Under the direct supervision of the Safety and Security Officer (SSO), the incumbent is responsible for overseeing UNRWA’s security system and safety requirements, in addition to, providing advice, training and support within a designated area of operations
Primary Duties and Responsibilities
Assists in the development and implementation of established safety and security standards, guidelines and procedures to ensure security mainstreaming in all installations within his/her designated area; responds to emergencies in a timely manner.
Conducts periodic building and office security and safety assessment surveys; guides the implementation of emergency and safety standards; acts as the area Fire Marshal, conducts inspections and makes recommendations with regard to fire safety.
Conducts a wide variety of safety and security related training for area and management staff including, Security Awareness, Driver Safety, Fire Safety, Conflict Prevention & Resolution within his/her designated area of operations; provides introductory security briefings to new staff members.
Ensures that Security Incident Reports are properly forwarded to FSO within established time lines;
Assists in planning and implementing security and safety awareness activities such as fire drills and first aid exercises.
Advises management staff in area concerning their security-related duties and responsibilities.
Works closely with UNDSS and local authorities; maintains positive and constructive relationships with local security, police, fire and medical authorities.
Performs such other duties as may be assigned.
Minimum Qualifications
· A university degree in a related field, or any relevant professional qualification, training and progressive work experience.
· Training related to security and safety measures.
· At least two years of progressively responsible experience in the police, military, security industry or related field.
Language
Very good command of spoken and written English and Arabic.
Competencies
· Demonstrated organizational and planning skills; ability to meet deadlines and handle multiple activities.
· Proven ability to conduct training.
· Knowledge of security planning and management combined with good technical skills in safety matters and communications equipment.
· Excellent interpersonal skills; ability to establish and maintain working relationships in a multi-cultural environment.

The incumbent of this post reports to Project Manager.
Primary Duties and Responsibilities
In accordance with Agency policy and procedures the incumbent:
· Measures, Records & Certifies the quantities of Mechanical Works installed at regular intervals, usually on weekly basis & before Contractor’s Mechanical works Staff submit an interim payment. Then finally certify the whole quantity of Mechanical works carried out upon completion of the work.
· Follow up & report on the progress of work regular basis to project manager
· Attends meetings as requested by project manager
· Tests installed work for safety and adequacy.
· Is responsible for the day-to-day activities of the construction site, related to mechanical works, including supervising and monitoring the site contractors’ labourers and the work of subcontractors, ensuring quality, health and safety measures on site.
· Checks mechanical design drawings, shop drawings and as-built drawings, compared with the actual level and details, ensuring accuracy.
· Prepares technical, financial and any such related technical reports and information as may be required by project manager; particularly, detailed time schedules, cost and calculates time requirements and provides recommendations as appropriate.
· Prepares daily, weekly and monthly progress reports by collecting, analysing and summarizing information and trends; as per request of project manager.
· Full coordination with Agency Electrical engineer in common issues (Electromechanical).
· Prepares air conditioners specifications & supervises the installation of new ACs needed for the project.
· Reviews and checks project documents and reports about any discrepancies and deviation from site conditions; ensures that “as- built” drawings are prepared properly; raises related matters to the supervisor.
· Keeps site records, inspection forms, measurements tracker; monitors project progress and identifies and resolves problems that may affect project’s completion.
· Valuates contractors’ executed mechanical works.
· Monitors the quality of materials used in the project; ensures that the supplied or coordinated materials by UNRWA are strictly used for the intended project and purpose; keeps accurate records of materials delivered to the site per type, quantity and date.
· Arranges for submittals & testing of materials.
· Provides assistance & consultation for other construction & maintenance projects.
· Provides technical advice to Project Manager in his Field of expertise.
· Performs such other duties as may be assigned.

