Program / Department Summary
The Operations department is committed to implementing and maintaining the highest standards of efficiency and integrity in the logistics, administration and procurement of goods and services across the operational hubs of its program, all while maintaining compliance with Mercy Corps’ and donor policies, procedures, regulations and specifications.
General Position Summary
The Operations Assistant is responsible for the support of Mercy Corps program support across multiple hubs and locations. As a member of the operations department, s/he is responsible for the support of Mercy Corps programming, ensuring the smooth movement of people, material and documents throughout the region. S/He shall assure smooth follow-up and efficient results while assisting with asset management, fleet management, procurement and following procedures as outlined in the Mercy Corps Manual. S/He may also assist with specific project management activities, event planning, and country program & regional unit communications where required.
Essential Job Responsibilities
OFFICE MANAGEMENT
  • Ensure that the office portrays a professional image.
  • Maintain proper inventory of office supplies and ensure all equipment (i.e. telephones, computers, etc.) are in working order.
  • Update all contact lists, constant companion and other information related to communication, monthly.
ASSET MANAGEMENT
  • Responsible for all aspects of asset inventory management of items in the office in coordination with the logistics department.
  • Responsible for all property management, including process of identifying, negotiating and maintaining agreements for offices, houses, vehicle leases. 
Operations (in cooperation with the Logistics and Procurement department and senior management)
  • Ensure all items procured in Jordan adhere to the Mercy Corps Procurement Policies and Procedures.
  • Interact with suppliers in the receiving and inspection of goods – issues GRNs.
  • Manages the GRN sequence numbering for the regional office.
  • Ensure that there are no conflicts of interests between Mercy Corps staff and suppliers and vendors.  Bring to the senior management team’s attention if any conflicts of interest exist or may exist.
  • Ensure that all new staff receive training in Mercy Corps procurement procedures and policies.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.
PROJECT MANAGEMENT (in cooperation with senior management)
  • Work collaboratively with the Director of Operations and/or other designated project managers and project teams to maximize productivity.
  • Organize and monitor schedules and see that deadlines are met.
  • Coordinate efforts between project team members and locations, and with external actors as required.
  • Participate (or lead as required) in regular project status meetings
  • Report updates verbally, and provide regular clear status update messages in written form to management.
  • Help discern requirements and assign tasks to team members.

ACCOUNTABILITY

Knowledge and Experience 
  • A minimum of 2 years of experience in administration or management and a relevant university degree.
  • Demonstrated understanding of and/or experience with governmental, non-governmental, military or commercial administration, procurement and management issues, protocols and associated systems/apparatus.
  • Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff.
  • Effective verbal and written communication, organizational skills - Fluency in both written and spoken English and Arabic.  
  • Strong computer skills (including Word & Excel) and knowledge of and experience in inventory, human resource management, procurement procedures, etc.
  • Ability to follow procedures, meet deadlines and work independently and cooperatively with team members 
  • A proven ability to solve problems independently without direct supervision.
  • A demonstrated attention to detail, with outstanding organizational skills and the ability to prioritize tasks is critical to the success of this position.


