M&E OFFICER NORTH EAST SYRIA

CONTEXT PRESENTATION: Un ponte per... (UPP) is a voluntary association founded in 1991, immediately after the bombing of Iraq, which promotes solidarity initiatives for Iraqis who suffered during the war. Un ponte per... works in Iraq, Syria, Jordan, Lebanon, Palestine, Serbia and Kosovo alongside civil society organisations. In Italy, it promotes peace and disarmament, defends the common goods, and welcomes refugees and migrants. The aim of UPP is the prevention of new conflicts, particularly in the Middle East. This is achieved through advocacy campaigns, programs which educate and encourage cultural exchange, collaborative projects and peaceful civil interventions.

BACKGROUND
Entering year 8 of the Syria crisis, conflict continues to expose civilians to acute humanitarian needs in health, WASH, Shelter, NFI and protection. In North East Syria (NES) widespread displacement, destruction of basic services and increased exposure to protection risks is on-going. In response, UPP and other partners have established a two-year program with the consortium program ‘Linking Emergency Assistance and response in Northeast Syria’ (LEARN).
UPP as a health partner will contribute to LEARN program’s integrated and harmonized multi-sectoral package of essential services for vulnerable conflict-affected populations through Health, Shelter, WASH and protection interventions. The program also includes the establishment of a common Rapid Response Mechanism for addressing future humanitarian needs. The planned outcome is to improve the health status of the conflict- affected population with a view of building the capacity of local actors and the resilience of communities in NES.
Un Ponte Per... is looking for an M&E Officer to monitor, evaluate and support the equitable and safe access to essential basic services including health for the most vulnerable populations affected by conflict and displacement in North East Syria (NES).
POSITION:
- NES-M&E - M&E Officer - North East Syria and Iraq - 12 months, from October -
main project activities Health; Protection Mainstreaming; RRM


ROLE AND RESPONSIBILITIES
Under the supervision of the Program Manager (PM) and in coordination with field teams and LEARN consortium counterparts, the M&E Officer develops, maintains, and strengthens the program’s Monitoring, Evaluation, Accountability and Learning process improving its effectiveness, quality and accountability; will be responsible for the following major tasks:
- Oversees data collection, analysis and reporting on performance indicators in line with UPP and LEARN consortium’s integrated data management and M&E system;
- Establishes monitoring systems to reinforce the program’s progress including specific data collection methods for gender and vulnerable populations;
- Contributes to the establishment, monitoring and evaluation of accountability to affected populations systems, including community feedback and complaints response mechanism (CRM) in coordination with field teams and consortium counterparts;
- Supports program evaluation plan in coordination with consortium partners including mid-term and real-time and final evaluation
- Coordinates and submits monthly reports to the HQ, contributes to quarterly, and ad-hoc reporting;
- Coordinates with program team, consortium partners and steering committee on harmonization of M&E
- Leads in operational decision making to manage the various components of the program’s M&E plan;
- Supports PM in response to donors or consortium requests and/or changes in the operating environment to update or revise expectations as necessary;
- Supports the PM in the implementation of feedback, and assessments from program evaluations to inform changes in project approaches;
- Conducts regular data quality assessment on validity in line with UPP and donor requirements;
- Participates in LEARN Consortium training on M&E program components;
- Provides training in M&E to UPP and partner teams in data collection, analysis.
ESSENTIAL REQUIREMENTS
- At least two years of experience in designing, managing and implementing results-based M&E activities;
- Bachelors degree in social sciences, economics, international development, evaluation research, statistics, or a related field;
- At least two years of experience analyzing quantitative and qualitative data;
- Experience in working with an international development organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation;
- Experience working in an M&E role on emergency programs;
- Excellent written and verbal communication skills;
- Relevant computer software skills with proficiency in Excel, KoBo and other data management systems;
- Excellent oral and written English;
- Minimum of two years of overseas field-based experience;
- Ability to travel in the Middle East with the same ability of a Western European passport owner. Ability to travel in Europe.


DESIRABLE REQUIREMENTS:
- Experience in main donors funded projects (EU, UN, USAID, AICS etc.). - Experience in Emergency projects.
- Experience in M&E health and/or protection mainstreaming indicators. - Knowledge of the Middle East context and relevant local actors.
- Knowledge of Arabic, Kurmanji and/or Italian.
