be submitted in one PDF file under CV submission.