2- Project Assistant– MHPSS and Protection

PROGRAM/DEPARTMENT SUMMARY:
1- “Nubader: Advancing Adolescents and Youth in Jordan”:
Mercy Corps GAC IHA “Nubader” Project is a psychosocial support model to support young people to develop empathy and resilience in response to their needs. The project is implemented through youth and adolescent friendly spaces (AFS) referred to as Community Action Hubs (“Hubs”) across three governorates in Jordan. The Hubs are multidisciplinary and multifaceted resource centers for youth, parents/caregivers, and for the community at large with the aim to facilitate access to educational, psychosocial, community engagement, protection, and recreational services and opportunities. A key component of the program is the integration of Wellness Centre in the Community Action Hubs. These centers aim to provide psychosocial support services to vulnerable youth.
The Wellness Platform is a key component of Mercy Corps’ youth programming. It aims to provide psychosocial support and protection services to vulnerable youth who are enduring high levels of stress as well as their parents and communities.
GENERAL POSITION SUMMARY:
The MHPSS and Protection Assistant will provide support to the implementation of the Advancing Adolescents and Youth in Jordan Project (Nubader), and is responsible for supporting the development and execution of the Caregivers program, mentorship model, and Wellness platform needs, through guiding the curriculum design and development of training tools as well as delivery of the courses and capacity building process using internal and external resources. S/he will report to the MHPSS and Protection Project Coordinator and work closely with staff dedicated to the program – such as, Field officers, Field Coordinators, and M&E Coordinator.
The MHPSS and Protection Assistant will provide support to the implementation of Advancing Adolescents and Youth in Jordan (Nubader) Project. He/she will work alongside the MHPSS and Protection Coordinator  and will support in the development of the Wellness Platforms.
The MHPSS and Protection Assistant will also spend several days a week in the field supporting the field teams in ensuring that time management involves developing training material and preparing for trainings.
Essential Duties and Responsibilities:
  1. Support in the development of the caregivers’ program training manual, lesson plan and activities.
  2. assist in the development of a Wellness Platform model manual and facilitator handbook consistent  with the latest research on parenting education and peer support programmes.
  3. support in research on topics related to mental health and psychosocial support
  4. support in researching and designing awareness campaigns based on global campaigns and as related to mental health action plans
  5. support in the writing and design of the Mentorship model manual
  6. assist in improving and adding references and resources to the wellness platform presentations 
  7. Provide community psychosocial program supervision to CBO volunteers inclusive of ongoing capacity building, professional development, technical support and performance reviews.
  8. support in compiling and updating the  MHPSS service providers and other services relevant to host communities in target region. Create document listing relevant services and resources. Facilitate dissemination of information about existing services and supports to strengthen referral networks.
  9. Provide continual technical support and monitoring of mental health and psychosocial support program activities for capacity-building and to ensure quality standards for MHPSS.
  10. Support the development and implementation of community action hubs' wellness center case managers and mentors capacity building plan;
  11. Assist in developing and operationalization of Wellness Center systems and mechanisms such as referrals and notes of concern;
  12. Participate in developing knowledge and skills of the Wellness Centers teams to support delivery of caregivers’ program and the mentorship model.
  13. Contribute to monitoring and evaluation efforts in accordance with the plan, including monitoring, data collection, analysis, report writing.
  14. Identify capacity development needs of the Wellness Center teams and consult with the MHPSS and Protection Coordinator on the development and the implementation of a training activity that responds to the needs.
  15. support in ensuring disaggregated and cumulative tracking of benificiary and documentation of all activities and outcomes.
  16. Participate in preparation of internal reports, including submission of monthly reports to MHPSS and Protection Coordinator.
  17. Other duties as assigned.

Knowledge and Experience:
  • The qualified candidate must have a Bachelor degree in Social Sciences or humanities with fluency in English and Arabic languages
  • Minimum of 1 year of professional experience in parenting programmes, SGBV, Service Mapping and substantial experience in research, writing and protection
  • Familiarity and training in Case Management and National Standard Operating Procedures.
  • Experience in team-building and engagement with communities; familiarity with needs-based participatory approach.
  • Knowledge of and experience in using established National Referral SOPs, inter-agency standards and guidelines in MHPSS and child protection, such as the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings and the Minimum Standards for Child Protection in Humanitarian Action.
  • Cultural awareness and sensitivity.
  • Self-awareness and proven ability to operate successfully in different cultural environments.
  • An excellent command of verbal and written Arabic and English.
  • Research skills is essential.

