Employment Officer

Founded in 1933, the International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Working in coordination with the humanitarian community and the Government of Jordan, the IRC's assistance program for Syrian refugees and vulnerable Jordanians includes both camp-based programs (Zaatari, Azraq) and urban-based refugee assistance (Mafraq, Ramtha, Irbid, Amman). The IRC's programs focus on health, ensuring child protection, addressing gender-based violence (GBV) and fostering economic recovery and development (ERD).
The ERD program works to stabilize household economies through basic needs and emergency cash, financial management trainings, and capacity building for income generation for women and youth. Activities target vulnerable populations, particularly women who are at risk of gender-based violence (GBV). Through intensive training, targeted financial support, and direct job referrals, the ERD program builds the employability and business knowledge of these groups to support their self-sufficiency.
SCOPE OF WORK The ERD program implements activities that build the work readiness and income generating potential of job-seeking youth. To achieve this, the program conducts regular employability trainings on hard and soft skills relevant to improved employability and success in the workplace, matches youth with employers for on-the-job trainings through apprenticeships, and makes direct referrals of job seekers to vacancies. The employment officer is the key role in implementing these activities, and reports to the Senior Employment Officer.
RESPONSIBILITIES
Program Implementation and Technical Quality
• Participate in the implementation of neighborhood assessments and mapping to identify private sector partners, and maintain up-to-date databases through regularly conducted mapping.
• Manage the daily implementation of activities in the location of posting, to ensure that targets are on track to be met, and communicating any potential delays or challenges in a timely fashion.
• Conduct job-seeker registration, intake and job counseling sessions, as well as enrollment in employability training, apprenticeships, or other job services, completing the appropriate data collection and documentation tools to ensure proper follow-up.
• Conduct employability trainings, communicate unmet training needs among beneficiaries or gaps in curriculum, and support the development and improvement of trainings and program design.
• Refer registered job seekers to appropriate vacancies, conducting regular, structured follow-ups.
• Conduct random site visits to apprentices to ensure the implementation of the on-the-job training as per the schedule and skill areas identified in the MoU, as part of the follow-up process.
• Prepare participant time sheets and work closely with other team members to ensure the timely payment of apprenticeship stipends.
• Regularly meet with beneficiaries to ensure needs are met
• In partnership with the program management, contribute to the design, implementation and application of M&E frameworks and processes to all relevant programming.
• Maintain up to date and high quality program files and ensure that appropriate documentation is present and folders follow established internal standards.
• Immediately flag any protection issues or areas for advocacy to the Senior Employment Officer.

• Recruit, train and supervise volunteer support.
Partnership and Coordination
• Establish and maintain relationships with private sector partners, sign MoUs with businesses for participation in the apprenticeship program and register vacancies for the job placement program, and solicit regular feedback on participation using the established survey tools.
• Liaise with NGOs and the private sector to identify relevant events for program participants, like job fairs or networking events.
• Ensure coordination of activities with other organizations through participation in local coordination mechanisms, as needed.
• Coordinate the provision of legal information sessions through WPE legal officers and/or NRC’s ICLA program, referring for legal aid services as needed through in-house or local partners.
• Establish and maintain relationships with private sector partners, sign MoUs with businesses for participation in the apprenticeship program and register vacancies for the job placement program, and solicit regular feedback on participation using the established survey tools.

REQUIREMENTS:
• University degree in a related field or at least 2- 4 years of applicable work experience.
• Experience delivering direct services to program beneficiaries, preferably with an NGO
• Experience building and managing relations within local communities to increase beneficiary outreach and coverage and manage partnerships with local actors.
• Experience facilitating trainings.
• Experience working with and administering M&E tools to collect data.
• Proven ability to build partnerships and work with diverse personalities, excellent communication and inter-personal skills required.
• Ability to work well in a team and promote teamwork, comfortable in a multi-cultural environment, flexible and open to new tasks.
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Excellent interpersonal and problem-solving skills, creativity and flexibility.

Working Environment: This post will be based in the Mafraq Office. Transportation from Amman to Mafraq is provided by IRC.
