1- National Expert on Participation
The “Strengthening the influence of Palestinian Refugees on the living conditions Program (PART) ” in Jordan is seeking for a “National Expert on Participation” - on a full time base employment, as per the attached job profile.

A. Required qualifications, competences and experience
Formal Education
- Master’s Degree, in relevant discipline, such as Social Sciences, Political Science, Gender Studies, Psychology or a related field
Professional Experience:
- 15 + years of professional experience
- Proven work experience with (social and/or political) participation
- Proven in-depth knowledge of the Palestinian refugee context
- Working experience in a refugee camp and/or with organisations from the camp is an asset
- Extensive professional skills in providing capacity development/ training
- Profound practice in working with youth
- Practical leadership experience, including program development, passing on leadership skills, change management, etc.
- Experience in networking, especially in the field of community development
- Work experience in development cooperation is desirable, working experience in or with GIZ or another international organisation is an asset
Other Knowledge, additional competences:
- Excellent knowledge of Arabic and English, both spoken and written
- Very good understanding of the political context of the Middle East
- A proactive and solution-oriented personality and work style

B. Responsibilities
The position holder is responsible for:
- overseeing the work of the field officers and communication of field work to team
- coordination of projects with partner NGOs, the Department of Palestinian affairs
- following up on the implementation of projects and reporting on the progress
- supporting short-term and long-term consultants and experts
- supporting and steering consultancy companies/NGOs appointed on behalf of GIZ
- collecting and analyzing relevant technical data for the monitoring of indicators
- supporting project monitoring and updates information on project progress, documents and reports regularly on the status of results
- representing the interests and always acting on behalf of GIZ
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Strategic planning and program management
The position holder
- Contributes to strategic, operational and budget planning of the Supporting Palestinian Refugees (SPR) Program; and
- Contributes to the regional results-based management approach of the program by conducting monitoring and evaluation activities;
- Identifies potential new project partners (individuals and institutions)
2. Project development and implementation
In close consultation with the Team Leader Jordan the position holder
- Plans and implements activities for the new project PART, especially concerning component 2 (strengthening the influence of youth) and 3 (networking and knowledge sharing)
- Plans and implements capacity development measures for partner organizations
- Together with the PART Jordan team plans and implements measures for bilateral partners within the Jordanian Government, particularly the Department of Palestinian Affairs (DPA);
- Promotes exchange between different refugee communities as well as between refugee communities and host community
- Advises stakeholders on local, national and regional level in particular about youth engagement and structural changes in order to provide youth more access to decision making
- Strengthens cooperation among civil society, UNRWA and Jordanian government stakeholders
- Presents the project to visitors (international delegations, GIZ colleagues, BMZ and German Embassy, etc.).
3. Training & Capacity Development
The position holder
- Designs and moderates training workshops with PART partners on social participation, conflict transformation and other related topics;
- Supports the regional team to implement workshops in Palestine and Lebanon where possible, including providing guidance and training to team members.
4. Monitoring & Evaluation
The position holder
- Delivers input to the project’s monitoring of indicators as well as risks and potential negative results.
5. Research and knowledge management
The position holder
- Conducts research as needed on topics relevant to the PART project;
- Supports the partners to strengthen exchange of knowledge and networking on a regional level.
6. Other duties/additional tasks
The position holder
- Participates in team meetings and other relevant GIZ events/meetings;
- Provides support to the Jordan team leader regarding the implementation of the project;
- Performs other relevant duties and tasks at the request of direct superior and/or AV.

2- Technical Advisor – Leadership development
The “Management of Water Resources Programme” in Jordan is seeking a “Technical Advisor – Leadership development” - on full-time base employment.

A. Required qualifications, competencies and experience
Formal Education
· M.A. in HR development or organizational development or related field
Professional Experience:
· At least 5 years working experience in a management position
· Profound practical experience in leadership development and organizational development
· Proven experience in the implementation of Capacity Development Measures
· Experience in advising and coaching change processes
· Good knowledge of MS office applications
· Work experience in and/or with government institutions, particularly in the Jordanian water sector is an asset
· Work experience in development cooperation is desirable, working experience in or with GIZ or other donor organizations is an asset
Other Knowledge, additional competencies:
· Excellent knowledge of Arabic and English, both spoken and written;
· Ability to supervise consultants;
· Flexibility, team player spirit, amicable and excellent communication skills are essential;
B. Major Responsibilities
· In close cooperation with the Ministry of Water and Irrigation, the Water Authority of Jordan and the external consultant develop the leadership program
· Advise the partner institutions on leadership management topics
· Plan and manage all activities under the MWR leadership component
· Develop and steer the external support provided by a consultancy company
· Liaise with other GIZ projects and projects of other donors to create synergies
· Ensure regular monitoring and reporting
Other relevant tasks and duties as required and agreed upon with the Project Manager

§ Acts as focal point for the project’s leadership development component and coordinates with colleagues, partner representatives and with short-term and long-term consultants and experts
§ Continuously reports and coordinates with the head of program on status and details of project implementation
§ Continuously, monitors and evaluates the quality of the leadership program and advise on necessary adaptations if necessary
§ Monitors component progress and achievement of indicators
2. Technical Expertise
The position holder
§ Assesses the specific needs of selected management staff with regard to their leadership skills
§ In close coordination with partner institutions and the external consultant develops a tailor-made leadership development program
§ With regard to the leadership program advises on technical fields and methodology
§ Supervises the implementation of the leadership development program
§ Provides on-the-job coaching for management positions upon demand
3. Networking and Cooperation
The position holder
§ communicates and liaises regularly with all relevant stakeholders (WAJ and MWI HR departments) and contributes to establishing good relations with them
§ cooperates actively with all GIZ and non-GIZ team members
§ liaises with other projects which are active in HR development to develop synergies
4. Knowledge management

§ Summarizes and presents the project component progress and impact and provides it to GIZ relevant knowledge management database
§ Presents the results of the component in relevant events for knowledge sharing

§ represents the interests and always acts on behalf of GIZ

We have been working in Jordan for over 40 years, and since 2001, water has been a priority in Jordanian-German cooperation. Jordan is one of the world’s most water-scarce countries. The available water resources – especially groundwater – have been heavily over-used for years. At the same time, the pressure on water resources continues to increase due to population growth, the impact of climate change and economic development. Despite these challenges, the government of Jordan provides almost universal access for drinking water and improved sanitation.
The project Management of Water Resources implemented by GIZ seeks at supporting the Ministry of Water and Irrigation, the Water Authority of Jordan and die Jordan Valley Authority in improving their governance and planning processes. It focuses on strengthening the regulatory framework, private sector participation, water resources planning and irrigation management. Leadership development is considered as a cross cutting topic. The goal is to strengthen leadership skills in the middle management level and to promote compliance with King-Abdullah-Award Principles.