Incumbent has to apply all Agency procedures, rules, regulations and specifications for all work carried out. He is also required to apply his professional knowledge and exercise, judgment during implementation of all construction and maintenance work on Mechanical installation in Agency buildings.
Qualifications
· A university degree in Mechanical Engineering (Supervision of mechanical works in buildings).
· Minimum five years experience.
· Working Knowledge of both English and Arabic is required.
Competencies
· High level of skill in identifying Mechanical faults, diagnosing the root causes and taking remedial action;
· Ability to maintain good working relationship with user departments and work with others in own department in a team environment.
· Good Communication (both written& verbal) skills.
· Ability to work under pressure.
Desirable Qualifications
· Professional qualification in Mechanical Engineering.
· Professional of a valid driving license in Jordan in a must.

Primary Duties and Responsibilities
In accordance with Agency policy and procedures, the incumbent is responsible for the overall day-to-day management of the project, ensuring the successful and timely implementation, as per plans, on time, within budget and to the quality approved. In particular:
Acquaints him/herself with the Financing Agreement signed between the Donor and UNRWA and all its integral parts and prepare all the project documentation with regard to schedule, budget and project set-up; develop the Project Implementation Plan and update it regularly ensuring that UNRWA rules and regulations on technical matters as related to the project are applied.
Providing an overall direction for Chief Infrastructure and Camp Improvement Programme JFO on efficient and cost-effective ways to use the Maintenance funds to achieve the maximum impacts for the Palestine Refugee population using UNRWA premises while ensuring protection.
Comply with the guidance related to the selection criteria for premises that shall be included in the Maintenance Works.
Comply with the guidance for the monitoring and management of the Maintenance Works.
Ensuring that adequate plans are developed, monitored and evaluated for all activities related to the Maintenance Works with clear roles and responsibilities, resources and results while maintaining safety and value and ensuring that the funds are used for the targeted scope.
Discussing requests by JFO Programmes/Departments for inclusion of projects in the Maintenance Works for clearance by ICID-HQ (A), submittals shall include detailed activities and cost breakdowns.
Ensuring timely referral to Donor Relations Officer for support / provision of inputs to address specific issues.
Managing for the in-house preliminary design and following up the detailed design when needed from GAZA Design Unit – HQ (Gaza .).
Managing and supervising the preparation of the tender documents including conditions, design drawings, Bill of Quantities and any other relevant information to comply with donor request for clearance.

Produce detailed budget of the project and establish accurate, timely and effective budget tracking. Review regular financial forecasts for the effective implementation of the project. Accountable to UNRWA for the Project’s budget, expenditure and reporting.
Develop and maintain effective relationships with external project stakeholders.
Ensure effective project visibility from an Agency and donor perspective.
Coordinate tendering and contracting of maintenance works with Central Support Services Division - HQ (A) (CSSD) and Field Finance Department (FFD) and participate in technical and financial evaluation for tenders.
Lead the Site Engineers, Mechanical and Electrical Engineers to ensure proper supervision and quality control of Maintenance works and administering contracts and ensure regular site visits are conducted. Oversee the validity and accuracy of bills of quantities and financial accounts for work executed. Carry out the duties of the Director of Works. Provide sign off on final taking-over by the UNRWA Departments/Programmes of the completed maintenance projects.
Coordination with Area Maintenance Engineers in UNRWA areas in several aspects to support the maintenance project.
Prepare reports on project progress and achievements as well as best practices, evaluations and lessons learned, as well as the project final report.
Following up any needed survey or soil testing from external consultant.
Ensure that all As-built drawings are submitted by the end of the project to ICID – HQ (A) including all changes and modifications carried out on the Agency Premises, together with all buried services.

Minimum Qualifications
· University degree in Civil Engineering, preferably with specific knowledge in maintenance projects.
· 15 Years of experience in maintenance projects management relevant to the post’s duties and responsibilities in addition to experience as technically in charge-of the overall planning, management and execution of maintenance projects.
· Excellent command of written and spoken English and Arabic.
Competencies
· Solid experience/ability in involving the stakeholders in the planning and implementation of maintenance projects.
· Demonstrated ability to establish and maintain effective working relationships with others in a pro-active team environment;
· Ability to present information and data in a clear and constructive manner;
