Terms of Reference:
Employee will serve as the Database Developer on the USAID Rule of Law Program (ROLP) in Jordan and will carry out duties designed to meet the objectives of the project as part of a design/development team.
Introduction:
ROLP’s purpose is to support Jordanian efforts to enhance government accountability to citizens; strengthen the rule of law to better protect human and legal rights; and increase the effectiveness of civil society and private sector organizations to advocate for their interests, provide services to their members, and participate in governing processes. This program will support civil society and private sector efforts to demand greater assurances from their government with regard to those protections and accountability
Background:
ROLP aims, in general, to increase public demand for public accountability, transparency, rule of law and protection of human rights; and to improve counterparts to comply with international and domestic commitments in public accountability.
ROLP seeks a Database Developer. The Employee will have the following duties/responsibilities to help accomplish project activities/outcomes:
- Design data structures and indexing strategies
- Write high performance SQL queries and stored procedures
- Manage and administer database environments
- Provide advice and coaching on database tuning and optimization strategies problem
- Analyze application glitches and recommend adjustments
- Produce and maintain program code and documentation
- Design logical and physical data models
- Review requirements with the users and provide time estimates for task completion
- Develop and provide support to all system interfaces and coordinate with all staff to provide specifications for all core modules.
- Coordinate with various developers, project managers, and analysts to prepare designs for new applications and documents all processes to ensure effective evaluation of all applications.
- Analyze and ensure efficient transition of all technical design documents and develop various SQL packages to provide support to all application developers.
- Monitor and recommend changes if required to all PL/SQL packages and provide stored procedures, design and develop various relational database.
- Other duties, as assigned.
Minimum Qualifications
The employee will meet the following minimum qualification standards for the positions, where appropriate experience equivalent has been indicated:
- Degree Required: Advanced degree in relevant field (e.g. IT, business analysis, data analyst, database design, etc.)
- Years of Experience: 3+ years of Oracle 10g or 11g SQL, PL/SQL development experience and writing Oracle Store procedures
- Language Skills: Fluent in Arabic and good command of English
- Computer Skills: Demonstrated ability to Tune Oracle, SQL and PL/SQL queries. Strong experience in designing and developing Oracle packages, procedures, programming and data structures

- Exceptional analytical, critical thinking, and writing skills
- Excellent communication skills (including the preparation of high-quality reports), interpersonal skills, and multi-tasking capabilities,
- Ability to work on tight schedules with minimal supervision
- Proven knowledge and experience in conducting project evaluations
- Good understanding of software debugging, tracing and inclusion concept
- Proven knowledge and experience in conducting in-depth statistical analysis of quantitative data
