The “Strengthening the Resilience of Water Utilities project” in Jordan is seeking a “Utility Commercialization and Business Performance Improvement Specialist” - on a full time base employment.
Major Responsibilities:The position holder is responsible for:
1) Implementing commercial and business performance improvement in water utility branch offices, including introduction of business planning processes that involve:

- improving the efficiency and effectiveness of key business operations
- providing hands-on assistance to improve financial under-performance and cash-flow management
- identify and implement cost saving initiatives, improve management and control, identify and manage risk and improve quality
- Setting of specific program objectives and targets for selected key performance indicators
- Developing strategies for achieving set objectives
- Supporting the establishment of an effective management information system that supports timely decision making and feeds the monitoring and evaluation framework for short-term performance improvement programs
- Staff capacity building including training in utility management, entrepreneurship, technical and interpersonal skills; coaching and mentoring
- Identification and implementation of Investments in quick-wins and medium-term wins: Such investments may include replacement and or recalibration of meters, provision of transport to improve timely response, replacement of leak prone sections, illegal use reduction programs; among others.
- Effective facilitation of performance improvement programs
- Cascading of targets from company level to individual staff
- Strengthening ROU internal monitoring capacities
- Acting as focal point of a working group with other GIZ project staff and consultants
- Planning and coordinating activities of the working group across all ROUs
- Coordination and Cooperation with 5 other working group
- Acting as focal point for one Regional Operating Unit for all activities

Required qualifications, competences and experience
Formal Education:
Formal Education:
- University Degree (BA, BSc.) in Engineering, Business or Finance
Professional Experience: - At least 10 years of relevant professional experience;
- Extensive work experience in water utility management, commercialization processes
- Proven track-record of providing technical assistance in the area of business re-orientation, commercial management, operation and maintenance of water utilities
- Experience in supporting project steering, evaluation and monitoring, reporting and communication
- Experience in strategy development, stakeholder involvement
- Proven track-record in capacity building and provision of on-the-job training
- Work experience in and/or with government institutions, particularly in the Jordanian water sector is an asset;
- Work experience in development cooperation is desirable, working experience in or with GIZ or other donor organisations is an asset;
- Excellent knowledge of Arabic and English, both spoken and written;
- Profound experience in performance improvement and business re-orientation of water utilities
- Must have driving licence and willingness to commute between different branch offices;
- Ability to supervise consultants, manage local contracts, if necessary;
- Flexibility, team player spirit, amicable and excellent communication skills are essential;
2- Customer Relations Management and Commercial Management Specialist

The “Strengthening the Resilience of Water Utilities project” in Jordan is seeking a “Customer Relations Management and Commercial Management Specialist” - on a full time base employmentMajor Responsibilities:The position holder is responsible for:1) Supporting customer-orientation and enabling ROUs to improve customer service, including introduction of new procedures and skills:
- Identifying priority areas of intervention in commercial management in close cooperation with counterparts;
- Designing and implementing tailor-made technical assistance based on ROU needs;
- Staff capacity building including training in commercial management procedures, customer service skills, technical and interpersonal skills; coaching and mentoring;
- Supporting adaptation and roll-out of web-based commercial management software, programming of commercial management processes, workflows;
- Supporting adaptation, customization and roll-out of GIS functions;
- Coaching of users;
- Acting as focal point of a working group (Commercial management) with other GIZ project staff and consultants;
- Planning and coordinating activities of the working group across all ROUs;
- Coordination and Cooperation with 5 other working group;
- Acting as focal point for one Regional Operating Unit for all activities;
GIZ supports water utilities in improving their economic performance, which means GIZ assists water utilities in finding ways to increase their revenues; this could be through the improvement of commercial management procedures, such as billing and collection, accounts receivable management and better operation and maintenance or other measures. GIZ wishes to support utility staff to implement their ideas, enabling them to improve their performance and job satisfaction.

- Experience in user coaching (formal and informal on-the-job training) and development of user manuals / training material;

- Work experience in development cooperation is desirable, working experience in or with GIZ or other donor organisations is an asset;
- Excellent knowledge of Arabic and English, both spoken and written;
- Must have driving licence and willingness to commute between different branch offices;
- Ability to supervise consultants, manage local contract, if necessary;
- Flexibility, team player spirit, amicable and excellent communication skills are essential;
- Oracle database programing and management;
- Long-standing experiences in using and customizing Geographic Information System (GIS) for customer and commercial management application;
3- Junior Technical Advisor for the “Employment-oriented MSME Promotion

The “Employment-Oriented MSME Development Project“ in Jordan is looking for a “Junior Technical Advisor for the “Employment-oriented MSME Promotion”” - on a full time base employment.Major Responsibilities:The position holder is responsible for:
- Supporting research and concept development on various topics
- Support building and strengthening project-relevant networks and nurture dialogue between public and private sector in selected sectors
- Preparation of background and briefing notes, project documents and presentations
- Supporting the preparation, organization and documentation of workshops and events incl. logistical support
- Supporting monitoring and evaluation of the MSME project and fulfillment of reporting requirements including regular reporting to BMZ and other project stakeholders
- Supporting knowledge management, documentation and communication / PR of project activities
- Performing other relevant tasks and duties as requested by management.
The “Employment-oriented MSME Promotion” project will contribute to inclusive economic growth as envisaged in Jordan’s national vision and strategy “Jordan 2025“. Its aim is to improve growth opportunities for private enterprises in order to boost employment, income and private sector growth.
The project designs and implements interventions in three fields of activity and within three selected sectors, namely food manufacturing, tourism and ICT. In field of activity (1) “Enhancing competitiveness in selected economic sectors,” the project seeks to improve the foundations for competitiveness in the three selected sectors of the Jordanian economy. In field of activity (2) “Improving the skills of MSME employees and owners in the selected sectors,” the project will aim at improving the expertise of staff at micro, small and medium enterprises in selected areas. Field of activity (3) “Improving the business and investment climate in the selected sectors” is designed to help improve the conditions for doing business and investing in the selected sectors.

- University Degree in Economics, Business Administration, International Development, Political Science or other relevant field.
- Good understanding of Jordan’s business environment and relevant networks.
- At least 3 years of professional experience in a similar position.
- Experience in and exposure to private sector development, especially with regards to micro, small and medium enterprises (MSMEs).
- Knowledge of the public and private sectors in Jordan.
- Proactive and solution-oriented personality

- Strong communication and interpersonal skills