3- Reporting & Communication Senior Officer

MERCY CORPS BACKGROUND: Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2002 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on improved water demand management, conflict mitigation and social cohesion programming, child, youth and inclusive education programming, and humanitarian relief programming, which includes emergency cash and protection programming.
PROJECT & ECONMIC DEVELOPMENT PILLAR BACKGROUND: Mercy Corps’ Economic Development pillar envisions a prosperous Jordan in which economic growth is decoupled from use of groundwater and fossil fuel energy resources, and that is capable of: (1) creating decent  and safe jobs for vulnerable individuals, (2) increasing income and economic resilience of households to natural resource constraints and external shocks, (3) unlocking the growth potential of local enterprise. Mercy Corps is a project based organization, the individual hired for this position will be working under the Access to Justice and Jobs (A2J) project. The project has three main components: 1) Rule of Law, assisting vulnerable individuals in Northern Jordan gain information about their legal rights, 2) Youth Employment: better position youth (ages 18-25) in the labor market through vocational and on-job training opportunities, 3) MSME Expansion: improving the economic diversity and inclusion of stakeholders across the olive oil and dairy market by taking a market development approach.
GENERAL POSTION SUMMARY: The purpose of the Senior Reporting and Communications Officer is to provide support in all internal and external communication matters related to the Access to Justice and Jobs in Jordan (A2J) project. The Senior Reporting and Communications Officer will be responsible writing all donor reports, coordinating with Consortium partners, developing external communication materials, and overseeing all research efforts occurring under the A2J project.
ESSENTIAL JOB RESPONNLITIES 
Reporting and Donor Communications: 
  • Responsible for coordination of donor reports and ensuring they are of a high quality and submitted on schedule.
  • Maintain program files according to PM@MC guidelines.
  • Provide draft answers to donor questions and requests, while ensuring compliance with donor regulations.
  • Support full compliance with PM@MC minimum standards for program management.
  • Act as the primary focal point with the desk teams in Portland and Edinburgh to act in response to donor strategic priorities and adhere to specific requirements and deadlines.
Research:
  • Consolidate all incoming data from the field and use for research purposes.
  • Take the lead on the on-going Impact Evaluation Research.
  • Develop learning documents at the end of the project related to the market system development approach, youth employment interventions, and job creation within the agriculture sector.
Proposal Development 
  • Act as the primary writer in drafting new proposals – coordinating the development process with all departments of the team and under the guidance of the Economic Development Pillar Director.
  • Draft new concept notes and decks for related to new business development as required.
General Responsibilities
  • Adhere to MC policies, tools, handbooks and guidelines.
  • Assist a range of support with the implementation of the SME and Employability components of the project.
  • Implements independently procedures and activities within own function or core scope as delegated.
  • Responsible for organizing and delivery of tasks in line with priorities and standards.

KNOWLEDGE AND EXPERIENCE:
  • 4-5 years’ total working experience;
  • 1-2 proven work experience on development projects;
  • Bachelor’s Degree is mandatory. Within a humanitarian or social science field is preferred
  • Strong writing skills and ability to edit with a critical eye to detail (English). Ability to produce and edit documents under deadline pressure.
  • Ability to coordinate funding proposals and progress reports from key institutional donors.
  • Demonstrated flexibility and creativity in planning and problem solving.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
  • Proficiency in Microsoft Office applications including Excel and Word;
SUCCESS FACTORS: The successful candidate will combine exceptional organizational abilities and writing skills with good interpersonal skills under pressure. S/he will learn and move between all components within the A2J project to consolidate essential information for accurately reporting Project activities in Jordan. S/he will be able to capture strategy and planning in to concise and clear documents in new businesses development as needed. The candidate will be organized and maintain a clear electronic and paper filing system. S/he will take the time to learn and understand donor compliance, MC minim standards, and the Economic Development Pillar MSD methodology, then help ensure best practices are upheld throughout the project life-cycle. The successful candidate will be able to ultimately be able to provide constructive input to the rest of the team and therefore, must be willing to learn from others. In particular, best practices in cross cutting issues including accountability, agriculture, economic development, and youth employment. have strong program support skills, project management skills, good information management skills and maintain a sense of humor.
