About the Monitoring, Evaluation and Learning (MEL) Unit:
The MEL unit is one of the units within the Programme Department under the leadership of the Deputy Country Director - Programmes. The main role of the unit is to ensure quality MEL in all Plan Jordan’s programming and to ensure that results from programme work are captured, presented and analyzed in line with Programme and Influence Quality Policy (P&IQ), as well as M&E standards to inform programme design and management. The unit collaborates with Programme Units, Technical Units, and other units in the Programme Department to ensure that the conditions for effective monitoring and evaluation are met at all stages of the project and programme cycles. The unit also ensures that the necessary tools, mechanisms, capacities and conditions are in place to deliver quality MEL across the organization.
The Opportunity:
This position will support the MEL Team, work closely with Project Coordinators and Clerks, Technical Units, Program Unit Managers and frontline staff in collecting data, and direct beneficiaries.
The MEL Clerk is responsible implement M&E activities, ensure proper regular monitoring, responsible for the collection & analysis of different data in relation to the project activities. Assist in evaluating projects, assist in generating and supporting the development of reports, ensure accountability and efficiency throughout, contribute to the learning cycle. The MEL Clerk might be assigned to support one or more project, on the following:
  • To ensure that the necessary frameworks, mechanisms and tools are in place that allow Plan Jordan to monitor and assess its progress towards the objectives set out in its Country Strategic Plan (CS).
  • To ensure quality MEL for Plan Jordan’s individual projects and programmes in line with donor standards and requirements.
  • To support programmes and projects in needs assessments, project design, baseline studies and project evaluations that fit to the strategic priorities of the CS. The unit also works closely with other departments to ensure a good basis for gender-transformative and age appropriate monitoring of performance and results, and supports the process of project and programme evaluations.
  • To promote and ensure accountability and facilitate participatory MEL practice including community feedback. The unit facilitates the implementation of mechanisms and tools to capture, respond and act on the opinions, voice and feedback of girls, boys, women and men in the communities we work with.
  • Assist in guiding and supporting Plan Jordan implementing partners to design and develop MEL systems and approaches that are compatible with the overall Plan Jordan MEL framework. The unit provides capacity building, guidance and follow-up for partners, including Community Based Organization (CBOs), in the development and implementation of participatory monitoring and evaluation tools and procedures that provide quality evidence-based information for tracking the projects’ performance and results. 
    Typical Responsibilities - Key End Results of Position:
  • Support the unit lead in the development of M&E systems, tools and procedures and in the implementation of quality M&E for projects and programmes.
  • Contribute to the development and implementation of M&E frameworks at strategic (country) and operational (project) levels.
  • Support project design, from situation analysis to design, planning and evaluation.
  • Support the process of needs assessments, baseline studies, mid-term reviews, final evaluations and other research related to programs and projects and ensure dissemination of results with all relevant stakeholders.
  • Assist in the development, communication and implementation of M&E plans and Indicator Performance Tracking Table (IPTT).
  • Support the design of project databases and frameworks using KOBO, ODK…etc.
  • Support the monthly reporting of Plan Jordan’s total reach and dashboard.
  • Support the development and progress of MEL automations which includes but not limited to tools, MEL plans, and MEL systems (databases).
  • Collect quantitative and qualitative data and monitor the progress of the project activities and quality of implementation against project work plans using appropriate monitoring measures.
  • Support and lead project data entry of collected tools and data.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E.
  • Promote and facilitate participation and feedback of communities in Plan Jordan’s M&E activities.
  • Assist PUs when necessary with Annual Counting guidelines and data consolidation.
  • Organize and conduct training on M&E for project and relevant staff.
  • Travel and conduct site visits to offices, premises and project implementation sites of implementing partners (both governmental and non-governmental organizations) in order to inspect, observe and verify ongoing project activities;
  • Support relevant PUs in annual reflections.
  • Perform other duties as required

  • Ensure effective and efficient Accountability and feedback measures.
  • Identify risks or issues that may affect program implementation.
  • Ability to think strategically, recognize program and persuade colleagues of M&E opportunities that Plan should exploit.
  • High degree of capacity to resolve a wide range of challenges related to M&E initiatives
  • Providing leadership and advice on M&E activities 
    Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
  • A University degree in relevant fields and subjects.
  • Relevant Monitoring, Evaluation, Accountability, Research and Learning experience.
  • Experience in planning and facilitating training/workshops.
  • Fluent written and spoken English and Arabic language skills required.
  • Demonstrated writing skills (report writing, proposal, and concept paper writing)
  • Experience working with children and understanding their special needs.
  • Excellent interpersonal communication skills and team work abilities.
  • This position requires high computer literacy with a full knowledge of office applications and ability working with mobile data collection programs.
  • Understanding of and commitment to the promotion of gender equality, child protection and inclusion of the most vulnerable. 
  • Ability to work under pressure and meet multiple deadlines and targets.
