The “Strengthening Capacities for Wastewater Management Project (CWWM)” in Jordan is seeking a “Technical Advisor – Quality and Knowledge Management for the Water and Wastewater Sector” - on a full time base employment. 

The position holder is responsible for:
(1) Development and introduction of a quality management system “Technical Sustainable Management” in the wastewater sector:
 Identifying and analysing the Jordanian laws and regulations of relevance for the operation of wastewater treatment plants
 Contributing to the design and drafting of the evaluation criteria and process guide for the quality management system
 Supporting the coordination of an interorganisational working group for the development and introduction of the quality management system in the wastewater sector.

(2) Revision of the key performance indicator system in the wastewater sector:
 Researching and analysing the existing key performance indicators in the water and wastewater sector
 Researching and analysing well-established and internationally used key performance indicator systems
 Contributing to the drafting of an improved key performance indicator and reporting system for wastewater treatment plants
(3) Support of the conceptual development, implementation, and monitoring of project activities:
 Actively maintaining and intensifying good working relationships to key stakeholders
 Organising and contributing to project events such as workshops and trainings
 Knowledge management and the maintenance of the project’s monitoring system
 Supporting administrative processes, e. g. preparing tender and procurement procedures.

(4) Other relevant tasks and duties as required and agreed upon with the project manager
About the Project:

GIZ provides services worldwide in the field of international cooperation for sustainable development. With over 50 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, and peace and security, the diverse expertise of our federal enterprise is in demand around the globe.We have been working in Jordan for over 40 years, and since 2001, water has been a priority in Jordanian-German cooperation. Jordan is one of the world's most arid countries and suffering from severe water scarcity due to low precipitation, high population growth, and an inefficient governance of water resources. The Jordanian government strives to improve wastewater operations in order to safeguard the country's groundwater resources and make greater use of treated wastewater in agriculture. Recently, large investments have been made for the construction and rehabilitation of wastewater treatment plants relying on modern technologies. However, due to their technological complexity, the facilities frequently are not properly operated and maintained, resulting in a poor treatment performance. Among the most important reasons is a shortage of skilled personnel in the wastewater sector and the lack of specialist knowledge for an adequate operation of wastewater treatment plants.
Against this backdrop, the GIZ project Strengthening Capacities for Wastewater Management (CWWM) supports the Jordanian government in improving the performance of the wastewater sector. Through the introduction of the quality management system “Technical Sustainable Management” (TSM), wastewater operating processes are standardized and treatment plants complying with the criteria are certified accordingly. In combination with a revision of the existing system of technical and financial key performance indicators, this enables the sector institutions to have better oversight and more control over the sector. Additionally, the operation and maintenance of the wastewater treatment plans managed by the Yarmouk Water Company (YWC) are improved in order to prepare them for a certification according to TSM criteria. Finally, the technical staff of YWC working in wastewater management is trained based on a comprehensive training needs assessment – among other measures, this includes the qualification of the employees according to the “Water Operators Certification Programme” (WOCP).

Required qualifications, competences and experience:Formal Education:
 University Degree, in relevant discipline (Economics, Political Science, Law, or a related field)
Professional Experience:
 7+ years of professional experience with a similar development organization
 Proven in-depth knowledge of the Jordanian water sector, its institutions and water utilities
 Profound experience in researching, collecting, and processing information for different purposes
 Experience in drafting concepts, reports, and other documents
 Experience in knowledge management, monitoring and evaluation
 Working experience in development cooperation is desirable, working experience in or with GIZ or other donor organisations is an asset
 Working experience in and/or with government institutions is an asset

Other Knowledge, additional competences:
 Excellent knowledge of Arabic and English, both spoken and written; German language skills are an asset
 Profound user knowledge of ICT and standard computer software packages (MS Office, etc.)
 Excellent analytical and writing skills, a structured way of working
 Very good understanding of numbers and data
 A proactive and solution-oriented personality and work style
 Strong interpersonal skills, negotiation and conflict resolution skills
 Reliability and the ability to work independently
 Readiness to travel regionally and internationally
 Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
 Language skills: Fluent spoken and written skills in English, Arabic, German Language is a plus
 ability to cope with dynamic situation of cooperation system in development field 
 experience and ability to deal with unexpected challenges.
