Consultant – Project Coordinator
TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Consultant – Project Coordinator, Amman
Description of Duties and Responsibilities
Project Management
- Develop and update project work plans;
- Support the GIZ-UNRWA (RSS) Project Manager in donor reporting;
- Participate in the Agency-wide project coordination meetings;
- Monitor and evaluate the project’s performance;
Conduct mapping and needs assessment
· Conduct a mapping of existing capacity development guidelines, training materials and other relevant materials of UNRWA School Counsellors in each of the five Fields of UNRWA operation, how they are used and what are the gaps;
- Prepare and facilitate focus group discussions with Senior Education Management and technical staff members in Education in addition to School Counselors, as well as with UNRWA students on their experiences and expectations of School Counsellors, which will feed into the needs assessment regarding future capacity development needs of School Counsellors;
- Conduct needs assessment based on the mapping, focus group discussions and previous assessments conducted to identify future capacity development needs of the School Counsellors;
Review the role and responsibilities of UNRWA School Counsellors
· Review of the current Job Description(s) of School Counsellors/PSS counsellors regarding the scope of their work, responsibilities, tasks and qualifications;
- Draft an updated Job description of School Counsellors, ensuring it reflects the RSS reform;
Design capacity development activities/trainings
- Provide technical and administrative support for the Technical Expert in the development and writing of the School Counsellor Handbook and other required materials;
- Support in designing and conducting capacity development trainings;
- Perform such other duties as may be assigned.
minimum Qualifications and Experience
· Advanced degree (Masters) from an accredited educational institution in Education, Psychology, Social work or other relevant field;
· Three to five years of relevant professional experience; including international work experience outside one’s home country;
· Expertise in Education, Psychosocial support and Child Protection;
· Experience in project management; mapping and conducting needs assessments; capacity development;
- Fluency in both written and oral English.
DESIRABLE QUALIFICATIONS
· Experience in the Middle East region;
· Understanding of the Palestine refugees context at the global, regional and country level;
· Strong understanding of UNRWA’s mandate in the area of Education.
· Knowledge of Arabic.

CONDITIONS OF SERVICE
· The consultant will be based at HQ Amman, Jordan;
- The duration of the consultancy is 24 months.
- Monthly remuneration will be equivalent to P2 or P3, depending on the candidate’s qualifications and experience.
