General Position Summary
The HR Senior Officer is responsible for ensuring Human Resources functions to support the staffing needs of the Syria Country Program team based in Jordan. The HR Senior Officer supports strategy development for the HR department while focusing on proper implementation of HR procedures. S/he ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures and identifies required updates to National Employee Handbook and changes in local law or policies. The HR Senior Officer works closely with all staff including, the HR Manager and Director, Director of Programs (ISHA), Supervisors and Manager, and all staff to bring efficiency in HR procedures.

Essential Job Responsibilities

Recruitment, Selection and Placement
  • Coordinate with department heads to ensure all hiring requests are completed according to Recruiting Policies and Procedures of Mercy Corps.
  • Supervise the recruitment process of national staff making sure that staff are following all required steps such as advertisement, shortlisting of CVs and interviews. Participate in the recruitment process on behalf of the HR department.
  • Ensure that Mercy Corps country personnel hiring strictly adheres to Country labor law and other laws as applicable.  That includes payment of appropriate taxes, benefits, security clearance of candidates before hiring etc.
  • Ensure that exit processes for staff departing Mercy Corps is conducted in line with the HR policies and Mercy Corps requirements. 

Onboarding
  • Ensure that orientation is conducted for each newly hired national and expatriate staff.
  • Lead the development and implementation of consistent systems of new staff induction and service requests between HR and other departments.
  • Ensure new hires are provided with MC ID card, email and all relevant documents upon starting their positions. This includes signing of a Job Description, contract, policies and procedures especially the National Employee Handbook and Security Manual.
  • Confirm new staff are trained on timesheet and HR administration procedures.
Human Resource MANAGEMENT
  • Collaborate with HR Manager and HR Director to revise salary scale and participate in regular national salary surveys in order to ensure that that salaries and benefits are competitive within the market. 
  • Assist with operational budget for staff as requested.
  • Work closely with all HR staff in Country/Region and make sure that HR services are provided on time, with high quality and compliant with policies and manuals.
  • Liaise with team members to ensure country org charts for programs and operations exist.  Make sure that org charts are updated on regular basis.
  • Ensure all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
  • Analyses structure and management to ensure functioning teams and identifies challenges proactively.
  • Provides support to managers and supervisors in managing their team, including ensuring capacity development and supporting on performance management.
  • Contribute to the development of the department, by supporting or leading on specific projects. 
Human Resource ADMINSTRATION
  • Ensure personnel and job files are being maintained to the required level in line with Mercy Corps rules and regulations, including recruitment documents, CVs, valid contracts, Personnel Action Forms (PAFs), timesheets, leave days, employee data sheets, disciplinary papers and annual performance evaluations.
  • Ensure the performance review processes are completed on time and with quality results.  Train HR team and supervisors on how to properly conduct and track the evaluation processes. 
  • Ensure quality and accurate data for all national employees is maintain and updated.
TEAM MANAGEMENT
  • Develop the capacity of the team, deepen understanding of their roles and assist with career development.
  • Assist team members with information, tools and resources to improve performance & reach objectives.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Hire, orient and lead team members as necessary.
Policies and Manuals
  • Recommend updates to the National Employee Handbook in line with latest Labor Law and clarify as necessary with staff.
  • Stay abreast of the local law and ensure all changes are shared with HR Manager and HR Director.
  • Monitor HR related laws, policies and “best practices” to ensure that personnel policies, employment practices, and compensation packages are within the limits of established guidelines, procedures, and policies of Mercy Corps and national laws.
  • Sensitize and familiarize all staff working for Syria based in Amman to HR policies – including safeguarding policies.
Administrative Support
  • Provide HR support to leadership as needed.

Knowledge and Experience

  • Bachelor degree or equivalent in relevant field, masters preferred
  • Minimum 3 years’ field experience setting up and managing administration, and human resource systems with humanitarian NGOs with supervisory responsibilities.
  • Proven understanding of complex emergencies, related security concerns and appropriate responses with experience in Syria 
  • Demonstrated attention to detail, following procedures, meeting deadlines and problem-solving independently and cooperatively.
  • Excellent negotiation and representation skills.
  • Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).
  • Excellent oral and written English and Arabic skills required.
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
Success Factors
Critical problem solving skills and the ability to build strong relationships. Able to balance between maintaining attention to detail whilst ensuring oversight of multiple activities and processes. A HR generalist with technical strength, as well as strong communication skills (written and verbal). Maintaining strong cooperating relationships with other departments is crucial. The HR Manager is responsible for ensuring comprehensive Human Resources support for assigned team members and across several hubs of the Syria country program portfolio. The HR Manager ensures the implementation of the HR strategy and work plan across Jordan, NW Syria and Beirut hubs. S/he ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. S/he supports the hubs in ensuring the National Employee Handbook and changes in local law or policies are identified and implemented in a timely manner. S/he supports the HR Director in the implementation of the strategy and work plan, as well as ensuring sound HR service provision to Syria country programs. The HR Manager works closely with all staff including, including the HR Director, HR Officers and Assistants, Directors of Programs, Extended Senior Management Team (ESMT), Supervisors and Managers to bring efficiency and consistency in HR procedures.
