1-Technical Advisor: Water sector performance and regulation
The “Management of Water Resources Program” in Jordan is seeking a “Technical Advisor: Water sector performance and regulation” - on a full-time base employment

A. Required qualifications, competencies and experience
Formal Qualifications
- BSc or masters/MSc in Economics/Business Administration Or Engineering in Water or Waste Water.
Professional Experience
- At least 10 years of experience in the Water Sector (or in water utility?). Good understanding of Water Utilities operations.
- Experienced with financial analyses and financial models
- Experienced in setting KPI’s, analysis of results and interpretation
- Working knowledge with water legislation and working framework
- Strong organizational and communication skills
- Proven experience in management, coordination, and monitoring of projects in international development and comfortable communicating at all levels
- Experience in working with Jordanian public sector institutions is an asset
Other knowledge, additional competencies
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
- Fluent written and verbal knowledge in English and Arabic languages, preferably German.
- Good communicator, information provider, advisor
B. Responsibilities
The position holder is responsible for:
- Providing professional advisory and guiding the establishment of the regulatory functions within the performance enhancement Unit at the counterpart entities
- Support the activities leading to the development of a representative performance monitoring system and to the issuance of high-level reports on the measured KPI’s
- Conducting field visits and work closely with the utilities including working days in the field to support performance monitoring
- Support the analyses of the reports issued from the utilities and water administrations
- Advise on the needed improvements to achieve the targets of the selected KPI”s of the utilities
- Train and coach partner institutions staff on the different aspects of regulation as needed
- Establish close coordination between the stakeholders to support streamlining the monitoring procedures.
- Support the Component manager with other component activities as requested in the areas of Governance and PSP.
- Follow up with short term consultants and support their missions and activities
Other relevant tasks and duties as required and agreed upon with the Project Manager

We have been working in Jordan for over 40 years, and since 2001, water has been a priority in Jordanian-German cooperation. Jordan is one of the world’s most water-scarce countries. The available water resources – especially groundwater – have been heavily over-used for years. At the same time, the pressure on water resources continues to increase due to population growth, the impact of climate change and economic development. Despite these challenges, the government of Jordan provides almost universal access for drinking water and improved sanitation.
The project Management of Water Resources implemented by GIZ is supporting the Ministry of Water and Irrigation, the Water Authority of Jordan and the Jordan Valley Authority in improving their governance and planning processes. It focuses on strengthening the regulatory framework, private sector participation, water resources planning and irrigation management. The goal is to improve performance of the water utilities through improving the performance monitoring systems at the utilities and strengthen the regulatory functions of the water companies’ performance/ regulatory Unit.

2-Technical Advisor – Export Promotion
The “Trade for Employment project” in Jordan is seeking a “Technical Advisor – Export Promotion” - on a full time base employment

- Required qualifications, competencies and experience
Formal Qualifications
- University Degree in Economics, Development, Business, Political Science or other relevant fields
- In-depth proven knowledge in export development and promotion, monitoring and evaluation and the Jordanian trade environment
- Good knowledge in export promotion activities and services at both the enterprise and business support organizations levels.
Professional Experience:
- Minimum of 7 years of professional experience in the area of export promotion and development cooperation and monitoring and evaluation or similar experience;
- Good understanding of a practical development and implementation of trade and export capacity building programs;
- Advisory experience especially with Jordanian public trade support institutions as well as with private sector,
- Deep understanding of multilateral trading system of international development programs, as well as bilateral trade agreements of Jordan
- Strong analytical capacity in matters related to trade and export development
- Experience in preparation and implementation of consultancy or service contracts and ideally according to GIZ standards and steering partners
- Experience in knowledge management and monitoring and evaluation
- Experience in designing and implementing workshops, seminars or similar activities
Sectoral Competences:
- Trade development and export promotion as well as online platforms for trade related services
- Monitoring and evaluation
- Experienced with GIZ work or other donor organisations in Jordan is an asset

- Dedication, reliability and regular follow up on assigned tasks
- Major Responsibilities
The position holder is responsible for:
- Jointly with the Head of Outcome Area 2 the advisor will implement activities in this area aiming to improve the availability and quality of demand driven trade related services by strengthening service providers in the development of market analysis and information on foreign market requirements, trade fair visits, matchmaking activities and improved access to information for companies.
- Provides professional advisory services to public and private trade support institutions and exporting firms
- Engage directly with enterprises to accelerate or develop their export readiness and trade support organizations to enhance their export support capacities
- Ensuring proper monitoring and reporting of results in Outcome Area 2 and supports the development of information products in line with the regulations of the GIZ and the project’s donors
- Feeding into and updating projects monitoring system with a specific focus on employment outcomes
- Updating and developing capacity works and development tools inside the Trade for Employment Project according to GIZ guidelines

- Background on GIZ and the Trade for Employment Project
The “trade for employment” project is part of the BMZ special initiative “Tackling the root causes of displacement – reintegrating refugees”. The project will be implemented as part of the Regional Refugee & Resilience Plan 2017-2018 in Response to the Syria Crisis (3RP). Its aim is to support companies short-term as well as to tackle mid-term structural challenges in trade promotion. In the longer term, it seeks to improve the trade for employment conditions for Jordanian companies.
The Jordanian economy has been experiencing a downward trend since 2011, reflected among others in a negative trade balance, weak business growth and a rising unemployment rate. Conflicts in neighboring countries have exacerbated the situation, leading to an almost complete closure of the borders with Syria and Iraq and to the loss of traditional export markets. An estimated 30 per cent of the Jordanian population lives below the poverty line and the unemployment rate currently stands at 15.5 per cent. The imbalance between labour supply and demand is intensified by the high number of refugees, most of whom are less qualified than the Jordanian population. As a result, Jordan faces the challenge of needing to offset economic losses and counteract the economic downturn, while at the same time integrating a large number of refugees into its economy. In order to tackle these challenges, the government is setting itself the goal of promoting trade, tapping into new markets and thereby generating economic growth and creating jobs as part of Jordan 2025 - A National Vision and Strategy. The National Export Strategy (NES) further focuses in this context on promoting trade-oriented businesses and improving production quality. Despite the efforts of the Jordanian Government and international donors to facilitate access to the European Single Market under the Jordan Compact, Jordanian companies are still struggling to tap new export markets. The necessary conditions for Jordanian companies to increase their trade performance for employment are not yet in place to the required extent.
The project goal is therefore: The conditions for Jordanian companies to increase their trade performance for employment have been improved.
The project implements measures in four outcome areas. In outcome area (1), the project assists the private sector with shaping general conditions conducive to trade by developing the negotiation capacity of chambers of commerce and trade associations and institutionalising dialogue with the government. Outcome area (2) seeks to develop new demand-based trade promotion services and improve existing ones. In outcome area (3), existing barriers to trade are identified and export procedures and processes facilitated. Outcome area (4) is designed to improve recruitment of personnel in trade-oriented businesses, with a particular focus on the placement of Syrian refugees.
The project is scheduled for a term of 4 years and 4 months (from September 2017 to December 2021)
The main responsibilities of this position fall under Outcome Area 2.
