Job Title: Monitoring Evaluation and Learning Manager
Program: Cities Implementing Transparent Innovative, & Effective Solutions (CITIES)
Job Classification: Long-Term Local Support Employee
Reporting to: Monitoring Evaluation and Learning Director
Principal Position Objectives, Basic Functions/Critical Tasks:
Working under the leadership and direction of the director of monitoring, evaluation, and learning (MEL), the general objective of this assignment is to manage the process of monitoring and evaluating progress towards achieving intermediary results and the overall goal of the CITIES project. In addition, the MEL manager will assist the MEL director to ensure that lessons learned are integrated into the design and implementation of new interventions for continual improvement to maximize and amplify project impact.
Duties and Responsibilities
- Assists the MEL director with the design and implementation of the program-level MEL plan, including the finalization of the results framework, indicators, and the CITIES performance monitoring plan (PMP) to measure overall progress towards project intermediate results and goals.
- Works with component specialists and other data collectors to collect output, outcome, and impact data related to CITIES interventions.
- Works with component team leaders to design data collection tools for baseline assessments of municipal capacity, preferably using political economy analysis methodology.
- Assists the MEL director to analyze data and to synthesize lessons learned to incorporate best practices into new activity development and implementation.
- Under the leadership of the MEL director, contributes to internal and external impact evaluations.
- Inputs output and outcome data into DevResults on a regular basis, and uses the system to report on progress and impact against performance indicators
- Routine project related tasks including attendance of staff meetings, submission of required reports, and success stories.
- Other tasks, as assigned.
Qualifications
- University degree in the social sciences or related field; master’s degree preferred.
- At least 4 years of experience designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects.
- Experience with results frameworks, indicators, and targets, preferably for USAID projects.
- Knowledge of baseline assessments and impact evaluations; prior experience preferred.
- Experience implementing M&E for continuous learning and project management.
- Knowledge of Jordanian municipalities, and local issues related to decentralization and municipal governance is a plus.
- Excellent communication, negotiation, and writing/reporting skills.
- Flexible team player, with the ability to also work independently.
- Strong in spoken and written Arabic and English required.
Working Location
The primary duty post is in Amman, Jordan with frequent visits required to the project’s targeted municipalities.
